The U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) commissioned this survey to collect and analyze experiential data from U.S. transit agencies with varying degrees of compressed natural gas (CNG) bus and station experience. This information helps DOE and NREL determine areas of CNG transit bus success and priority areas for which further technical or other assistance might be required to enable success.

Clean Vehicle Education Foundation (CVEF) staff and subcontractors developed a battery of questions and identified 10 transit agencies to represent all U.S. transit agencies that use CNG buses, accounting for the diversity in …

'The Edge Of The Island': Neighborhood Identity And Evolving Community In 'Liminal Places', Gordon Douglas

This paper examines the contemporary processes at work in urban areas without clear spatial identities that are simultaneously facing the challenges of cultural change and gentrification. I do so through the close analysis of one such ‘liminal place’ on Chicago’s West Side. I use the phrase ‘a community on the edge of the island’ to describe the area, inspired by an interview subject who referred to the tenuous search for a sort of ideal bohemian hipness as the need to stay as “close to the edge of the island” as possible without actually leaving it. Preservation Ethics In The Case Of Nebraska's Nationally Registered Historic Properties, Darren Michael Adams

This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966–1975), the Commercial Architecture Era (1976–1991), and the Progressive Planning Era (1992–2010). The National Environmental Policy Act of 1960 (NEPA) initiated the study and practice of environmental impact analysis. Upon passage, NEPA transformed the process in which the federal government plans, seeks input on, and documents major projects of environmental significance. While NEPA has surely affected project-level incremental actions, its rational comprehensive mandate as expressed in Title II of the statute has remained largely unfulfilled. Neglect of Title II has occurred as a result of broad language in NEPA that is difficult for federal judges to interpret and administrators to implement. The access provided by streets and highways to adjacent lands are managed by controlling the spacings between the access points including signals, driveways, and media openings on mid-block segments, and setting the limit on the corner clearances around intersections. There have been studies on evaluating the impact of access management techniques on safety and mobility in urban areas. Samples of mid-block segments and intersections can be collected from selected arterials. Minneapolis’ Midtown Greenway is a 5.5 mile bicycle and pedestrian corridor that replaced a grade-separated railroad line in 2000 and expanded to its current length in 2007. In an era of reinvestment in American inner cities and a heightened political awareness of both urban transportation alternatives and public spaces, the academic field of geography has much to contribute to the discussion about the viability, effectiveness, and success of projects such as this adaptive reuse of reclaimed, deindustrialized space. Immediately adjacent to the larger city of Paris, Reno, Texas has good highway access, with State Highway 82 bisecting the principal portion of the City. Reno is also served by a General Aviation Airport, Cox Field, located south of the City within Paris. Officials from the City of Reno approached the Institute of Urban Studies (IUS) at The University of Texas at Arlington with a request to undertake an economic assessment for the city. Bus On Shoulder: Local Assessment Of Shoulder Transit Lane For Regional Buses In San Luis Obispo County, Jessica R. Berry

The study looks at the applicability of integrating a Bus Only Shoulder (BOS) into the intermittently congested segment of US 101 in southern San Luis Obispo County. Policy, infrastructure and implementing criteria derived from case studies in Minnesota, Florida and California (San Diego) and the 2007 California Decision Document on BOS are applied to conditions in the region. One measure of performance, time savings, is projected to 2025 to determine the value of integrating the program by that horizon year. Urban Form In Europe And America, Pietro S. Nivola

Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.

The Ralphe Bunche Neighborhood Vision Plan provides a general design framework to spur reinvestment in this 100-year old historic African-American neighborhood in Benton, AR. The plan aggregates attainable housing (under $100,000/unit) around two neighborhood parks―one existing, and one proposed. Since the city cannot afford comprehensive street and drainage improvements to accommodate redevelopment, the proposal retrofits streets and open space with Low Impact Development (LID) landscapes to remediate urban stormwater runoff. Housing unit types between 1,000 and 1,750 square feet are amassed around these LID landscapes and amenitized with screened rooms, balconies, terraces, and multiple-height living spaces.

"Book abstract: Despite the crucial role played by both law and architecture in Roman culture, the Romans never developed a type of building that was specifically and exclusively reserved for the administration of justice: courthouses did not exist in Roman antiquity. The present volume addresses this paradox by investigating the spatial settings of Roman judicial practices from a variety of perspectives. An Economic Impact Study Of The "Boom" Period Of Baseball Stadium Redevelopment, Emily Mcnab

The intention of this study is to analyze the economic impact of redeveloped Major League Baseball stadiums opened between 1991 and 2004. Using two empirical models, including an event study, this impact analysis captures the economic conditions of the cities during the opening year of the stadium, as well as the prior conditions leading up to the opening of the stadium, along with any lingering effects or gradual changes in conditions. Cayucos’ downtown area is recognized by both residents and visitors as a special place with a strong, small, coastal town feel. This paper examines the role of culture in the urban development process. An abridged selection from an ongoing study of developers, activists and the politics of growth in Davis, California, it presents the case of the Target Corporation's campaign to build the first "big box" retail store in that city. I argue that Target's ability to win over the strongly slow-growth and anti-corporate community in a public referendum -- following apparently successful attempts to meet popular expectations of environmental leadership and the preservation of unique local character -- provides a clear example of how what I call cultural sincerity can …

I examine here how glamour is manifested in different places and among different peoples across Los Angeles, each with different histories, cultures and aesthetics. Refugee camps in Lebanon are harsh, continuously and rapidly deteriorating environments. In addition to poverty, numerous wars and the restrictions of civil rights, refugee camps that were not designed as a long-term settlement were made to accommodate their residents in addition to their descendents for a period that has lasted over 59 years. Since the establishment of the camps in 1948 the Palestinian refugees in Lebanon have fallen victim to multiple wars and as a result most camps have witnessed major destruction of homes and infrastructure, and a few were entirely destroyed. Sprawling development patterns accelerated across the New England landscape in the last three decades and consumed the region‘s forests, farms, and open spaces at an unprecedented rate. New England‘ers in all six states formed land trusts, supported statewide conservation organizations, and collaborated with state and federal partners to protect some of their most-prized recreation lands, wildlife habitats, and working lands. The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.

The 220 acre master plan for South Village, the largest project in the City of South Burlington’s history, encompasses multiple housing types and innovative provisions for affordable housing. It integrates housing with open space and natural resource conservation, including a major Community Supported Agriculture project developed by a nonprofit partner, the Intervale Foundation. While not a mixed-use project (that is, commercial as well as residential development), South Village nonetheless represents a qualitative change in approach for South Burlington by incorporating large-scale open space preservation as part of development and multiple housing-types in one project.
