The modern Russian state is distinctive in her history of utilizing the isolated Siberian tundra for eliminating political dissent, with millions of dissidents disappearing into penal colonies, labor camps, and gulags, some never to reappear. Of the incomprehensible mass of numbers are the stories of steadfast wives refusing to abandon their husbands, women surviving the brutal political prison camps, and girls manipulated as political pawns into Siberia. In a historically patriarchal Slavic society, the stories of women have been conveniently pushed aside. Building on the author’s recent article Protecting Commoners’ Goods: Pluralist Coexistence Through the Common Good Constitution’s Subsidiarity Municipalism (PCG), this Essay deconstructs the recent New York appellate opinion in Vincent v. Adams. That case reverses a trial court opinion that PCG criticizes as an example of how current law misunderstands the proper relationship between local government and federal and state authorities. This Essay uses the appellate court decision in Vincent v. Adams to reinforce PCG’s thesis of subsidiarity municipalism, to offer another illustration of subsidiarity municipalism’s progressive potential, and to suggest how subsidiarity municipalism can inform the relationship between …

Harvest strategies for Western Australia’s (WA) aquatic resources are formal documents developed by the Department of Primary Industries and Regional Development (DPIRD, the Department) to support decision-making processes that ensure the outcomes are consistent with the principles of Ecologically Sustainable Development (ESD; Fletcher 2002a) and Ecosystem Based Fisheries Management (EBFM; Fletcher et al. 2012). Harvest strategies are a key component of all contemporary fishery management systems and a requirement for certification under the Marine Stewardship Council (MSC). The objectives of ESD are reflected in the objectives of the Fish Resources Management Act 1994 (FRMA).

A de novo, missense variant in ITPR1-inositol 1,4,5-trisphosphate receptor type 1 (ITPR1), p.(Tyr567Cys), was identified by trio whole-genome sequencing in an individual diagnosed with Spinocerebellar ataxia 29 (SCA29) who was affected by cerebral palsy and global developmental delay. The variant affects a residue involved in Inositol 1,4,5-trisphosphate (IP3)-ITPR1 binding. Genotype-Phenotype correlation analysis of the set of missense variants affecting nine residues involved in IP3-ITPR1 binding in the current case and 170 reports of individuals with ITPR1 variants showed a significantly higher frequency of phenotypic features related to neurodevelopmental delay in these variants than in other ITPR1 variants. Background: Tuberculosis (TB) remains the leading cause of death from a single infectious agent. Current diagnostic tools are limited, especially in low-resource settings. The World Health Organization's (WHO) Target Product Profiles (TPPs) call for rapid, non-sputum-based diagnostics with high sensitivity and specificity. This study evaluates our previously published TB-associated host-immune biomarkers alongside small-size signatures from other studies, in our previously published non-human primate (NHP) TB infection study dataset (GSE76703) and two previously published human datasets (GSE144127, GSE42834), which include other disease group comparators, including sarcoidosis. The cement industry is a major source of anthropogenic CO2 emissions due to its energy-intensive production process and calcination of limestone. Producing one ton of cement emits approximately one ton of CO2, and cement accounts for about 5% to 8% of global CO2 emissions. In this context, cement-less one-part (“just-add-water”) ambient-cured geopolymer concrete (GPC) has gained attention due to its environmental friendliness and practicality for large-scale cast-in-situ construction. Climate change is one of the most pressing global challenges and spares no nation. Bhutan, as the only carbon negative country in the world, is no exception and being in the Himalayas – a region warming faster than the global average – further intensifies climate risks. This study explores how Bhutan navigates climate change through the perspectives of 41 policy influencers, including politicians, civil servants, and leaders from nongovernment organisations and the media. Adverse fire regimes threaten biodiversity, potentially leading to population declines and increased extinction risk. Understanding how varying fire regimes affect threatened species is essential for effective ecosystem management, including in Western Australia where diverse ecosystems are exposed to wildfires, Indigenous burning, and prescribed fire. We compiled and synthesised data on the threat of adverse fire regimes to threatened animal taxa in Western Australia. Using a threat classification scheme, we ranked adverse fire regimes as having either no, low, medium, high, or unknown impact on each taxon. Despite extensive investments in Alzheimer's disease (AD) therapeutic development, progress toward effective interventions remains modest. The landscape of potential novel therapeutic strategies is rapidly growing, but prioritization, validation, and tools to advance targets to trial are lagging. The Target Enablement to Accelerate Therapy Development for Alzheimer's Disease (TREAT-AD) consortium has integrated systems-level data from large-scale studies profiling thousands of human brains, yielding target-specific risk scores that partition disease risk into discrete biological domains and enable data-driven target interrogation. In this study, I carry out dynamic modeling strategies to estimate the cumulative associations between exclusionary zoning and material hardship in impoverished neighborhoods. To do so, I create the largest nationwide panel zoning database to date by combining the National Zoning and Land Use Database covering the years 2019‒2022 with prior zoning and land use data from 2003‒2006. Accounting for posttreatment bias—the bias generated by including time-varying confounders that are themselves affected by past treatments in a longitudinal model—with marginal structural models, I demonstrate that exclusionary zoning is strongly associated with neighborhood disadvantage in impoverished neighborhoods, much more than would …

