Businesses both large and small have been greatly affected by COVID-19 and arguably more so by government response to the disease. How these businesses have been affected depends much on whether they were deemed as “essential” or “non-essential” — many “non-essential” companies were either shut down or required by the state to modify their operations so as to “flatten the curve” and prevent hospitals from being overwhelmed. Viewing the results of government shutdowns through the lens of economics allows us to see tradeoffs and the dynamics of competition and government intervention during a pandemic. Policies On Hand-Held Mobile Device Use While Driving: Considerations For Mississippi, Amy Radican-Wald

Background: Mississippi enacted a texting/accessing social networking sites ban for all drivers in 2015; this ban is due for reauthorization in 2018. Purpose: Examine state policies prohibiting mobile device use while driving and changes in behaviors, attitudes, and opinions over time for Mississippi adults regarding distracted driving. Methods: Review literature and enacted policies. Analyze traffic, death, and survey data statewide from 2010 to 2017. Results: Mississippi’s crash death rate rose significantly (22.7 to 25.6 per 100,000; p < .01) from 2010 to 2015. Mississippi adults surveyed said they had talked on a mobile device (75.4%), texted (45.5%), or emailed (10.1%) while driving in 2017. Each reported risky driving behavior increased significantly (p < 0.05) from 2010. Most Mississippians support bans on texting (95%) and hand-held device use (89%) while driving. Support for these types of bans significantly (p < 0.05) increased from 2010 to 2017. Enacted policies vary among states and include mobile device use bans for novice drivers (n = 38) and texting (n = 47) and hand-held (n = 14) bans for all drivers. While safety campaigns coupled with aggressive enforcement are found effective, officials cite enforcement difficulties. Only three texting citations were issued to Mississippi drivers during 2016. Conclusions: Enforcement of policies addressing drivers’ mobile device use is a key factor to consider in reducing crash-related deaths.

Trinidad's Carnival, often hailed as "The Greatest Show on Earth," embodies a vibrant celebration of culture, identity, and liberation. Over the last two decades Trinidad’s Carnival has become a popularized, global phenomenon. A highly anticipated event that remains a top-notch experience year in year out. The Carnival that was once known for its traditional characters, calypso, J’ouvert and “pretty mas” has now become a globalized event that not only represents the country’s attempt to increase its foreign revenue through tourism but also appears to perpetuate the class struggle that has existed throughout the history of Trinidad. The relationship between diplomacy (as a communicative effort and relations) and human rights issues is one of the most prominent features of modern countries and its most important topics in dialogues and meetings among them. Therefore, this paper comes to provide a critical reading of the general image of refugees in international diplomacy and media. California does not have a cohesive curriculum for educating and training forest and fire professionals. The Swanton Pacific Ranch Fuels Management Training Program is Cal Fire affiliated and provides online and in person training to assist in equipping fire and forest professionals throughout California with the necessary skills to be successful fire and forest practitioners and managers. An exit survey was offered to all workshop participants after the Swanton workshop concluded. Procompetitive Justifications In Antitrust Cases Related To Companies' Coordination On Technology Development That Can Benefit Consumers And The Environment, Annie Soo Yeon Ahn

As concerns about the environment increase, consumers have reportedly become more willing to purchase environmentally friendly products and services. To accommodate this, companies are developing environmentally friendly goods, which involves coordination among companies with similar goals. Annie Soo Yeon Ahn suggests that antitrust enforcement agencies and courts should carefully consider procompetitive justifications in antitrust cases concerning coordination on technology development. Further, procompetitive justifications should be considered when determining whether to apply the per se analysis or the rule of reason analysis.

Kentucky’s Traffic Collision Facts is based on collision reports submitted to the Kentucky State Police Records Branch. As required by Kentucky Revised Statute 189.635: “Every law enforcement agency whose officers investigate a vehicle accident of which a report must be made...shall file a report of the accident...within ten days after investigation of the accident upon forms supplied by the bureau.” The stated purpose of this requirement is to utilize data on traffic collisions to improve the Commonwealth’s traffic safety program. The homelessness crisis stands at a point of overflowing, affecting the world’s capacity to continue ignoring the problem. As the world globalized, vagrancy laws and pervasive stigmatization of the homeless community persisted, leaving modern-day social services with a failing ability to enact change. The United Nations first recognized the human right to adequate housing in the mid-twentieth century but has tried to strengthen this right over the past two decades. Law enforcement officers around the world interact regularly with individuals experiencing homelessness and are arguably tasked with being the front-line enforcers of the right to adequate housing.
