Realistic Responses Or Unnecessary Stereotypes: State Policy And Cbp Encounters In The 100 Mile Border Zone, Makenna Marie Territo May 2024

Realistic Responses Or Unnecessary Stereotypes: State Policy And Cbp Encounters In The 100 Mile Border Zone, Makenna Marie Territo

Undergraduate Honors Thesis Collection

The field of immigration policy is categorized broadly as an untouchable federal policy issue with nonexistent bipartisan legislation, that is vital in addressing tensions in the current political climate. The lack of response at the federal level has large repercussions for individuals in communities along the border who want things done who take on issues at the local level. State level responses are then exacted in the form of legislation whether these policies are based on data or stereotypes. States have made history for their restrictive immigration policies along the Southern border as tensions skyrocket. In some cases, the affected …

Multicultural Competency In Police And Public Safety Evaluations, Kenny Gonzalez May 2024

Multicultural Competency In Police And Public Safety Evaluations, Kenny Gonzalez

Theses, Dissertations and Culminating Projects

With the changing demographics of the United States (US), police and public safety (PPS) psychologists are examining a more diverse PPS candidate pool. While previous research has found questionable culturally competent practices in specialties like forensic psychology practice, little is known about such practices among PPS assessment psychologists—the very specialist who screen prospective employees for public safety positions, like police officers, firefighters, and dispatchers. Accordingly, the current study investigated diversity, multicultural competence, bias, and debiasing strategies among PPS psychologists. A set of exploratory aims investigated the convergent validity of the Modern Racism Scale (MRS), an ad-hoc measure of attitudes toward …

School Resource Officers: History, Efficacy, And Unintended Consequences, Alysha Gagnon May May 2024

School Resource Officers: History, Efficacy, And Unintended Consequences, Alysha Gagnon May

Legacy Theses & Dissertations (2009 - 2024)

There have been police and school partnerships in the United States for as long as public schools have existed, dating to the early- to mid-1800s. These partnerships have formalized as educational philosophies have changed, particularly in the context of school safety and discipline practices. In this dissertation, I explore the impact of implementing a School Resource Officer (SRO) program on school safety and I contribute to the national conversation about disparities in exclusionary discipline practices related to the presence of SROs. There have been several key turning points in these police and school partnerships, notably the Flint, Michigan, school liaison …

Understanding Engineering Students’ Ethical Decisions: Machiavellianism, Ultimatum Bargaining Choices, Student Experience, And Implications For Engineering Education, Susan Henry May 2024

Understanding Engineering Students’ Ethical Decisions: Machiavellianism, Ultimatum Bargaining Choices, Student Experience, And Implications For Engineering Education, Susan Henry

Legacy Theses & Dissertations (2009 - 2024)

The Accreditation Board for Engineering and Technology (ABET) which accredits higher education programs globally, has placed the ability for students to recognize professional and ethical responsibilities among their seven stated student outcomes that undergraduate engineering programs must ensure their students achieve to maintain their accreditation. This is to ensure that these students are appropriately prepared to enter professional practice (ABET, 2021). Because of this, along with the importance of engineers understanding their obligations to act ethically in ensuring public safety and professional integrity, there is a need to better understand the ethical decision-making of undergraduate engineering students. Knowing what factors …

Indecent Exposure And The Court As Custos Morum, Bruce Davis May 2024

Indecent Exposure And The Court As Custos Morum, Bruce Davis

Legacy Theses & Dissertations (2009 - 2024)

Indecent exposure has been a crime in America since colonial times. Laws governing this crime are a cornerstone of government regulation of morals in America, sharing a common history with the jurisprudence of religion, obscenity, marriage, and sexual relations. The first reported case of indecent exposure in English common law is a widely acknowledged source of American moral jurisprudence that justifies the courts’ role as custos morum, or custodian of the morals.