Every other year, the Federal Highway Administration (FHWA) requires that states submit a Local Highway Finance Report (FHWA-536) to the agency. This report summarizes data on local highway finances and is used by FHWA to evaluate relationships between and changes in revenues, expenditures and investment patterns, and financial trends. This report presents information submitted by Kentucky in its fiscal year (FY) 2023 FHWA-536. Total receipts from local, state, and federal sources used for road and street infrastructure equaled approximately $1.11 billion. Throughout history, religious traditions have been mobilized to justify nationalist violence and claims to cultural superiority. In modern Japan, Buddhism underwent a dramatic transformation, becoming one of the most sophisticated ideological justifications for Japanese imperialism during World War II. How did Zen Buddhism come to justify Japanese claims of cultural superiority during the Pacific War? Examining Buddhist institutional practices, philosophical texts, and wartime propaganda from 1941-1945, this thesis analyzes three mechanisms through which Buddhism legitimized Japanese superiority: claims to spiritual supremacy through Zen philosophy, militarization of Buddhist practice, and use of Buddhism as cultural imperialism in occupied territories. This paper considers how atmospheres can play a powerful role in troubling the management of nature in the multispecies city. It brings the cyclical nature of atmospheric effects, the affective values and il/logics that determine human responses to non-human threats, and the misguided and potentially deleterious health outcomes that ensue into one analytical frame. Interdiffusion of Zr and Hf in the diboride system was investigated. High-purity zirconium diboride (ZrB₂) and hafnium diboride (HfB₂) were prepared by a combination of boro-/carbothermal reduction synthesis and densification by spark plasma sintering. The bulk ceramics had relative densities of 99.3% for ZrB₂ and 99.7% for HfB₂, and both ceramics were phase-pure by x-ray diffraction analysis. Diffusion couples of ZrB₂ and HfB₂ were annealed at temperatures ranging from 2000°C to 2200°C for times from 4 to 12 h. Communication As Layered Architecture: Core Processing And Empathic Modulation, Griselda Poe

This paper proposes a structural re-description of communication by separating Core processing from its social interface. Using the developmental sequence of Large Language Models (LLMs) as an external reference point, a layered architecture is identified, consisting of a foundational Core processing layer and a subsequent Empathic modulation layer.

The investigation begins with the observation that empathic signaling can obstruct rather than facilitate interaction for certain individuals. By examining the emergence of Base AI—Core processing prior to empathic adjustment—it is demonstrated that coherent, constraint-preserving interaction is possible without affective resonance.

Through this framework, existing cognitive theories and observed "deficits" are repositioned. …

The Act creates an additional aggravating factor in determining whether to impose the death sentence. The aggravating factor would only be applicable when a noncitizen is found guilty of killing a United States citizen. This Article first argues that this Act would create grave constitutional concerns and severely undermine the rule of law. This report examines trends in how Kentucky District Courts have adjudicated charges related to commercial driver’s license (CDL) and commercial motor vehicles (CMVs). Using court data, researchers evaluated historical patterns in charge filing volumes as well as conviction, dismissal, amendment, and diversion rates. Between 2002 and 2024, conviction rates declined and dismissals increased. Convictions peaked in the mid-70% range in the early 2000s, but fell to the mid-50% range by 2024. Speeding and other serious traffic violations — many of which are advanceable offenses — were dismissed or amended at rates that could have substantively affected the integrity of CDL …
