Section 1. Purpose. Artificial intelligence (AI) holds extraordinary potential for both promise and peril. Responsible AI use has the potential to help solve urgent challenges while making our world more prosperous, productive, innovative, and secure. At the same time, irresponsible use could exacerbate societal harms such as fraud, discrimination, bias, and disinformation; displace and disempower workers; stifle competition; and pose risks to national security. Harnessing AI for good and realizing its myriad benefits requires mitigating its substantial risks. This endeavor demands a society-wide effort that includes government, the private sector, academia, and civil society.

In this thesis, the challenge of dynamic spectrum management is treated following an economic-based perspective. In particular, a novel bioinspired spectrum allocation from the Network Service Providers (NSPs) to the users is introduced, exploiting the theory of symbiosis under the free competition. The overall objective is to determine the NSPs optimal bandwidth prices to maximize their profit, while satisfying the users bandwidth needs. The aforementioned spectrum management framework is analyzed while exploiting a novel 3D network architecture consisting of High Altitude Platforms (HAPs), Unmanned Aerial Vehicles (UAVs), and ground gNBs NSPs, each one of them presenting different operational characteristics and …

This study investigates the different dynamics of consumer responses to crisis communication strategies employed by businesses during challenging situations. Focusing on emotions, attitudes, and behavioral intentions, the research explores the impact of denial, diminish, and apology crisis messages on consumers. Drawing on a comprehensive analysis of a crisis scenario, the study illuminates the intricate relationship between these strategies and consumer emotions such as anger, disgust, sadness, and happiness. The findings reveal nuanced patterns, demonstrating that while denial messages evoke strong negative emotions and unfavorable attitudes, diminish messages, when perceived as deflecting blame, can lead to mixed emotional responses and ambiguous …

This research explores the potential of the Internet of Things (IoT) in enhancing urban wayfinding, particularly for the blind and visually impaired (BVI). Utilizing IoT's multi-layered architecture, smart cities deploy integrated sensors and devices to address urban challenges, with wayfinding as a key focus. While various accessible wayfinding methods have been explored, there exists a gap for more efficient solutions. Within this context, a collision warning system was developed for the BVI, integrated within a broader body sensor network (BSN) framework. Canada distinguishes “ordinary crime” from terrorism offences primarily by reference to whether an act meets the Criminal Code’s definition of “terrorist activity.” The most confusing and least understood element of terrorist activity is its motive requirement, that being that for a crime to constitute a terrorism offence, the actor must be motivated by politics, religion, or ideology. How do we know when such a motive exists, or even how to define these motivations? The number of nuisance and negligence tort claims in the US against “Big Oil” companies have grown significantly in the last five years. The Netherlands case of Milieudefensie et al v Royal Dutch Shell represents the first major success of such a claim internationally. While the US cases and Milieudefensie demonstrate starkly different approaches as to how to seek accountability from Big Oil for climate change harms, the increasing judicial engagement on these issues may mean the time is right for similar lawsuits in Canada. Communities across the United States are taking advantage of new technologies and governance forms to assert greater control over their energy systems. For decades, energy provision throughout much of the nation was heavily centralized. Even where market-oriented reforms emerged, most consumers had little ability to take advantage of the changes. But resurgent interest in municipal takeover of energy systems, alongside new phenomena such as community choice aggregation and microgrid construction, are making what we call “community energy exit” a reality. Popular and academic commentators have hailed these developments as key steps toward decarbonization, social justice, and energy democracy.

Research that shows the impact of training throughout the developing world is positive and limited. Informed by Communication Infrastructure Theory (CIT) and framed within the Cybernetic tradition, this study expands communication research to understand the impact of biblical and theological training among marginalized people in San Gabriel Mixtepec, Oaxaca, Mexico. Through semi-structured interviews and direct observation, this qualitative research study shows how the curriculum developed by Shepherd’s Global Classroom (SGC) and deployed through Ezra Biblical Seminary in San Gabriel works to equip believers and church leaders in their developing-world context.