Understanding Attitudes Among Professionals Who Interact With Youth Who Exhibit Problematic Sexual Behavior, Erin Gardner May 2024

Understanding Attitudes Among Professionals Who Interact With Youth Who Exhibit Problematic Sexual Behavior, Erin Gardner

Legacy Theses & Dissertations (2009 - 2024)

Problematic sexual behaviors (PSB) among youth have been a prominent public health and social concern. Although these behaviors have previously been considered to comprise a “curiosity” or an “experimentation”, PSB is now recognized as causing harm and suffering for victims and family members while also having a considerable economic influence in medical, behavioral health, social services, and criminal justice systems. Much research has examined how perceptions and attitudes impact our behaviors towards PSB among adults, but none examines how perceptions and attitudes impact our behaviors towards youth. Knowing there are several gaps in literature, the current study was conducted to …

Upstream Local Actor And Community-Based Potential In Mass Atrocity Prevention, Numa R. Khan May 2024

Upstream Local Actor And Community-Based Potential In Mass Atrocity Prevention, Numa R. Khan

ALL - Honors Theses

The concept of genocide and mass atrocity prevention is still relatively new. Research on genocide prevention would not begin until post 1995 following the genocides in Rwanda and the former Yugoslavia (Rosenberg & Zucker, 2015). Therefore, there is much left to be uncovered in the field (Rosenberg & Zucker, 2015), despite that genocides and mass atrocities have occurred for centuries prior to the coining of the term and continue to occur to this day (Bellamy, 2015).

The term genocide falls under atrocity crimes, an umbrella term that refers to genocide, crimes against humanity, war crimes, and occasionally ethnic cleansing (United …

The Influence Of Personal Factors On Wrongful Convictions, Ellee Jackson May 2024

The Influence Of Personal Factors On Wrongful Convictions, Ellee Jackson

Masters Theses and Doctoral Dissertations

Previous work has identified factors that influence the likelihood of wrongful conviction. However, fewer efforts have been made to examine how these factors influence the amount of time between wrongful conviction and exoneration. This is crucial to the expansion of innocence research and the contextualization of wrongful convictions within the criminal justice system. This study employs negative binomial regression to analyze data collected by the National Registry of Exonerations (NRE). Using a sample of 2,349 cases in which the most severe conviction was murder, sexual assault, child sexual abuse, or drug possession, I examine the influence of an exoneree’s age, …

Strategies For Reducing Auditory Risk From A Typical Drum Set, Alyssa Marie Beatty

Doctoral Scholarly Projects & Capstones

Percussionists are at risk for noise-induced hearing loss. They are especially at risk because of the type of sound produced by their instrument – impact noise. The quick onset and offset times combined with the high peak intensity levels can create permanent damage to the auditory system. Damage to the auditory system because of excessive exposure to music is called a music-induced hearing disorder (MIHD).

A MIHD may manifest as many different permanent disorders including music-induced hearing loss, tinnitus, decreased sound tolerance, diplacusis, or dysacusis. Symptoms of these disorders may affect the musicians in their art and their jobs as …

Protocols For Enhancing The Role And Value Of Spiritual Care Resources In The Metropolitan Nashville Police Department, Garrett Harper

Doctor of Ministry Theses and Dissertations

This thesis addresses the assessment of innovative practices in police chaplaincy. The purpose of the project intervention is to develop protocols that can guide police chaplains through an assessment process. The intervention relies on practical theology as exemplified through the ministry of chaplaincy. This ministry comprises police chaplains offering spiritual comfort to persons encountering critical incidents involving violence, accident, or other trauma-intensive events and situations. Adoption of innovations can allow police chaplains to be more effective in fulfilling many outward-focused tasks such as delivery of death notifications. I conclude that: (1) police chaplaincy is amenable to use of protocols to …

The Perennial Eclipse: Race, Immigration, And How Latinx Count In American Politics, Rachel F. Moran May 2024

The Perennial Eclipse: Race, Immigration, And How Latinx Count In American Politics, Rachel F. Moran

