With around 47 million pending cases at various stages of Indian judiciary and one of the lowest levels of judges per million of population in the world, India’s arbitration regime presents a ray of hope for millions of Indians who face the prospect of justice being denied to them due to inordinate delays caused by a clogged judicial pipeline. The enactment of the Arbitration and Conciliation Act, 1996 was presented as a viable alternative to resolve commercial disputes in a timely manner. Creative placemaking has become a popular strategy to revitalize distressed neighborhoods. Who is empowered to participate in these projects and in what capacity? Do such efforts reduce or reinforce existing race-class inequities in community development? Drawing on three years of participant observations, interviews with stakeholders, and analyses of project reports, we use Archon Fung's “Democracy Cube” framework to evaluate a creative placemaking initiative in one of the most segregated cities in the United States. We find that over the course of the project, participation patterns shifted from highly diffuse across many individuals with varied roles to highly concentrated, such that …

The Constitutional Court of Colombia has issued an important ruling regarding the use of the Internet as the main tool to guarantee the fundamental rights to freedom of speech and access to information during social protests. This ruling marks an important precedent in the matter because it imposed new obligations on the State and the government to guarantee the "maximum level of information". Likewise, the Court ordered the regulation of the use of signal jammers during social protests. This article will analyze the ruling and its effects in Colombia.

Owning The Police: Crime Data, Copyright, And Public Information, A. Jay Wagner

Online crime maps, which plot law enforcement crime data, promise to promote civic engagement and increase government transparency. This study reviewed the websites of the 250 largest U.S. cities and found 65% host or link to a crime map, and that 116 police departments entered into agreements with crime mapping companies that provide the companies preferred or exclusive access to local crime data, curtailing public access and use. This study examines the legal tactics used by commercial mapping companies to maintain information control, explores recent examples of legal battles over the data, and proposes solutions, including targeted public record law …

There are approximately 54 million disabled individuals in the United States. Those 54 million American citizens live their day to day lives differently than the average person, facing difficulties most others cannot comprehend. While legislation has come a long way in recent decades, one area that has remained stagnant is how we treat disabilities on airplanes. Despite legislation remaining relatively stagnant, judicial opinions have not. In fact, many United States Circuit Courts have determined that the Air Carrier Access Act, which provides limited protections on airplanes, does not confer a private cause of action for violations. Connectivity-equipped UAVs offer communication opportunities within CAV ecosystems. This study was motivated by challenges in UAV-based monitoring: (a) at intersections where road user trajectories could be irregular, leading to traffic conflicts or collisions, and (b) during inclement weather where video images are often corrupted by falling rain streaks thus impairing the integrity of the image. In response to these challenges, the study developed and demonstrated the efficacy of (a) an algorithm for UAVs to predict vehicle trajectories at intersections and (b) a 2-stage self-supervised algorithm for enhancing the quality of UAV-sourced images. Introduction: Interest in pediatric sports concussions has received increased interest in the last decade, with all fifty states and the District of Columbia passing laws based on Washington State’s Lystedt Law. Although these policies have made strides in addressing pediatric concussions, they lack provisions for recreational sports. Methods: A literature review of relevant statutes for all 50 states and the District of Columbia was performed. States with existing protections and evidence-based guidelines were also examined to provide recommendations. Results: States with the policy gap either had no statutes that applied to recreational sports or statutes that lacked at least the …

Wireless Emergency Alerts (WEAs) provide a direct way for public safety officials to reach at‐risk publics via text‐based messages on their mobile devices. Although WEAs were introduced over a decade ago and can be either 90 or 360 characters in length, we currently do not know what these messages have contained. To address this gap, we quantify the contents of the last decade of WEA messages using the principles of effective warning message design. Specifically, we use quantitative content analysis to conduct a longitudinal assessment of 6080 WEAs sent by Alerting Authorities from 2012 to 2022. We code these messages …

Human Trafficking Research: Developing Collaborative Partnerships With Local Agencies, Jaymelee Kim

This article considers an effort to develop meaningful research collaborations with non-governmental organizations and local agencies working on human trafficking. Scholarship discussing challenges and insights for “finding the field” and developing partnerships in the rural US is sparse. This research report briefly discusses considerations that should be taken into account when developing applied research projects with non-academic collaborators. Using Ohio-based human trafficking research as a case study, this piece discusses how cultural factors, misconceptions, confidentiality, and goals can be navigated to ultimately benefit the partner agencies and the populations they serve.

Control orders are restrictive measures placed on individuals that pose an identified threat to public safety as a component of domestic counterterrorism policy. Control orders and their compliance with International Human Rights Law have been the subject of extensive litigation within the European Court of Human Rights and domestic states courts. Controlling provisions are applied in either the pre- conviction or the post-release stage of a state's criminal procedure. Pre- conviction control orders face significant criticism for the potential conflicts with due process protections of the right to a fair trial and the broader right of liberty. This Note describes …

In New York State Rifle & Pistol Ass’n v. Bruen, the Supreme Court recognized a right to carry firearms in public places. The scope of that right will depend on where, why, and how governments regulated public carry during the eighteenth and perhaps nineteenth centuries. The Court claimed that its turn to history for determining the scope of Second Amendment rights “accords with” and “comports with” how the Court has interpreted First Amendment rights. This project developed a simple methodology for using Twitter data to explore public perceptions about misconduct on public transit in California. The methodology allows future researchers to analyze tweets to answer questions such as: How frequent are tweets related to assault, abuse, or other misconduct on public transit? What concerns arise most frequently? What are the types of behaviors discussed? We collected and analyzed data from Twitter posts in California about various types of public transit misconduct from January 2020 to March 2023 to identify the nature and frequency of reported misconduct. New York City supplements traditional policing with community-based strategies to prevent crime and violence. At the request of the Department of Youth and Community Development, the Research and Evaluation Center at John Jay College reviewed three such programs: the Crisis Management System (CMS), the Mayor’s Action Plan for Neighborhood Safety (MAP), and the Precision Employment Initiative (PEI). While grounded in promising practices, these initiatives have not yet undergone rigorous evaluation. Additional research is needed to assess their effectiveness and guide potential expansion efforts.

As youth leave primary education and enter college or a career path, preparing those youth to ensure success has fallen, in large part, upon formal and non-formal youth educators. Encouraging students to apply and complete college has been a focus of education professionals for many years. This article introduces core topics in health equity scholarship and provides examples of how diversity, equity, and inclusion impact the aging population and emergency care of older adults. It offers strategies for promoting diversity, equity, and inclusion to both strengthen the patient-clinician therapeutic relationship and to address operations and systems that impact care of the geriatric emergency department patient.

In recent years, the number of deaths and injuries resulting from traffic accidents has been increasing dramatically all over the world due to distracted drivers. Thus, a key element in developing intelligent vehicles and safe roads is monitoring driver behaviors. In this paper, we modify and extend the U-net convolutional neural network so that it provides deep layers to represent image features and yields more precise classification results. It is the basis of a very deep convolution neural network, called U2-net, to detect distracted drivers. The fear of children getting victimized by strangers is the basis for several current pieces of legislation, specifically Megan’s law, despite the lack of corresponding empirical data. This legislation causes significant negative consequences for those who are on the registry, especially for juvenile offenders as they have unique challenges they face regarding labeling and societal reintegration. As most juveniles receive most of their sex education in school, and a lack sex education is a contributing factor to the commission of sex offenses, this study aims to explore a proactive method of preventing sex offenses.
