Treatment For Mental Health And Substance Use: Spillovers To Police Safety, Monica Deza Sep 2023

Treatment For Mental Health And Substance Use: Spillovers To Police Safety, Monica Deza

Center for Policy Research

We study the effect of community access to mental health and substance use treatment on police officer safety, which we proxy with on-duty assaults on officers. Police officers often serve as first-responders to people experiencing mental health and substance use crises, which can place police officers at risk. Combining agency-level data on police officer on-duty assaults and county-level data on the number of treatment centers that offer mental health and substance use care, we estimate two-way fixed-effects regressions and find that an additional four centers per county (the average annual increase observed in our data) leads to a 1.3% reduction …

Covid-19 Has Strengthened The Relationship Between Alcohol Consumption And Domestic Violence, Monica Deza, Aaron Chalfin, Shooshan Danagoulian Sep 2023

Covid-19 Has Strengthened The Relationship Between Alcohol Consumption And Domestic Violence, Monica Deza, Aaron Chalfin, Shooshan Danagoulian

Center for Policy Research

A large body of evidence documents a link between alcohol consumption and violence involving intimate partners and close family members. Recent scholarship suggests that since the onset of the COVID-19 pandemic and subsequent stay-at-home orders, there has been a marked increase in domestic violence. This research considers an important mechanism behind the increase in domestic violence during the COVID-19 pandemic: an increase in the riskiness of alcohol consumption. We combine 911 call data with newly available high-resolution microdata on visits to bars and liquor stores in Detroit, MI and find that the strength of the relationship between visits to alcohol …

Discontent And Discord: The Effect Of Anti-Government Animus On Compliance With The Norms Of Governance, Andrew F. Popper Sep 2023

Discontent And Discord: The Effect Of Anti-Government Animus On Compliance With The Norms Of Governance, Andrew F. Popper

Denver Law Review Forum

As distrust and discontent grows, public willingness to conform voluntarily with legal norms declines. The fact that the government is perceived negatively is not debatable. However, it takes years to transform the national belief structure. Professor Popper challenges why the federal regulatory state is perceived negatively. He tracks the devolution of public confidence in the government through the lens of tort reform and several regulatory agencies and programs.

Relationship Among Police Officers’ Alcohol Use, Child Sexual Abuse Material Exposure And Department Practices And Policies, Mahmuda Akter Sep 2023

Relationship Among Police Officers’ Alcohol Use, Child Sexual Abuse Material Exposure And Department Practices And Policies, Mahmuda Akter

Master's Theses and Capstones

This study explores the complex interplay of departmental practices and policies, exposure to child sexual abuse material (CSAM), social support, group connectedness, and gender in relation to alcohol consumption among police officers. The cross-sectional study utilizes self-reported data from 528 police investigators, forensic examiners and others connected with the criminal justice system from across the United States. Analysis reveals exposure to CSAM does not demonstrate a significant correlation with drinking habits among police officers. However, one significant positive relationship was observed between viewing CSAM that involves children aged 6 to 10 and drinking patterns. Furthermore, departmental practices are not associated …

Police Funding As A Deficit Of Democracy, Not Deterrence, Anthony O'Rourke, Rick Su, Guyora Binder Sep 2023

Police Funding As A Deficit Of Democracy, Not Deterrence, Anthony O'Rourke, Rick Su, Guyora Binder

Journal Articles

Professor Noah Smith-Drelich’s Funding the Police is a welcome addition to the growing literature on structural barriers to implementing abolitionist visions of public safety. Professor Smith- Drelich’s central argument is consistent with our findings, in Defunding Police Agencies, that external funding of local police agencies imposes a set of “indirect constraints” that ensure robust police budgets and disincentivize spending on non-police social programs that might better ensure public safety. We believe, however, that Professor Smith-Drelich may be too sanguine about the deterrence potential of constitutional tort judgments. Misconduct judgments are largely financed through commercial insurance and public borrowing. Legal changes …

Graph-Level Anomaly Detection Via Hierarchical Memory Networks, Chaoxi Niu, Guansong Pang, Ling Chen Sep 2023

Graph-Level Anomaly Detection Via Hierarchical Memory Networks, Chaoxi Niu, Guansong Pang, Ling Chen

Research Collection School Of Computing and Information Systems

Graph-level anomaly detection aims to identify abnormal graphs that exhibit deviant structures and node attributes compared to the majority in a graph set. One primary challenge is to learn normal patterns manifested in both fine-grained and holistic views of graphs for identifying graphs that are abnormal in part or in whole. To tackle this challenge, we propose a novel approach called Hierarchical Memory Networks (HimNet), which learns hierarchical memory modules---node and graph memory modules---via a graph autoencoder network architecture. The node-level memory module is trained to model fine-grained, internal graph interactions among nodes for detecting locally abnormal graphs, while the …