Faculty Scholarship

In 2016, the U.S. Supreme Court decided Evenwel v. Abbott, a case challenging the use of total population in state legislative apportionment as a violation of the Equal Protection Clause. The plaintiffs sued Texas, alleging that the State impermissibly diluted their voting power because they lived in areas with a high proportion of voting-age citizens. When total population was used to draw district lines, the plaintiffs had to compete with more voters to get their desired electoral outcomes than was true for voters in districts with low proportions of voting-age citizens. The Court rejected the argument, finding that states enjoy …

Unmasking Justice: Racial Disparity Trends In Sentencing Before And After The Covid-19 Pandemic, Noah Samuel Reynolds

All Theses

The advent of the COVID-19 pandemic profoundly impacted every facet of the United States justice system, disrupting traditional systems and introducing a new era of virtual alternatives. This unprecedented crisis provides a unique opportunity to empirically study the interplay between health risks, shutdowns, and uncertainty and the foundational value of fair and impartial justice. Using North Carolina sentencing data from 2016-2022, this study delves into the consequences of the pandemic on sentencing outcomes after the virus was declared a national emergency in March 2020. Framed within the Focal Concerns (FC) theory, I expect judges to be more lenient in their …

Bail At The Founding, Kellen R. Funk, Sandra G. Mayson May 2024

Bail At The Founding, Kellen R. Funk, Sandra G. Mayson

Faculty Scholarship

How did criminal bail work in the Founding era? This question has become pressing as bail, and bail reform, have attracted increasing attention, in part because history is thought to bear on the meaning of bail-related constitutional provisions. To date, however, there has been no thorough account of bail at the Founding. This Article begins to correct the deficit in our collective memory by describing bail law and practice in the Founding era, from approximately 1790 to 1810. In order to give a full account, we surveyed a wide range of materials, including Founding-era statutes, case law, legal treatises, and …

Fire Potential In Arkansas Through The Lens Of The Keetch-Byram Drought Index, Charles Steward May 2024

Fire Potential In Arkansas Through The Lens Of The Keetch-Byram Drought Index, Charles Steward

Graduate Theses and Dissertations

Vegetation fires are a complicated phenomenon to predict both the occurrence and intensity. In the United States, fire behavior has been widely studied in high-risk regions such as in the American West, but fires also occur regularly in states that receive greater levels of precipitation, such as Arkansas. Fires are an expensive and dangerous environmental problem. As climate trends caused by global warming continue to progress, quantifying the extent to which climate factors influence their occurrence in Arkansas would be useful for land management, public safety, public health, agriculture, urban development, and to advance the science of fire-climate dynamics in …

Adults Matter Too: An Examination Of State Adult Missing Persons Policies And Procedures To Implement A Best Practices Handbook, Hunter Smith May 2024

Adults Matter Too: An Examination Of State Adult Missing Persons Policies And Procedures To Implement A Best Practices Handbook, Hunter Smith

Honors Theses

The most recent estimates put the number of active missing person records at 97,127. Over the past eight years, child active records have decreased by 2,530, while adult active records have increased by 14,696. While there is no clear explanation for this trend, a common theory is that there are multiple federal and state laws requiring the entry of missing people under the age of 2; however, very few, if any, extend to adults. Additionally, there is a lack of standardization across available policies and procedures for where these cases should be reported, the time frame for doing so, and …

Violence As The Imposition Of Difference: A Case Study Of The 2020 Riots In Minneapolis, Jude Sims-Barber May 2024

Violence As The Imposition Of Difference: A Case Study Of The 2020 Riots In Minneapolis, Jude Sims-Barber

Honors Theses

Violence has received a great deal of study in many disciplines—as an act of force, or as a theoretical concept. Slovenian political philosopher and cultural theorist Slavoj Žižek provides in his work Violence: Six Sideways Reflections a unique typology of violence, building and expanding upon decades of existing research in many areas. In so doing, Žižek establishes uniquely insightful links between different forms of violence that open the opportunity to examine outbursts of violence, be they riots, rebellion, or war, in a new way. Cognizant of the inability for us to simultaneously analyze both the person-to-person violence seen in acts …

Juvenile Diversion Programs In Minnesota Counties And Their Effect On Arrest Rates, Victoria Floden May 2024

