This builds upon the initial report in the Data Collaborative for Justice's Bail Reform and Recidivism Series - Does New York's Bail Reform Law Impact Recidivism? A Quasi-Experimental Test in New York City. Using controlled-interrupted time series analysis (CITS), this follow-up study estimated effect of New York's initial reform on recidivism in New York City by comparing re-arrest rates between bail-ineligible versus bail-eligible offenses before and after the reforms.

Barriers to education and training can have a generational impact on socioeconomic status and economic development. Post-traditional students have been shown to experience a variety of barriers to education and family sustaining employment. Social capital has been shown to help alleviate some of the barriers for students resulting in stronger economic outcomes, such job retention, and higher wages. This case study examined a workforce development approach to providing support to post-traditional students in non-credit industry training. The researcher examined student outcomes, credential attainment and employment, between two student groups (Network2Work versus a nonNetwork2Work group) using chi-square and logical regression analysis. …

The movement for accountable algorithms has attained critical mass. That momentum includes a range of areas where the collection of data plays a key role, including privacy, online disinformation, surveillance, and screening for credit, housing, employment, and government benefits. For example, the White House has released an Artificial Intelligence (AI) Bill of Rights that outlines standards and recourse for a host of AI applications that touch human needs and endeavors. Assessments, disclosure, and procedures for filing complaints about abuse are frequent features in this turn toward accountability. The study aimed at identifying and evaluating the soft power impact of international event hosting by considering the case of the UAE and Expo 2020. To attain this aim, a qualitative methodology has been incorporated, wherein data have been collected through semi-structured interviews with 20 managers involved in the organization of the Dubai Expo 2020, which were correspondingly analyzed through textual basis or content analysis. The study found that the soft power of the UAE can be measured using the six parameters of Soft Power 30 of McClory, which are Engagement, Government, Culture, Education, Enterprise and Digital. Common to many post-conflict societies, former political prisoners and combatants in Northern Ireland are often portrayed as security threats rather than as potential contributors to societal peacebuilding processes. This distrust limits their ability to contribute to the transitional landscape and additionally hinders desistance processes during their reentry from prison. Drawing from the work of Maruna, LeBel, and others on “wounded healers,” this article critically examines the restorative justice work of ex-prisoners who have become involved in leadership roles within community based restorative justice. It is argued that such practitioner work can help former combatants overcome many of the challenges typically …

Gun violence is widely considered a serious public health problem in the United States, but less understood is what this means, if anything, for evolving Second Amendment doctrine. In New York Pistol & Rifle Association, Inc. v. Bruen, the Supreme Court held that laws infringing Second Amendment rights can only be sustained if the government can point to sufficient historical analogues. Yet, what qualifies as sufficiently similar, a suitable number of jurisdictions, or the most important historical eras all remain unclear. Under Bruen, lower courts across the country have struck down gun laws at an alarming pace, while …

The Second Amendment has a "people" problem. In 2008, District of Columbia v. Heller expanded the scope of the Second Amendment, grounding it in an individualized right of self-protection. At the same time, Heller's rhetoric limited "the people" of the Second Amendment to "law-abiding citizens." In 2022, New York State Rifle & Pistol Ass'n v. Bruen doubled down on the Amendment's self-defense rationales but, once again, framed the right as one possessed by "citizens." In between and after the two Supreme Court cases, several lower federal courts, including eight federal courts of appeals, wrestled with the question whether the right …

In 2019 the Institute for Water Resources Science and Technology at Texas A&M University-San Antonio began work funded by the Proposition 1 Edwards Aquifer Protection Venue Project to develop Best Management Practices (BMPs) for protecting Edwards Aquifer water supplies from inadvertent contamination by HAZMAT in water runoff during emergency response-related firefighting. Dynamics Of A Giant Slow Landslide Complex Along The Coast Of The Aral Sea, Central Asia, Gökhan Aslan, Marcello De Michele, Daniel Raucoules, François Renard, John Dehls, Ivanna Penna, Reginald Hermanns, Zi̇yadi̇n Çakir

We report here a slow-moving landslide complex of the lateral spreading type revealed by Sentinel-1 interferometric timeseries analysis. Located along the western coast of the Aral Sea, with a >150-km length and 3-km width, a giant active landslide complex, slides with a constant velocity of up to 60 mm/year. Systematic subsidence up to 5 mm/year is also observed along narrow strips of terraces that appear to result from rotations of fault-bounded blocks. The landslide deformation velocity does not correlate with the annual variations of the water level in the southwestern lake of the Aral Sea during the observation period of …

Japanese Legal Challenges In Rescuing Nationals Abroad, Yurika Ishii
International Law Studies
This article explains Japanese legal challenges in rescuing its nationals abroad and analyzes the mechanisms that limit Japanese Self-Defense Force responses to potential crises. The scope of analysis encompasses Japan’s national security laws, defense policies, and engagement in bilateral and multilateral cooperation. It provides noncombatant evacuation operation case studies to explore collaboration between the rescuing State, the host State, and third parties.
The article outlines Japanese laws and policies regarding the Self Defense Force’s mandate to rescue Japanese nationals abroad. It focuses on details of current legislation that provide authority and limitations for the operation. It will also track the …

Men and women are different in their driving behavior. The reasons for these differences vary from neurochemical structures, hormonal processes, to physical abilities for long driving hours or stress coming from accompanying children while driving. In Egypt and Middle East, female drivers face a diversity of challenges such as the stereotype that women are poor drivers. Moreover, there have been incidents when female drivers faced road harassments from other drivers, which may lead to accidents. Chronic pain and unnecessary suffering affect many people and healthcare professionals often respond by giving their patients pain relief through a variety of means. Pain assessment goes alongside any vital test medical staff administer to patients, meaning that pain management comes next. Modern technologies allow for innovative practices to help treat patients experiencing chronic pain, but the most common pain-relief methodology is prescription pain-relievers. In the 1990s, opioids were marketed by pharmaceutical companies as reliable pain-relieving drugs. Concerns about their addictive potential were minimized, suggesting they were low-risk substances. The Supremacy Clause of Article Six of the United States Constitution was enacted to remedy the failures of the Articles of Confederation. Initially, the states enjoyed near-boundless state sovereignty in nearly all aspects of the first federalist government. However, in practice, the necessity of federal supremacy for conducting the business of governing obligated the states to prioritize national interests above the states’ sovereignty. To do so required revision of the Articles of Confederation. This drafting culminated in the contentious ratification of the Constitution in 1788, including the Supremacy Clause and the Tenth Amendment. That said, ratifying the Supremacy Clause and …
