Game Of Drones: Rolling The Dice With Unmanned Aerial Vehicles And Privacy, Rebecca L. Scharf
Game Of Drones: Rolling The Dice With Unmanned Aerial Vehicles And Privacy, Rebecca L. Scharf
Utah Law Review
The advances in technology that have resulted in the increase in the prediction as to the number of drones that may soon be in our skies—as many as seven million in 2020 alone—serve as a call to action. It serves as a call to action for those concerned with protecting individuals’ privacy without imprudently inhibiting the ability of law enforcement. It also serves as a call to action for those concerned with the Supreme Court’s Fourth Amendment jurisprudence focusing on the “reasonable expectation of privacy” standard. If the Federal Aviation Administration itself predicted six years ago that there would be …

Homeland Security/Emergency Management Budgets By Each U.S. State: Why Do Some States Allocate So Much More Money Than Others Do?, Anna R. Agnes
Political Science
Why do some U.S. states allocate so much more money to their homeland security/emergency management budgets than others states do? This paper looks at multiple possible claims as to why this might be, including the political party control of the state, the state’s location to another country or body of water, the history of terrorist attacks in the state since September 11th, 2001, and the amount of money that is allocated to the state from the federal Homeland Security Grant Program. Budget information on each state’s homeland security/emergency management budget as well as the state’s overall FY 17 budget was …
Disrupting Victim Exploitation, David A. Singleton
Disrupting Victim Exploitation, David A. Singleton
Mercer Law Review
Violent-crime survivors have powerful stories to tell. Prosecutors use these stories to convict the accused and advocate for harsh sentences. Legislators use these narratives to pass punitive sentencing measures locking away the convicted for increasing periods of time.
Though prosecutors and legislators serve the entire community, many present themselves as speaking for victims, particularly those who call themselves "tough on crime." But do the interests of those who advocate for punitive, retributive justice always align with those of crime victims? And when their respective interests diverge, is it exploitative for prosecutors and legislators to suggest that they represent the interests …

Framing Effects In A Competitive Environment: Black Lives Matter Versus President Trump, Samantha M. Adams
Framing Effects In A Competitive Environment: Black Lives Matter Versus President Trump, Samantha M. Adams
Honors Theses
How is public opinion in the United States affected by the president and the Black Lives Matter social movement’s competing frames on racial inequality? Political elites have used frames to shape public opinion on a multitude of issues, showing success in select and specific conditions. However, it seems that competition, a moderator of framing effects, is always present in politics, especially between a social movement and president. I expand upon the theory that, in competitive environments, repetition or recent exposure increases a frame’s accessibility in memory, therefore the “loudest” of the two frames is the one that influences opinion. To …
Rethinking Bail Reform, Wendy R. Calaway, Jennifer M. Kinsley
Rethinking Bail Reform, Wendy R. Calaway, Jennifer M. Kinsley
University of Richmond Law Review
The issue of pretrial detention is part of a larger, national conversation on criminal justice reform. However, no single issue permeates the landscape of criminal justice like the treatment of pretrial defendants. The policies and practices around pretrial detention have contributed to the country’s mass incarceration numbers; created a crisis for local jail management; generated unsustainable budgets; and raised important questions about race, class, and the constitutional implications of incarcerating people because they are too poor to pay a money bond. Legal scholars have written about the issue, highlighting the inequities and constitutional difficulties with such a system. Much of …

The Interplay Of Intelligence, Education, And The Media In Western Counterterrorism Strategies, Lincoln Gimnich
The Interplay Of Intelligence, Education, And The Media In Western Counterterrorism Strategies, Lincoln Gimnich
International and Global Studies Undergraduate Honors Theses
Terrorist activity has increased and evolved in Western societies in the twenty-first century as terrorist organizations have sought new methods to further their ideologies and goals. Counterterrorism thus requires a similar evolution that undoubtedly reverses the historic trend wherein counterterrorism has been merely reactive. Through interviews with experts, qualitative analysis of governmental publications and documents, and review of existing literature, this project explores the institutions of intelligence, education, and the media and their work within the larger counterterrorism and anti-radicalization framework of Western states. The project focuses specifically on domestic intelligence operations, intelligence sharing agreements, the United Kingdom’s Prevent strategy, …

We report a large compilation of the internal validations of the probabilistic genotyping software STRmix™. Thirty one laboratories contributed data resulting in 2825 mixtures comprising three to six donors and a wide range of multiplex, equipment, mixture proportions and templates. Previously reported trends in the LR were confirmed including less discriminatory LRs occurring both for donors and non-donors at low template (for the donor in question) and at high contributor number. We were unable to isolate an effect of allelic sharing. Any apparent effect appears to be largely confounded with increased contributor number.