Juvenile Diversion Programs In Minnesota Counties And Their Effect On Arrest Rates, Victoria Floden

Political Science Theses and Capstones

The rise of juvenile diversion programs in Minnesota has sparked widespread discussion, especially as the nation addresses its concerns about overcrowded jails and prisons stemming from past "tough-on-crime" policies. Minnesota has responded by creating alternative pathways for juvenile offenders, aiming to keep them out of the traditional justice system while still holding them responsible for their actions. However, research and existing literature are unclear as to which of these diversion programs help reduce juvenile arrest rates. Different factors in each case could provide insight into which programs are most effective. I seek to explain why certain Minnesota counties have been …

An Apt Analogy?: Rethinking The Role Of Judicial Deference To The U.S. Sentencing Guidelines Post-Kisor, Amy Walker May 2024

An Apt Analogy?: Rethinking The Role Of Judicial Deference To The U.S. Sentencing Guidelines Post-Kisor, Amy Walker

Fordham Law Review

Since its inception in 1984, the U.S. Sentencing Commission (the “Commission”) has struggled to garner and maintain a sense of legitimacy among federal judges. The tension is both a story about competing expertise between judges and the Commission and competing values, namely uniformity and individuality. In 1993, the U.S. Supreme Court in Stinson v. United States prioritized uniformity by telling lower courts to treat the Commission as they would any other administrative agency. Lower courts—for the most part—faithfully executed this directive until 2019, when the Supreme Court in Kisor v. Wilkie gave them another option, one that seemed to leave …

The Opioid Epidemic In Virginia: Comparing Case Studies Of County-Level Implementation Of Opioid Response Plans, Sydney Elyse Fox May 2024

The Opioid Epidemic In Virginia: Comparing Case Studies Of County-Level Implementation Of Opioid Response Plans, Sydney Elyse Fox

Boise State University Theses and Dissertations

This project entails a mixed method review of the implementation of opioid policies in the 133 cities and counties of the Commonwealth of Virginia using van Meter and van Horn’s (1975) Model Theoretical Framework as a guide. This study focuses upon understanding how the characteristics of successful implementation intersect with the components of opioid policy, controlling for education, poverty, and health insurance coverage, and how that interaction may lead to reduced overdose deaths. According to van Meter and van Horn, political agreement is necessary to create a policy with an administrative mechanism to implement. This administrative mechanism, along with resources, …

Exploring Creative Economy Policy Change In United States Cities: An Interconnected Theoretical Approach Framing An Emerging Field And Practice, Matilda Rose Bubb May 2024

Exploring Creative Economy Policy Change In United States Cities: An Interconnected Theoretical Approach Framing An Emerging Field And Practice, Matilda Rose Bubb

Boise State University Theses and Dissertations

The creative economy is a relatively new policy arena focusing on the consumption and production of culture and cultural products, urban development and placemaking, intellectual property protection, entrepreneurship and innovation, tourism, sustainability, and social impact. Despite its documented growth in U.S. cities in the past twenty years, we know very little about how these policy innovations spread, or about who advocates for them. To contribute to public policy research and the creative economy sector, I ask the following overarching question: How are emerging creative economy policy innovations spread, adopted and implemented in cities identified as highly creative in the United …

Movement Behavior And Habitat Selection Of Juvenile Mountain Lions (Puma Concolor) During Three Behavioral States Of Dispersal, John F. Randolph

All Graduate Theses and Dissertations, Fall 2023 to Present

Juvenile dispersal, the act of moving from their natal range to the place where they eventually reproduce and establish an adult home range is hazardous. Juveniles must travel and find food across unfamiliar landscapes, where they must also cross roads, avoid harvest, and navigate developed landscapes. Despite the inherent dangers of dispersal, this demographic process is important for finding suitable mates and reducing inbreeding depression. Wildlife conservation concerns arise when individuals are unable to disperse due to a loss of connectivity, as this can negatively impact population demographics and genetic diversity. We explored the effects of hunting and human-developed landscapes …
