A Crazy Quilt: Infanticide In The United States, Susan Ayres

This chapter builds on previous research to present a sampling of cases in the US, primarily in the twenty-first century, in order to show the harshness and disparity in criminal charges, defences and sentences. The broad term ‘infanticide’ is used for child-murder cases, and the more specific term ‘neonaticide’ is used for the killing of a child in the first 24 hours after birth. This chapter also describes the more recent use of genetic genealogy to solve cold cases of neonaticide. It concludes by considering how the absence of an infanticide offence and expanded defences results in an incoherent, unjust …

The Ever-Shifting Ground Of Pretrial Detention Reform, Jenny E. Carroll

In the past six decades, pretrial detention systems have undergone waves of reform. Despite these efforts, pretrial jail populations across the country continue to swell. The causes of such growth in jail populations are difficult to pinpoint, but some are more readily apparent: Fear over rising crime rates, judicial reluctance to release accused persons, and monetary burdens associated with release have all contributed to increased detention pretrial across criminal legal systems in the United States. This article examines various pretrial detention reform efforts and highlights the need for greater research in the area.

Compared to other countries in Latin America, Ecuador was traditionally considered a peaceful territory. However, 2022 was the most violent year in the history of Ecuador with a homicide rate of 25.6. In particular, the littoral city of Guayaquil (46.6) poses extraordinary challenges to Ecuadorian security agencies while criminal governance and firepower of criminal armed groups increased steadily in the past four years. This paper explores the relationship between ports, violence, and governance in the context of criminal wars. Through a process-tracing method, it studies the path through which Guayaquil ended up in a security crisis between 2018 and 2022. …

Marginalized online creators are vulnerable to attacks using digital means of harassment including traditional swatting as well as the abuse of wellness checks that can act as swatting. Enabled by permissive Supreme Court 4th Amendment jurisprudence, malignant online actors have taken advantage of the ramshackle system of wellness checks that sends armed police officers with little training and even less compassion to the doors of individuals with reported mental health crises. Soft elastomeric capacitors (SECs) are emerging as potential low-cost solutions for monitoring cracks and strains in concrete infrastructure, a crucial aspect of structural health monitoring. Effective long-term monitoring of civil infrastructure can reduce the risk of structural failures and potentially reduce the cost and frequency of inspections. However, deploying structural health monitoring (SHM) technologies for bridge monitoring is expensive, especially long-term, due to the density of sensors required to detect, localize, and quantify cracks. Focusing on the conditions in the Gettysburg Borough in an attempt to answer the following research questions: Are age of driver, weather conditions of car accidents, and traffic volume contributing to accidents in the Gettysburg Borough? Progressive prosecutors differ from their more traditional counterparts primarily in the way in which they make decisions. They tend to bind their discretion by announcing categorical policies rather than making fact-based decisions case by case. This article catalogs the unusual degree of pushback progressive prosecutors have encountered from the public, legislatures, courts, police, and their own subordinate prosecutors. Drawing on fiduciary theory, it explains this reaction as a response to progressive prosecutors’ abdication of their fiduciary role. Due to the unavailability of large-scale annotated anomaly events, most existing video anomaly detection (VAD) methods focus on learning the distribution of normal samples to detect the substantially deviated samples as anomalies. Following the murder of George Floyd, the U.S. Congress called upon the National Organization for Black Law Enforcement Executives (NOBLE) to play a role in the reimagining of policing in America, including a transformation of policing from a warrior to a guardian mentality. In turn, NOBLE partnered with the Institute for Polarities of Democracy (the Institute) to conduct an analysis of the 21st Century Policing Report (the Report), which focused on addressing a myriad of issues that challenged the relationship between the police and communities. In the autumn of 1944, as the Allies moved through France and towards Germany, the city of Antwerp became a key logistics hub owing to its large, and for the time, modern port facilities. Owing to its strategic significance, it became a prime target for German V-1 and V-2 rocket strikes. In order to keep the population in the bombarded city, 1st Canadian Army Civil Affairs took on the challenge of Civil Defense to keep the population safe and the port operational.

Many opportunities to learn from the 2013 Boston Marathon bombing have not been capitalized on. The terrorist attack was launched in the heart of Boston, a densely populated urban area with a population of approximately 670,000. Those numbers are amplified by the hundreds of thousands of spectators that line the streets along the Marathon route, with most at the finish line on Boylston Street. Two pressure cooker bombs were detonated in the finish line area, killing three and injuring 264. Among the injured were 16 who suffered traumatic amputations. Wide area motion imagery (WAMI) technologies are procured by federal and state security institutions across the United States, due to their capacity to surveil at an extraordinary scale. Innovation in WAMI development seeks to make them more compact or convenient to use and employ in a variety of situations. Juvenile Genetic Privacy In New York: Dna Collection And Maintenance Post-Francis O., Cassidy Moon

The note argues that the compulsory collection and indefinite maintenance of juvenile forensic DNA profiles violate the Fourth Amendment's protection against unreasonable searches and seizures. It asserts that such practices are particularly problematic for minors due to their heightened privacy interests, the low recidivism rates among juveniles, and the contradiction with the juvenile justice system's focus on rehabilitation and confidentiality. The note advocates for legislative reforms, such as New York Senate Bills 998 and 3104, to address these issues and protect juveniles' privacy rights.

In the last two decades, significant strides have been made in the epitaxial film growth of 4H-silicon carbide (4H-SiC), establishing it as a premier wide bandgap material for radiation detection application under harsh environments. This is primarily attributed to its unique combination of physical properties such as high thermal conductivity, wide bandgap, robust breakdown field, and radiation hardness.
