Cold Region Pedestrian Bridge Prototype Maintenance Plan, Brian W. Weigand
Cold Region Pedestrian Bridge Prototype Maintenance Plan, Brian W. Weigand
Student Projects for Graduate Degrees
In recent years there have been several failures of pedestrian bridges in the network of trails maintained by the Municipality of Anchorage (MOA), Parks and Recreation Department, causing the MOA to realize that they need to develop and maintain a bridge maintenance protocol. This project, the Cold Region Pedestrian Bridge Prototype Maintenance Plan, provides a prototype application and platform created to allow the MOA to obtain and utilize information collected by non-engineer workers to report on the condition of various pedestrian bridges (“Prototype Platform”). The Prototype Platform has three major components: the Bridge Inspection Application (BIA), a Bridge Risk Evaluation …

Assessing Nonprofit Ceo Compensation: Does The Media Provide A Fair Perspective?, Amanda Atchison
Assessing Nonprofit Ceo Compensation: Does The Media Provide A Fair Perspective?, Amanda Atchison
Finance Undergraduate Honors Theses
The media plays an active role in forming external stakeholders’ perception of business matters. When it comes to nonprofit business, the media is a source of information that, in theory, works to bridge the gap between external stakeholders’ unfamiliarity with nonprofit regulation and what is actually required of the nonprofit sector. This concept is especially present regarding the topic of nonprofit CEO compensation. The goal of this paper is to discuss how media addresses nonprofit CEO compensation and to determine whether or not the media fairly portrays the entire story by assessing current data along with trends in historical data, …

Waves Of Change: An Analysis Of Protective Measures At Historically African American Beaches And Their Application To American Beach, Florida, Katie Elizabeth Martin
All Theses
The objective of this thesis was to analyze the protective strategies and tools that are available to preserve the historic character of African American beaches across the country. This thesis looks at protective measures available to address the three greatest threats to historic African American beaches: loss from neglect, loss of character from incompatible development, and loss from natural disasters. The potential protective measures were then analyzed to see which measures would be applicable to the protection of American Beach; a historically African American Beach in Florida. The most feasible options for American Beach were taken into consideration and presented …

Educational Leadership & Policy Studies Dissertations - Archive
The results of this study reveal the influence of (1) U.S. Court of Appeals judges' political ideology; (2) pivotal special education Supreme Court Decisions' influence; and (3) Individuals with Disabilities Education Act (IDEA) of 1997 Amendments' influence on appellate judges' voting decisions impacting K-12 education autism tuition reimbursements between 1983 and 2016, using descriptive and inferential analyses with binary logistic regression as a statistical tool. Principal inquiries are: 1. Does U.S. Court of Appeals judges' political ideology (as measured by party of the appointing president or DW-NOMINATE Measure scores) influence their voting in whether to award tuition reimbursement under the …
Applying Attribute-Based Encryption In Two-Way Radio Talk Groups: A Feasibility Study, Michael Andreas Gough
Applying Attribute-Based Encryption In Two-Way Radio Talk Groups: A Feasibility Study, Michael Andreas Gough
Theses and Dissertations
In two-way radio systems, talk groups are used to organize communication. Some situations may call for creating a temporary talk group, but there are no straightforward ways to do this. Making a new talk group requires programming radios off-line. Temporary groups can be created, but this requires inputting radio IDs which is tedious on a radio's limited controls. By describing group members using attributes, ciphertext-policy attribute-based encryption (CP-ABE) can be used to quickly create sub-groups of a talk group. This scheme requires fewer button presses and messages sent in the new talk group are kept secret. CP-ABE can be used …