Abolition And Environmental Justice, Allegra M. Mcleod Sep 2023

Abolition And Environmental Justice, Allegra M. Mcleod

Georgetown Law Faculty Publications and Other Works

During the coronavirus pandemic, movements for penal abolition and racial justice achieved dramatic growth and increased visibility. While much public discussion of abolition has centered on the call to divest from criminal law enforcement, contemporary abolitionists also understand public safety in terms of building new life-sustaining institutions and collective structures that improve human well-being, linking penal divestment to environmental justice. In urging a reimagination of public safety, abolitionists envision much more than decriminalization or a reallocation of police functions to social service agencies or other alternatives to imprisonment and policing. Instead, for abolitionists, meaningful public safety requires, among other things, …

Quality Management And Oversight Of Texas Forensic Science Service Providers, Sarah P. Chu Sep 2023

Quality Management And Oversight Of Texas Forensic Science Service Providers, Sarah P. Chu

Dissertations, Theses, and Capstone Projects

Forensic science oversight in the U.S. largely relies upon voluntary third-party forensic laboratory accreditation programs. Without a national system of regulation and given the highly fragmented local systems of control, few forensic science service providers (FSSPs) are subject to regulatory oversight beyond their third-party accreditors. Texas is unique in its establishment of a robust statewide oversight system and a strong governmental culture of transparency, permitting this study of forensic quality management. This study consisted of two parts. The first part of this dissertation characterized and analyzed quality incident reports (QIRs) published by the Texas Department of Public Safety Crime Laboratory …

Disrupting The Grid: Encountering Fire And Smoke Through Energy Infrastuctures, Deepti Chatti, Sayd Randle Sep 2023

Disrupting The Grid: Encountering Fire And Smoke Through Energy Infrastuctures, Deepti Chatti, Sayd Randle

Research Collection College of Integrative Studies

Experiences of fires are mediated by energy infrastructures and refracted through social inequality and difference. In California, a state marked by increasingly intense and frequent wildfires, the grid is a source of fire risk, with historically marginalized groups bearing the brunt of exposures to wildfire smoke. Drawing on research conducted by one of the co-authors in collaboration with California’s Karuk Tribe and Blue Lake Rancheria Tribes, this empirically grounded review article expands our understanding of grids. Extant scholarship presents the grid as a networked infrastructure mediating access to energy and one’s relationship to a collective and the state. We extend …

Data-Driven Analysis Of Construction Bidding Stage-Related Causes Of Disputes, Muaz O. Ahmed, Islam H. El-Adaway Sep 2023

Data-Driven Analysis Of Construction Bidding Stage-Related Causes Of Disputes, Muaz O. Ahmed, Islam H. El-Adaway

Civil, Architectural and Environmental Engineering Faculty Research & Creative Works

Construction bidding is a complex process that involves several potential risks and uncertainties for all the stakeholders involved. Such complexities, risks, and uncertainties, if uncontrolled, can lead to the rise of claims, conflicts, and disputes during the course of a project. Even though a substantial amount of knowledge has been acquired about construction disputes and their causation, there is a lack of research that examines the causes of disputes associated with the bidding phase of projects. This study addresses this knowledge gap within the context of infrastructure projects. In investigating and analyzing the causation of disputes related to the bidding …

Robust Weakly Supervised Learning For Real-World Anomaly Detection, Hitesh Sapkota Sep 2023

Robust Weakly Supervised Learning For Real-World Anomaly Detection, Hitesh Sapkota

Theses

Anomaly detection has attracted increasing attentions from diverse domains, including medicine, public safety, and military operations. Despite its wide applicability, anomaly detection is inherently challenging as abnormal activities are usually rare and unbounded in nature. This makes it difficult and expensive to identify all potential anomalous events and label them during the training phase so that a detection model can provide robust prediction on unseen event data. Unsupervised and semi-supervised learning models have been explored, which achieve a decent detection performance with no or much less annotations. However, these models can be highly sensitive to outliers (\ie normal samples that …

Video Documentation As A Measure Of Written Documentation Accuracy In Emergency Medical Service Field Intubations, Christopher S. Keller, Christopher Dilger, Shih-Chin Chou, Rasheed Lawal, Shane Jenks Aug 2023

Video Documentation As A Measure Of Written Documentation Accuracy In Emergency Medical Service Field Intubations, Christopher S. Keller, Christopher Dilger, Shih-Chin Chou, Rasheed Lawal, Shane Jenks

HCA Healthcare Journal of Medicine

Introduction

Quality improvement (QI) is a major focus of all departments and fields of health care, including emergency medical services. The chaotic and rapidly evolving atmosphere in which paramedics must practice can lead to inconsistency between what is documented and the actual events. This leads to difficulty when trying to evaluate the practitioners and when implementing a QI program. In this study, we evaluated the prevalence of discrepancy between the video and written record for Rapid Sequence Intubation (RSI) performed in the field as a demonstration of the utility of video documentation in QI.

Methods

We used a systematic retrospective …
