Since 2000, immigrants have been eligible for U visa status if they are a victim of a particular crime and assist law enforcement in criminal investigations. However, challenges arise for numerous reasons with the I-918 Supplement B form, which must be signed by an agency certifier within law enforcement or an attorney’s office. This study examines the policies of six law enforcement agencies and attorney’s offices in the Omaha Metro Area through semi-structured interviews to understand their approach to U visas and the characteristics of successful applications. Safety is a priority for first responders when responding to calls, but there have been numerous cases in which unintentional harm was caused when interacting with individuals with diagnoses or disabilities. Thus, it seems as though effective training procedures for these professionals is critical. Effective terrorism and targeted violence (TTY) prevention and intervention relies upon members of the public to report concerning behavior they observe. Yet, there are multiple points during the process of identifying and sharing information about potential TTY threats where breakdowns can occur, hindering intervention efforts resulting in deadly consequences. This project's overarching aim was to improve the tips reporting process to minimize breakdowns in actions required to intervene and prevent TTY. Threat and risk assessment are the processes of identifying, assessing, and managing threats of targeted violence prompted by warning behaviors. Threat assessment differs from the traditional operations of law enforcement as it may provide predictive information rather than investigating threats after a violent offense has been committed. Threat and risk assessment examines the escalation of behavior over time and corroborates information from multiple sources to reach a level of concern. The El Niño Southern Oscillation (ENSO) is a common teleconnection used for seasonal forecasts over the Great Plains of the United States, where the warmer (colder) conditions are associated with the positive (negative) phase. Precipitation is more nuanced due to the impacts of single events on seasonal precipitation. Understanding how ENSO impacts temperature and precipitation events in a warming climate is vital for understanding risks to the agricultural community. Vehicle crashes represent a critical global issue, resulting in numerous fatalities, injuries, and significant economic and societal impacts. In response, government officials worldwide are developing strategies and policies to enhance road safety and promote sustainable transportation systems, aiming for zero fatalities and injuries. The National Guard and Reservists are members of the U.S. military who face wage loss due to their Inactive Training Duty (ITD). This issue stems from contributing factors such as an employer's lack of knowledge of service obligations, inadequate legal protections, and inadequate preparation for ITD. After three administrations, including republican and democrat leadership, and over two-decades of bi-partisan justice reform, Louisiana has elected to likely return to a time when we were known as the incarceration capital of the world. There were numerous reasons for the reforms that happened, including federal lawsuits, supreme court rulings, new evidence of what works in juvenile justice, and a renewed focus on community programs to support youth and families (both victims and delinquent youth). While past research has suggested the importance of probation and parole officer (PPO) role orientations for impacting officer behavior and client outcomes, limited work has examined factors that influence how supervision officers approach their work. In 1996, the Supreme Court announced in Whren v. United States that a traffic stop is constitutional if there is probable cause to believe a traffic infraction has occurred. So long as the officers who stop an individual can point—even after the fact—to any violation of the traffic laws, their actual, subjective motivations for initiating a stop are legally irrelevant. Case-by-case determination of reasonableness is unnecessary in the traffic stop context, the Court concluded, because the balancing of interests has already been done. This thesis delves into the security of stochastic pheromone-based foraging algorithms within swarm robotic systems, a subset of foraging algorithms distinguished by their reliance on probabilistic decision-making mechanisms inspired by the natural world. Such algorithms face vulnerabilities in stigmergic communication that threaten to disrupt swarm operations. This research investigates these vulnerabilities, presenting two distinct contributions.

There has been an increase in contacts between law enforcement and people with mental illness since the start of deinstitutionalization in the 1960s. When law enforcement officers respond to crisis calls without the proper training, the likelihood of that interaction ending fatally is far greater. The purpose of this study is to determine mental health professionals' readiness to serve as an alternative to law enforcement in addressing mental health crises in rural areas. This dissertation explored the multifaceted issue of radon exposure and its connection to lung cancer, focusing on knowledge gaps and proposing mitigation strategies. Despite extensive research, inconsistencies persist in understanding the health impacts, public awareness, and effective mitigation of radon, particularly in regions like Tennessee that are disproportionately burdened by high radon levels. The cumulative and complex trauma commonly faced by law enforcement officers can activate multiple stress-related illnesses, including Post-Traumatic Stress Disorder (PTSD).