Addressing The Regulator's Dilemma: A Self Drive Framework For Balancing Safety And Innovation, Craig Maughan
Addressing The Regulator's Dilemma: A Self Drive Framework For Balancing Safety And Innovation, Craig Maughan
Brigham Young University Prelaw Review
Policymakers are tasked with creating regulations that responsibly oversee the growth and deployment of emerging technologies. I argue that the SELF DRIVE Act, currently being deliberated in Congress, offers one such intelligent regulatory structure for autonomous vehicles: it prioritizes public safety over adherence to outdated requirements, giving innovators greater freedom to field-test new designs. More importantly, I examine how key principles of the SELF DRIVE Act should be applied to other emerging technologies currently facing regulatory roadblock. Specifically, I suggest the drone industry be subject to regulatory changes that incentivize safety, allow exploration, and anticipate future growth. Such regulations allow …

Visualizing The Motion Flow Of Crowds, Zheng Zhao
Visualizing The Motion Flow Of Crowds, Zheng Zhao
Open Access Theses
In modern cities, massive population causes problems, like congestion, accident, violence and crime everywhere. Video surveillance system such as closed-circuit television cameras is widely used by security guards to monitor human behaviors and activities to manage, direct, or protect people. With the quantity and prolonged duration of the recorded videos, it requires a huge amount of human resources to examine these video recordings and keep track of activities and events. In recent years, new techniques in computer vision field reduce the barrier of entry, allowing developers to experiment more with intelligent surveillance video system. Different from previous research, this dissertation …
Connected Vehicle Data-Based Tools For Work Zone Active Traffic Management, Michelle Mekker
Connected Vehicle Data-Based Tools For Work Zone Active Traffic Management, Michelle Mekker
Open Access Dissertations
Work zones present challenges to safety and mobility that require agencies to balance limited resources with vital traffic management activities. It is important to obtain operational feedback for successful active traffic management in work zones. Extensive literature exists regarding the impact of congestion and recommendations for work zone design to provide safe and efficient traffic operations. However, it is often infeasible or unsafe to inspect every work zone within an agency’s jurisdiction. This dissertation outlines the use of connected vehicle data, crash data, and geometric data from mobile light detection and ranging (LiDAR) technology for active traffic management in work …
The School To Deportation Pipeline, Laila L. Hlass
The School To Deportation Pipeline, Laila L. Hlass
Georgia State University Law Review
The United States immigration regime has a long and sordid history of explicit racism, including limiting citizenship to free whites, excluding Chinese immigrants, deporting massive numbers of Mexican immigrants and U.S. citizens of Mexican ancestry, and implementing a national quotas system preferencing Western Europeans. More subtle bias has seeped into the system through the convergence of the criminal and immigration law regimes.
Immigration enforcement has seen a rise in mass immigrant detention and deportation, bolstered by provocative language casting immigrants as undeserving undesirables: criminals, gang members, and terrorists. Immigrant children, particularly black and Latino boys, are increasingly finding themselves in …

Living Dead In The United States: Felon Disenfranchisement And White Privilege, A. M. Fletcher
Undergraduate Honors Theses
The purpose of this study is to re-examine the policy of felon disenfranchisement through an analysis of its historical lineage from the Jim Crow Era to the contemporary era of Black Lives Matter and identify the influence of White Privilege in its development. Review of previous research indicates a racial bias in the early implementation of felon disenfranchisement intended to prevent Blacks from exercising the right to vote as well as identifies racial motivations behind the use of the policy until present day. The United States has a history of trying to bar Black people from voting.1 Disenfranchisement prevents the …

Community Music Therapy And El Sistema : Addressing The Empowerment Needs Of Marginalized Individuals And Their Communities, Virginia Carolina Eulacio-Guevara
Theses, Dissertations and Culminating Projects
Music is an accessible tool for positive change within people and societies, even in places facing socioeconomic marginalization due to poverty, discrimination, and lack of access to resources. Social capital has to do with the resources and networks available within society, which may help confront issues faced by individuals and communities. Community Music Therapy (CoMT) and the music education movement known as El Sistema both utilize music—understood as social capital—to address social justice. The purpose of this study was to comparatively examine the ways in which CoMT and El Sistema programs may address the empowerment needs of individuals and communities …

