The United States Department of Homeland Security launched Secure Communities in 2009, expanding Immigration and Customs Enforcement’s (ICE) jurisdiction and establishing partnerships between federal immigration officers and municipal law enforcement agencies (LEAs) across the country. The effects of Secure Communities have been numerous. While rates of deportations had been rising annually for decades, the program granted ICE with even more power to detain and deport undocumented immigrants and dramatically increased federal collaboration with LEAs. Secure Communities was terminated by then Secretary of Homeland Security Jeh Johnson in 2014; replaced by the comparable, but lesser known, Priority Enforcement Program (PEP); and …

Evaluation Of The Relationally Based “Calm-Driven” Service Training For The Automotive Industry, Based On The New World Kirkpatrick Model, Katia Tikhonravova

This study evaluated the effectiveness of the relationally based “Calm-Driven” Service (CDS) training program from the New World Kirkpatrick model perspective. The CDS training program is designed to help automotive professionals in sales and service to relate to their customers by (a) thinking in a different way about human relationships, and (b) realizing their own role in relationships and behavior. The CDS training program is based on the relational systems theory concepts of relational triangles, chronic anxiety, and differentiation of self from the Bowen Family Systems Theory.

As marijuana legalization expands in the United States, communities that are shifting rapidly from prohibition to legalization are impacted greatly. As South Dakota remains one of the only states in the nation that has not engaged the marijuana reform movement in any manner, it is vital to assess potential impacts marijuana legalization might have on the state. Although there are several marijuana impact reports that analyze potential health and economic impacts of legalization, few address political and criminological implications that impacted areas undergo as a result of this policy change. Young People As Humans In Family Court Processes: A Child Rights Approach To Legal Representation, Donna J. Martinson, Caterina E. Tempesta
Canadian Journal of Family Law
The authors, a retired British Columbia Supreme Court judge and a senior member of Ontario’s Office of the Children’s Lawyer, address the important issue of legal representation for children. They are co-chairs of the Steering Committee which guided the development of the Canadian Bar Association’s new and comprehensive Child Rights Toolkit. As such, they are well-placed to discuss how a child rights approach, as required by the United Nations Convention on the Rights of the Child to which Canada is a ratifying party, supports legal representation for children who find themselves caught in contentious family law proceedings before the courts.

Executive orders, used by presidents to advance their administrations’ agendas, have changed history. These powerful written instruments were used to confine Japanese Americans during World War II, desegregate public schools, and create NASA. On the day of his inauguration, President Donald J. Trump issued his first Executive Order which directed secretaries of executive branch agencies to begin dismantling President Barack Obama’s flagship initiative—the Patient Protection and Affordable Care Act (ACA). This action, along with subsequent executive orders, precipitated a flurry of regulatory change and judicial challenges. Over a decade ago, Oster-Aaland, Sellnow, Nelson, and Pearson (2004), following up an earlier survey published in JACA (Sellnow and Oster, 1999), found that communityengaged research and pedagogy had become an established part of the communication curriculum. As a special issue of Peer Review has suggested (Carey, 2017), interest in service learning has only grown, and the increasing emphasis on civic engagement and community development has clear implications for the communication discipline. A Numerical Analysis Of The Effects Of Flapping Wing Kinematics On The Aeroacoustics In Hovering Flight, Kabilan Nedunchezian

Despite the recent interest in flapping wing aerodynamics, the aerodynamic sound generation mechanism of a flapping wing is inadequately understood. In this thesis, the interplay between the wing motion, resulting unsteady aerodynamics, and aeroacoustics of a flapping wing flyer is investigated. The wing motion is varied in terms of the flapping amplitude, pitching amplitude and the phase difference between flap and pitch. The unsteady flow around the flapping wing is numerically calculated using a well-validated Navier-Stokes equation solver. Acoustic pressures are computed using the Ffowcs- Williams and Hawkings equation in a three-dimensional space at varying distances from the wing. Two …

This long-form journalistic piece is about radioactive forests in Yamakiya, Fukushima Prefecture, Japan, and how locals are dealing with it. Residents of Yamakiya were forced to evacuate their village in April 2011 following an explosion at the Fukushima Daiichi nuclear plant.
One Yamakiyan, Hidekatsu Ouchi, stepped into the role of community leader and is the focus of this story. He hopes Yamakiya can use the radiation, rather than condemning it. Ouchi’s devotion to his community is connected to the Japanese concept of furusato, which refers to an individual’s obligation and nostalgia for family, community and place. The story asserts …

Incarceratingdefendants prior to trial was designed to be
the exception, not the norm. Many state and local
jurisdictionsthroughout the United States, however, employ
fixed, monetary bail systems that result in the systematic pre-
trial incarceration of indigent defendants solely because of
their inability to pay for their release. Not only do such bail
systems violate indigent defendants' constitutional rights,
they also contribute to the billions spent by local governments
each year on maintainingovercrowded jails and have lasting
effects on those indigent defendants wrongfully detained.

This thesis examines the link between anthropogenic climate change and mass incarceration by examining how governments address conditions in and around prisons resulting from hurricanes and wildfires. Critical Environmental Justice, Treadmill of Production and Destruction theories are synthesized using what is debuted here as an intersectional camera based on the theory of intersectionality. It examines how Trump administration policies will greatly exacerbate dangers caused by climate change and increase risks and dangers caused by mass incarceration. Appreciative Inquiry In An Urban Context: Service Learning Amidst The Opioid Crisis, Craig T. Maier
Journal of the Association for Communication Administration
Britt’s (2012) service-learning framework situates community engaged learning activities in three broad categories: the practice of doing, which emphasizes skill building in relation to real-world problems; the practice of becoming, which sensitizes students to a broader range of social and civic responsibilities; and the practice of engaging in social change, which translates skill development and awareness into concrete action. This essay describes a successful service learning project focusing on opioid addiction in a mid-Atlantic city that combines all three. After describing the project’s background and implementation, it suggests practices and lessons that could inform similar efforts.

In a study aimed at improving the quality of HIV services for inmates, an organizational process improvement strategy using change teams was tested in 14 correctional facilities in 8 US states and Puerto Rico. Data to examine fidelity to the process improvement strategy consisted of quantitative ratings of the structural and process components of the strategy and qualitative notes that explicate challenges in maintaining fidelity to the strategy. Fidelity challenges included (1) lack of communication and leadership within change teams, (2) instability in team membership, and (3) issues with data utilization in decision-making to implement improvements to services delivery.
