The multiple crises of our time result from the breakdown of the multilateral order. Some of these crises may intensify between now and 2030. Multilateral organizations have been eroded to the extent that they are unable to manage catastrophic risk, including a military confrontation between superpowers. The weakening of multilateralism is mirrored in the strengthening of hypernationalism in many countries. It will not be sufficient to mend the multilateral system. When should a civilian seller of goods who delays delivery or cancels altogether under wartime contract be able to claim excuse under U.C.C. Article 2? The unprecedented extent of the U.S. military’s use of contractors abroad calls for a rethinking of U.C.C. impracticability, as private parties face wartime risks once encountered solely by the government. The traditional approach typically denies the seller the right to excuse the failure of delivery in instances where the wartime risk might be categorized as foreseeable or is expressly or impliedly allocated to the seller. Proxy war is a common tactic employed by great powers as a safer alternative to direct conflict, especially in the era of nuclear weapons. While proxy war is common, there is a lack of research on the formation of proxy-external state relationships. Previous research has typically examined the phenomena of proxy war through the perspective of the external state power, leaving a gap in the literature. This dissertation fills that gap by assessing the conditions under which armed groups enter into proxy relationships with external states. We investigate the early-stage implementation of a smartphone-based acute flaccid paralysis (AFP) surveillance project in communities experiencing armed conflicts in Nigeria. We aim to expose factors influencing the early-stage implementation of smartphone-based AFP surveillance in two rural communities experiencing armed conflicts in Northern Nigeria. Thus, exploring “what works, for whom and under what contextual conditions?” in the early-stage implementation of a smartphone-based AFP surveillance project, given the involvement of multiple stakeholders. We adopted stakeholder theory as a lens to guide the study. Assessing threats to the air littoral, the airspace between ground forces and high-end fighters and bombers, requires a paradigm change in American military thinking about verticality. This article explores the consequences of domain convergence, specifically for the Army and Air Force’s different concepts of control. It will assist US military and policy practitioners in conceptualizing the air littoral and in thinking more vertically about the air and land domains and the challenges of domain convergence.

This article identifies key themes, continuities, conceptual relationships, and potential discontinuities from his decades of grand strategic thought. Gray’s statement that “all strategy is grand strategy” remains highly relevant today, emphasizing the importance of agential context in military environments—a point often neglected in strategic practice.

Deterring a Chinese invasion of Taiwan without recklessly threatening a great-power war is both possible and necessary through a tailored deterrence package that goes beyond either fighting over Taiwan or abandoning it. This article joins cutting-edge understandings of deterrence with empirical evidence of Chinese strategic thinking and culture to build such a strategy.

This article explores the current debate about service and Joint operating concepts, starting with the Army’s multi-domain operations concept. It argues for adaptations to an old operational design technique—defeat mechanisms; updates to Joint and service planning doctrine; and discipline regarding emerging concepts. Rather than debate over attrition versus maneuver, combinations of a suite of defeat mechanisms should be applied to gain victory in the future.

Critics of the Afghan war have claimed it was always unwinnable. This article argues the war was unwinnable the way it was fought and posits an alternative based on the Afghan way of war and the US approach to counterinsurgency in El Salvador during the final decade of the Cold War. Respecting the political and military dictates of strategy could have made America’s longest foreign war unnecessary and is a warning for the wars we will fight in the future.

For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

Abstract: When using the Bayes method to evaluate the performance of the system with multi-source prior data, the multi-source prior data is fused, the posterior distribution is calculated by synthesizing the fused prior distribution and test data. The parameters of posterior distribution are estimated to obtain the performance evaluation results. A weighted fusion method of multi-source prior data based on Kullback-Leibler divergence is proposed, which can effectively integrate the multi-source prior data. The commonly used Markov Chain Monte Carlo method is used to estimate the parameters of Bayes posterior distribution. The influence of different proposal distributions on the sampling results …

The most common historiographical narrative used to explain the transformation of American medicine during the Civil War centralizes on the brilliance of a few notable physicians, whose radical ideas, daring, and exceptional work ethic built or set precedents for standards foundational to modern medicine. However, this approach is limited and does not consider the impact of the context of war and power structures in shaping the practice of medicine. Through examining personal accounts and official documentation including, government reports, news articles, war journals, private and military correspondence, physicians and nurse’s notes, and post-war autobiographical recollections, a new understanding emerges. All war crimes are challenging to prosecute. Typical reasons include the technicality of some constitutive elements, the difficulties of amassing sufficient evidence, the vagaries of unreliable or unavailable witnesses, and the often-impenetrable khaki wall of silence. Adding to these challenges, the United States has erected a number of idiosyncratic structural barriers in the way in which it has incorporated the prohibitions against war crimes into its domestic legal frameworks, both military and civilian. This paper investigates and describes the Confederate navy’s attempt to establish a naval presence in New Orleans. At the forefront of the Civil War, the Confederate States were pressed to create and sustain a working military presence within an evolving economy. The Southern economy was about to be ravished by the Union’s blockade.