Behavioral Response Of Adult And Larval Wood Frogs (Lithobates Sylvaticus) To A Common Road De-Icer, Nacl, Dylan Jones
Theses, Dissertations and Culminating Projects
Amphibians are highly vulnerable to aquatic pollutants. Due to the permeability of their skin and their aquatic larval stages, pollutants are easily absorbed into the body, which can have adverse effects on performance, survival, and fitness. This has prompted research on how environmental pollutants affect amphibian populations, especially road deicers such as sodium chloride (NaCl). Elevated NaCl can have a negative physiological impact on both adult and larval stages of amphibians, leading to reduced breeding success, morphological abnormalities, and even mortality. However, less is known about the behavioral responses of adults and especially larval amphibians to increased environmental salinity. Earlier …
Electric Light: Automating The Carceral State During The Quantification Of Everything, R. Joshua Scannell
Electric Light: Automating The Carceral State During The Quantification Of Everything, R. Joshua Scannell
Dissertations, Theses, and Capstone Projects
This dissertation traces the rise of digitally-driven policing technologies in order to make sense of how prevailing logics of governance are transformed by ubiquitous computing technology. Beginning in the early 1990s, police departments and theorists began to rely on increasingly detailed sets of metrics to evaluate performance. The adoption of digital technology to streamline quantitative evaluation coincided with a steep decline in measured crime that served as a proof-of-concept for the effectivity of digital police surveillance and analytics systems. During the turbulent first two decades of the 21st century, such digital technologies were increasingly associated with reform projects designed …
Process Evaluation Of Terrorism Amnesty And Reintegration Program, And Perceptions Of The Program Within Kenya Police, Resila Onyango
Process Evaluation Of Terrorism Amnesty And Reintegration Program, And Perceptions Of The Program Within Kenya Police, Resila Onyango
Dissertations, Theses, and Capstone Projects
There are a few articles on front line officials as implementers of Countering Violent Extremism (CVE) measures, a gap the dissertation has partly filled by exploring the Terrorism Amnesty and Reintegration Program (ARP) in Kenya using both qualitative and quantitative data. ARP developments have occurred in a political context wherein foreign government have been eager to advance CVE and the Kenyan Government has more-or-less gone along with that. The implication here is whether such policies will be effective and sustainable in Kenya. Importantly, if we view Kenya in a regional and even global context, it is now something of a …

Defining Flight Risk, Lauryn P. Gouldin
Defining Flight Risk, Lauryn P. Gouldin
University of Chicago Law Review
Our illogical and too-well-traveled paths to pretrial detention have created staggering costs for defendants who spend unnecessary time in pretrial detention and for taxpayers who fund a broken system. These problems remain recalcitrant even as a third generation of reform efforts makes impressive headway. They are likely to remain so until judges, attorneys, legislators, and scholars address a fundamental definitional problem: the collapsing of very different types of behavior that result in failures to appear in court into a single, undifferentiated category of nonappearance risk. That single category muddies critical distinctions that this Article’s new taxonomy of pretrial nonappearance risks …

The Sleeping Giant: The Effects Of Housing Titan Ii Missiles In Arkansas And Kansas From 1962 To 1987, Michael Johnson Anthony
Graduate Theses and Dissertations
During the Cold War, thirty-six sites across Kansas and Arkansas were selected to house Titan II intercontinental missiles. These devices could strike enemy targets 8,000 nautical miles away all while hitting inside an area of one square mile. These technological marvels quickly became an indispensable part of President Kennedy and Defense Secretary McNamara’s ‘flexible defense’ strategy. While many authors have studied the ramifications of these devices on American foreign policy, few have researched the domestic implications of the missiles. This work looks to fill this void by investigating the Titan II missile program in Arkansas and Kansas from its construction …

