Public procurement constitutes a significant portion of national expenditure and directly affects economic growth, service delivery, and governance quality. In Indonesia, education sector procurement absorbs more than half of the allocated budget but remains vulnerable to inefficiencies, rigid procedures, and corruption risks. This study aims to conceptualize an adaptive framework for Public Procurement Business Process Management (PP-BPM) that addresses environmental uncertainty, digital transformation, and governance challenges. This conceptual study integrates Deferred Action Theory (DAT), Emergent Business Processes (EBP), and Business Process Management (BPM) to develop a multi-level framework for procurement. This research examines the legal issue concerning the administration of regional government in Nusantara Capital City (IKN) which has been consider by some scholars as demonstrating deviations from the principle of decentralization. This research takes a position contrary to the mainstream legal discourse that argues there is a conceptual deviation in the model of regional governance in IKN. This research is normative legal research employing a conceptual approach and statutory approach with data collected through library research. The Navajo Nation stands as a sovereign nation, yet many families still lack access to electricity because of enduring historical, structural, and regulatory barriers. This Article identifies the legal and technical barriers that have hindered meaningful progress and argues that supplementing the utility grid with distributed energy resources, such as biodigesters, offers a viable path toward electrification, particularly for remote and rural communities within the Navajo Nation. Biodigesters convert organic waste generated through community practices, such as sheep raising, into biogas through an anaerobic process. This form of energy reflects circular economy principles while also aligning with Diné cultural practices …

Background: Mississippi’s rural counties face hospital gaps, clinician shortages, and limited broadband/device access that collectively delay care and constrain telehealth uptake.

Purpose: This paper assesses whether telemedicine kiosks can improve rural healthcare access in Mississippi while also supporting viable local entrepreneurship and community development.

Methods: A conceptual, policy-and-market analysis integrated narrative literature synthesis, secondary data and policy review, and 5-year financial modeling under two cost-allocation scenarios: an Operator Model (subscription fees covered by partners/grants) and a Network Model (subscription fees borne by the kiosk operator).

The evolution of Wolf-Rayet (WR) stars is influenced by the star’s mass loss channel, either through stellar winds or binary evolution. Studying WR stars provides insight into the formation and evolution of massive stars. Binary WR systems, which are comprised of the WR star and a companion O-star, are of particular interest because they allow researchers to determine the mass of the WR star. The Large Magellanic Cloud (LMC) is an ideal hunting ground for such WR stars due to its low metallicity. Background: Evidence on lower-limb strength, explosive power and bilateral asymmetry in competitive fencing is fragmented, and the relative impact of general neuromuscular capacity versus targeted training interventions remains unclear. The aim of this systematic review and meta-analysis is to provide a multidimensional, evidence-based synthesis of data on strength, power, and bilateral asymmetry of the lower limbs in professional fencers. Materials and methods: Following PRISMA 2020 (PROSPERO CRD420251041007), six databases were searched by 31 January 2025. Forty studies of fencers aged ≥ 12 years met the inclusion criteria. Gut microbiota produces a wide range of metabolites and plays a critical role in maintaining host health. Dysregulation of these metabolites can influence host metabolism through systemic circulation, contributing to the development of various diseases, including immunological, neurological and cancer-related disorders. Chromatography coupled with mass spectrometry (MS) has emerged as a powerful analytical approach, offering high sensitivity and resolution for studying gut microbiota-related metabolites. This review provides a comprehensive overview of chromatographic MS-based methods applied to the study of the gut microbial metabolome. This study explored how the transfer portal has transformed college football recruiting by disrupting traditional relationship-based practices and accelerating the shift toward a transactional performance-driven model. Drawing on Bourdieu’s concepts of habitus, field, and capital, the research examines how recruiting coordinators navigate evolving pressures around talent acquisition, NIL compensation, and compressed recruiting timelines. Findings from comprehensive interviews with five Power-4 recruiting personnel reveal that relationships are increasingly leveraged for short-term gain. The findings of this study indicate the transfer portal has created an opaque high-stakes marketplace where trust is limited, valuation is speculative, and institutional pedigree/resources heavily influence opportunities. This study presents a chronological case study exploring the University of Texas Austin wherein a broad coalition of students, college athletes, marching band members and others from the UT community engaged in several forms of activism challenging the university to address racial inequities. Unlike other sport organizations that swiftly supported activist efforts, the University of Texas serves as a case where leadership attempted to uphold the status quo and stifle dissent. Trump moved the United States away from long-standing policies of lowering trade barriers to facilitate global commerce and replaced them with a more restrictive version not seen since the early twentieth century. The hypothetical involves numerous large corporations agreeing to cross-reference each other in their arbitration agreements, thus attempting to create a massive arbitration web ensnaring nearly every American and allowing corporations to compel arbitration against parties with whom they never interacted.