Enforcing Statutory Maximums: How Federal Supervised Release Violates The Sixth Amendment Rights Defined In Apprendi V. New Jersey, Danny Zemel
University of Richmond Law Review
The Sixth Amendment commands that “[i]n all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed.” Trial by a jury of one’s peers is a fundamental American legal right, existing in the earliest colonies before being codified in both Article III of the Constitution and the Sixth Amendment. The jury trial right derives from “the mass of the people,” ensuring that “no man can be condemned of life, or limb, or property, or reputation, without the concurrence of the …

ABSTRACT
Introduction: Employees working in universities and hospitals are faced with common and unique health and safety challenges. Usually, the campus Department of Health and Safety is tasked with reducing employee exposure through risk assessments. Purpose: In this study, we present a unique risk assessment case study related to a research project undertaken by the campus Department of Health and Safety (DHES). This project also describes the activities done by DHES to improve campus safety. We hypothesized that carbon monoxide, particulate matter, formaldehyde, and VOCs emitted from burning wood chips in a closed laboratory space will exceed …
The Myth Of Southern Atonement: Constructed Forgiveness In Public Spaces, Elizabeth Ashley Clayborn
The Myth Of Southern Atonement: Constructed Forgiveness In Public Spaces, Elizabeth Ashley Clayborn
Graduate Theses and Dissertations
This thesis provides a rhetorical analysis of public space in Arkansas and examines the ways in which the myth of Southern Atonement is constructed within those spaces. Three formal elements characterize Southern Atonement: absolution from the past, distinctiveness in constructed authenticity, and hope for a post-racial future. The analysis develops over three case studies which I argue contribute to the construction, engagement, and actualization of this cultural myth. The first chapter looks at Fort Smith, Arkansas, and The Unexpected art project as a source of identity construction and place attachment. Then I examine The Billgrimage, or the monuments and museums …
Client-Driven Creation & Professional Patterns In Modern Design: A Case Study Of One Vanderbilt Avenue, Joshua J. Schmitz
Client-Driven Creation & Professional Patterns In Modern Design: A Case Study Of One Vanderbilt Avenue, Joshua J. Schmitz
Theses and Dissertations
Design, though intricately tied to art through craft, concept and media, is the base converse of art. That is to say, Design is externally motivated by a client’s needs. This case study focuses on my professional work with the companies of S.L. Green and Firespring on the New York City skyscraper One Vanderbilt Avenue (OVA) and demonstrates how a creative concept can be altered through external factors, namely client input. My research will explain why a modern designer must occupy a production-oriented role and continuously leverage insight from an interdisciplinary team in a modern creative firm. The exhibition stemming from …

Efficient Control Message Dissemination In Dense Wireless Lighting Networks, Conrad Dandelski
Efficient Control Message Dissemination In Dense Wireless Lighting Networks, Conrad Dandelski
PhDs
Modern lighting systems using LED light sources lead to dense lighting installations. The control of such systems using wireless Machine-to-Machine (M2M) where standard LED light sources are replaced by wirelessly controllable LED light sources create new problems which are investigated in this thesis. Current approaches for control message transmission is such networks are based on broadcasting messages among luminaires. However, adequate communication performance - in particular, sufficiently low latency and synchronicity - is difficult to ensure in such networks, in particular, if the network is part of a wireless building management system and carries not only low-latency broadcast messages but …

Misrepresented And Unheard: The "Latino Rebels", Blanca V. Guzman
Misrepresented And Unheard: The "Latino Rebels", Blanca V. Guzman
Pell Scholars and Senior Theses
In today’s political climate, immigration, undocumented immigrants, and the Latinx identity have been pushed to the forefront of the news cycle, political campaigns, and social justice movements. The social justice movement associated with the undocumented will be explored through one alternative news source, "Latino Rebels." Through close textual analysis, it will become evident how "Latino Rebels" holds these identities of Latinx, undocumented, and immigrant very close to its own voice, and often amplifies a clear message for awareness and policy change, which goes beyond the traditional scope of objectivity in reporting.
Unstitching Scarlet Letters?: Prosecutorial Discretion And Expungement, Brian M. Murray
Unstitching Scarlet Letters?: Prosecutorial Discretion And Expungement, Brian M. Murray
Fordham Law Review
This Article argues that scholarly discussions about prosecutorial discretion need to extend their focus beyond the exercise of prosecutorial judgment pretrial or questions of factual and legal guilt. Given that the primary role of the prosecutoris to do “justice,” this Article calls for increased attention to the exercise of discretion after the guilt phase is complete, specifically in the context of expungement of nonconviction andconviction information. It offers a framework for exercising such discretion and, in doing so, hopes to initiate additional conversation about the role of prosecutors during the phases that follow arrest and prosecution.

Reframing The Proportionality Principle, Michael A. Newton
Reframing The Proportionality Principle, Michael A. Newton
Vanderbilt Law School Faculty Publications
Proportionality functions as oneof the most important legal constraints applicable to the conduct of hostilities. In that context, this short essay discusses the commonly encountered misapplications of Cicero's classic sentiment that "salus populwe supremus est lexl . . . silent enim leges inter armes." Rather than serving as a necessary basis for a positive articulation of lawful force as an exception to the norm, jus in bello proportionality delineates the outer boundaries of the commander's appropriate discretion. The mere invocation of jus in bello proportionality cannot become an effective extension of asymmetric combat power by artificially crippling combatant capabilities. This …
Who Will Save The City: A Comparative Study Of Public Policies For Revitalization In Greenville, South Carolina And Macon, Georgia, Katharine Gallotta
Who Will Save The City: A Comparative Study Of Public Policies For Revitalization In Greenville, South Carolina And Macon, Georgia, Katharine Gallotta
All Theses
With the collapse of industry in combination with suburban sprawl, American cities nationwide experienced an economic recession in the early 1980s. To counter this recession, local governments pursued a range of revitalization policies. These public policies secured various levels of success in the cities working to bring their downtowns back to life. Creating a strategy for revitalization is a difficult process and has been approached differently all over the country. Public policies directly affect the residents and development in a city, inherently making them a representation of the city’s priorities. Macon, Georgia has pursued a revitalization strategy that centers around …
