This dissertation explores the nuanced relationship between political polarization and policy diffusion within local governments in the United States, a topic of considerable relevance given the country’s increasing political divide. By examining the diffusion of COVID-19 policies, historical marker modifications, and the implementation of eGovernment services, this research identifies a novel mechanism of policy diffusion that is significantly influenced by political party lines. The study employs a comprehensive methodological approach, incorporating case studies and quantitative analysis to examine policy implementation across politically diverse local governments. Mesoscale networks, also known as Mesonets, are advanced environmental monitoring systems that consist of multiple high-quality weather stations that collect meteorological data at frequent intervals (5 minutes or less). Tennessee currently lacks a Mesonet system, and this study identifies suitable and feasible locations for stations in all 95 counties. Layers needed to develop the suitability model included land cover, road centerlines, elevation, flood zones, building footprints, and hydrologic soil types. Geospatial analysis techniques were used to process and combine these layers to identify suitable areas. Background: Gun Violence Restraining Order (GVRO) is a type of restraining order that prevents individuals, who pose a significant risk to themselves or others from having, owning, and buying firearms, firearms parts, ammunition, or magazines. This Article calls for a profound reevaluation of the stories that are being told today about the Supreme Court’s free exercise jurisprudence starting with the Court’s seminal 1879 decision in Reynolds v. United States and proceeding up to the present day. Scholars and judges today agree that the Supreme Court in Reynolds interpreted the Free Exercise Clause of the First Amendment to protect only religious belief and not religiously motivated action. This qualitative study sheds light on students' lived experiences regarding Native American and Indigenous Studies (NAIS) at Borderlands University (BU), a Hispanic-serving institution on the U.S.-Mexico border where First Peoples lived for thousands of years. This study supports Indigenous students whose dismal national college graduation rates must be addressed. It recognizes studentsâ?? cultural wealth and richness (Yosso, 2005) and is grounded by the Peoplehood Matrix (Holm, 2003; Tachine, Cabrera, and Yellow Bird, 2017). This thesis explores the topic of commercial movements between the El Paso and Ciudad Juarez road networks and the implications of the possible changes in their routing. This area houses several ports of entry, which present one of the busiest commercial and personal border crossings in the whole nation. In this study, the AlCuNiMn and AlCuNiMnSi high entropy alloys (HEAs) are investigated to characterize the effect of Si addition and subsequent annealing treatments on the corrosion behavior in a 3.5wt% NaCl solution at room temperature. The microstructure evolution from the as-received condition and after annealing at 600°C, 800°C, and 1000°C for 24 hours in air is examined. The microstructural transformation of HEAs is extensively reported in the literature. However, its impact on the corrosion resistance of HEAs has not received the same attention. Moral injury is a recently developed psychological construct used to explain trauma that cannot be adequately explained by post-traumatic stress disorder (PTSD). It arises from experiences in which sufferers feel that they have violated deeply held moral beliefs and has multiple negative long term health and professional consequences for individuals affected. In order to better understand moral injury, this study seeks to understand how it is identified in individuals by others and utilizes Christie’s (2018) Ideal Victim Theory and Gray and Wegner’s (2009) Moral Typecasting Theory as a theoretical framework. This project was conducted to renovate and revitalize the Legion Hall community center in the Village of Potter located in western Nebraska north of the Interstate. The work completed for this project can be separated into five disciplines: Hydrologic & Hydraulic Design, Geotechnical Analysis, Structural Analysis, Environmental Analysis, and Transportation Design. Legion Hall is a historical building within The Village of Potter which was built in 1917. The Village of Potter has recently acquired the rights to the hall and is seeking to revitalize the historical community center to increase tourism in the village.

Cosmopolitan individuals identify themselves as "citizens of the world." In the present research, we tested the idea that endorsing a cosmopolitan orientation (CO) is adaptive in the COVID-19 crisis. Cosmopolitan individuals more readily transcend national parochialism, show greater concern for all humanity, and prioritize collective interests. In a two-wave multi-region investigation with six samples from China, Hong Kong, Taiwan, Malaysia, Singapore, and the U.S., we first established longitudinal and cross-cultural measurement invariance of the CO scale. As part of the NYC Police Reform and Reinvention Collaborative, the Mayor’s Office of Criminal Justice partnered with the Research and Evaluation Center at John Jay College and the National Opinion Research Center (NORC) at the University of Chicago to examine economic factors related to drug-related crimes and arrests. Focusing on Task 84 of the Reform Initiative Tracker, NORC researchers analyzed public data to explore how neighborhood-level economic indicators, such as property values and tax assessments, correlate with drug-related criminal justice contacts. The study supports ongoing efforts to implement and monitor reforms across New York City.

BACKGROUND: To end the HIV and hepatitis C virus (HCV) epidemics, people who use drugs (PWUD) need more opportunities for testing. While inpatient hospitalizations are an essential opportunity to test people who use drugs (PWUD) for HIV and HCV, there is limited research on rates of inpatient testing for HIV and HCV among PWUD.

METHODS: Eleven hospital sites were included in the study. Each site created a cohort of inpatient encounters associated with injection drug use. From these cohorts, we collected data on HCV and HIV testing rates and HIV testing consent policies from 65 276 PWUD hospitalizations.

The increased adoption of distance learning in higher education, which was especially evident in urban areas during the COVID-19 pandemic, underscores the crucial role of self-regulated learning (SRL) skills. Although previous research demonstrated positive correlations between learner factors and SRL in distance education, a research gap exists in understanding the mediating and moderating roles of specific factors. This study addresses this concern by examining the relationship between digital literacy and SRL as mediated by attitude toward e-learning with task value as a moderator. A Sublethal Concentration Of Chlorine Induces Antibiotic Resistance In Salmonella Via Production Of Reactive Oxygen Species, Mohammed Aljuwayd, Israa Abdullah Malli, Steven C. Ricke, Young Min Kwon

Studies have shown that the production of reactive oxygen species (ROS) is triggered by bactericidal antibiotics, which contributes significantly to the killing of bacterial cells and increasing mutations in surviving cells. In this study, we hypothesized that exposure of Salmonella to sublethal concentrations of hypochlorite (NaOCl), a commonly used sanitizer in household and food industries increases mutation rates, leading to the development of antibiotic resistance. We found that a sublethal concentration (20 ppm) of NaOCl increased the mutation rates of S. typhimurium 14028s significantly (p < 0.05), which was prevented by the ROS scavenger thiourea, supporting that the increased mutation was due to NaOCl-triggered ROS production. We further found that the exposure of S. typhimurium 14028s to the same sublethal concentration of NaOCl increases resistance to kanamycin among the 3 antibiotics evaluated. The results of this study suggest that when NaOCl applied as a sanitizer fails to kill Salmonella due to diluted local concentrations or presence of organic materials, it can cause an adverse outcome of developing antibiotic resistance of the pathogen.

Research Aims: Micro, small, and medium-sized enterprises (MSMEs) have consistently demonstrated their resilience in the face of economic challenges, particularly during crises. This study delves into how the experiences of MSMEs before, during, and after the COVID-19 crisis have translated into resilience, self-efficacy, openness to change, and innovativeness as they responded to the unprecedented challenges posed by the pandemic.

Design/Methodology/Approach: This mixed-methods study combines the quantitative analysis of the characteristics of MSME owners with their narratives of their experiences during the COVID-19 crisis, translating adversity into an opportunity.