State-Reinforced Self-Governance Of Community-Managed Open Spaces In Chicago, Il And Louisville, Ky., Willow Sequoia Dietsch
Electronic Theses and Dissertations
As urban populations rise, small greenspaces, like gardens, are increasingly important to well-being of communities, and urban sustainability as a whole. However, past development, and current political and economic challenges encumber many cities in providing adequate greenspace. Cities like Chicago, IL and Louisville, KY have turned to the communities to manage greenspaces with help from partner organizations. This thesis examines these arrangements, and compares them in terms of several potential factors, (i.e. legal authority, responsibility, and support). Semi-structured interviews of important community greenspace stakeholders, and archival sources including original documents, news articles, and government reports, were used to understand the …

"There's No Way A College Can Close": Student Experiences In A For-Profit Institution Closure, Jennifer M. Logsdon
Doctoral Dissertations
Higher education in the United States has always been considered a pathway for individuals to achieve professional, personal, and socio-economic success. For-profit colleges claim that the for-profit sector provides a service to a demographic of the population neglected by traditional institutions. Since the enactment of neoliberal policy increasing the for-profit sectors participation in federally funded programs, there have been concerns raised regarding the impact of this sector on the lives of the students it serves. Additionally, as for-profit institutions struggle to adhere to federal guidelines, a number of institutions have closed their doors, making it necessary for students to find …
No Child Left Behind Bars: Suspending Willful Defiance To Disassemble The School-To-Prison Pipeline, Danielle Dankner
No Child Left Behind Bars: Suspending Willful Defiance To Disassemble The School-To-Prison Pipeline, Danielle Dankner
Loyola of Los Angeles Law Review
With the criminalization of school discipline and the subsequent increased involvement between students and the juvenile justice system, a path from school to prison became entrenched. Public schools across the nation continued to increase their reliance on punitive disciplinary measures to punish a range of behaviors. Through these measures, schools began to perceive pushed out students as problematic, despite the lack of evidence supporting the efficacy of such policies. Due to school disciplinarians’ implicit bias when enforcing exclusionary policies, students of color and students with disabilities are most at risk. In the hopes of alleviating the devastating effects of the …

Natural Learning Environments And The Social-Emotional Development Of Students With Sensory Processing Challenges, Denise Elizabeth West
Dissertations, Masters Theses, Capstones, and Culminating Projects
This study examined the impact of a natural learning environment on the social-emotional development of students with Autism and/or Sensory Processing Disorder. For this research, social-emotional development consisted of social behavior, communication, and participation. The elements of a traditional classroom are characterized by confinement, harsh lighting/acoustics, and other habitual triggers for sensory discomfort. A natural learning environment can provide students with natural stimuli, fresh air, natural acoustics, natural lighting, etc. Additionally, the natural learning environment fosters a connection with nature, which research shows is important for the self-discovery, self-advocacy, and self-efficacy of all humans. Considering the artificial nature of the …

Renée Crown University Honors Thesis Projects - All
Logistics and the Olympic Games explores the complex logistical nature of the Olympic Games and its implications for the future of the current Olympic hosting process. It first examines the operational planning of the Rio de Janeiro Summer 2016 Games, followed by a comparison to the Montréal 1976, Sydney 2000, Athens 2004, Beijing 2008, and London 2012 Games. Taking into consideration the economic and social effects that the Games have on host cities, this paper then presents some possibilities for the future of the Games and argues for the need for change.
A Localized Sourcing Model For The Supplemental Nutrition Assistance Program (Snap), Claire H. Burrus
A Localized Sourcing Model For The Supplemental Nutrition Assistance Program (Snap), Claire H. Burrus
Environmental Studies
The Supplemental Nutrition Assistance Program (SNAP) is a federally funded public food program that combats food insecurity by providing credits to SNAP recipients for the purchase of food products. SNAP is effective in addressing hunger, a symptom of poverty, but is ineffective at addressing nutritional inequity, another symptom of poverty, and is also ineffective at addressing the roots of poverty itself. I propose a localized sourcing model for SNAP which addresses both the symptoms and roots of poverty by improving the capacity of the policy to address nutritional inequity and economic injustices. The localized sourcing model benefits the communities in …
