Love Of Landfill: Trashing The Maine Constitution To Solve A Garbage Problem, Donald Maurice Kreis
Love Of Landfill: Trashing The Maine Constitution To Solve A Garbage Problem, Donald Maurice Kreis
Maine Law Review
The human family is engaged in a noble struggle against the law of entropy, seeking to turn back or at least retard the inexorable process by which all matter in the known universe passes from useful to useless form. The political and legal system generally refers to useless matter as solid waste; in Maine the Legislature has chosen to wage this struggle against entropy and discourage production of entropical by-products through the enactment of the state's first comprehensive waste management law, "An Act to Promote Reduction, Recycling and Integrated Management of Solid Waste and Sound Environmental Regulation" (hereinafter "the Act"). …

The Cognition Of Distrust: Pathways To Attitudes, Justin Mahalak
The Cognition Of Distrust: Pathways To Attitudes, Justin Mahalak
Doctoral Dissertations
Six experiments examined the effects of diffuse distrust on cognition, in order to elucidate the link between the immediate cognitive changes associated with the state and responses to persuasive messages. Five of the present studies addressed two specific mechanisms that appear to account for established non-routine effects – increased contrast sensitivity and cognitive flexibility. Experiment 1 used an imposter detection task (IDT) to induce distrust. It presented participants with 30 statements, to rate the likelihood of each on a 100-point scale. The second half consisted of statements that agreed with, contradicted, or were unrelated to those in the first half. …
The Complicit Anthropologist, Ruth Gomberg‐Muñoz
The Complicit Anthropologist, Ruth Gomberg‐Muñoz
Anthropology: Faculty Publications and Other Works
The invitation to become “accomplices, not allies” is a timely and urgent summons to a political left that has recently swelled with renewed vigor. Galvanized to contest the Trump administration, freshly politicized young people and veteran activists alike have a spectrum of options for political engagement—few of which seriously threaten to dismantle broader systems of inequality and injustice. In line with Rosa and Bonilla's call to avoid exceptionalizing Trump in favor of more critical and robust analyses of colonialism, racism, and U.S. statehood, the call to become accomplices urges progressives to avoid the deceptive comfort of allyship, and, instead, to …

The Effects Of Geospatial-Intelligence On United States-Mexico Border Security, Heather Martin
The Effects Of Geospatial-Intelligence On United States-Mexico Border Security, Heather Martin
Dissertations
Following the September 11, 2001 (9/11) terror attacks on American soil, politicians and the media drew a parallel between US-Mexican border security issues such as illegal immigration, and terrorism, highlighting an increased need to secure our southern border in an effort to prevent another 9/11-style terror attack (Maril 2011). Under securitization theory, the linking of border security issues such as illegal immigration to terrorism can be defined as a securitization act or more simply put, the portrayal of a specific issue as a threat to national security (Balzcaq 2011). Once an issue has been deemed a threat (“securitized”), the use …
The History Of Misdemeanor Bail, Shima Baughman
The History Of Misdemeanor Bail, Shima Baughman
Utah Law Faculty Scholarship
Bail is one of the most consequential decisions in criminal justice. The ability to secure bail often makes the difference between guilt and innocence, retaining employment and family obligations, and keeping a place to live. These implications affect those charged with felonies and this has been the focus for many years, but it affects even more so those charged with misdemeanors. A misdemeanor is theoretically a less serious crime with less serious consequences, but the effects on a defendant’s life are just as serious in the short term. There is a growing body of important empirical work that demonstrates the …
Correctional Nursing: Why Is Retention An Issue?, Bethany Jernigan
Correctional Nursing: Why Is Retention An Issue?, Bethany Jernigan
Nursing Theses and Capstone Projects
The specialty of correctional nursing has its own set of considerations and concerns that impact retention and affect healthcare outcomes for the offender population. The purpose of this research study was to identify specific areas causing poor nursing staff retention and recruitment within the correctional environment. The literature review revealed correctional nursing can benefit from: improved education and training for correctional nurses, emphasis and focus on public health in the correctional environment, role confusion in correctional nursing, and further investigation and research needed in recruitment and retention. Prison nursing staff at a large, rural correctional facility, completed the revised Casey-Fink …
The Denison Pequotsepos Nature Center Giving Garden At Coogan Farm: A Practitioner Report On Community Gardens For Health And Regional Food Security, Emma Sutphen
Sustainability and Social Justice
The Denison Pequotsepos Nature Center (DPNC) is a community organization that, through its various programming, works to perpetuate a vision of humans as part and parcel of the world. In 2013, when the Nature Center acquired the Coogan Farm property, the organization built a community garden called the Giving Garden to serve surrounding communities, expanding services to the foodservice sector educational programming around sustainable agriculture. DPNC’s partnership with the Robert G. Youngs Family Foundation, United Way of Southeastern Connecticut, and Gemma E. Moran mobile food pantry, forged in 2014, has allowed the garden to minimize area food insecurity through its …
The Implementation Of The Family Chaos Diversion Pilot In Worcester, Massachusetts, Nina Thacker
The Implementation Of The Family Chaos Diversion Pilot In Worcester, Massachusetts, Nina Thacker
Sustainability and Social Justice
In October 2017, the city of Worcester began a three-month pilot program that worked to divert youth charged with domestic assault and battery crimes away from the criminal justice system and towards restorative services. Studies show that incapacitation, especially of low level offenders, does not reduce crime or produce better outcomes for individuals, families, or communities. Thus, it is essential to explore alternatives, such as diversion programs, that work to downsize the prison population, target the factors contributing to delinquency, and rehabilitate rather than purely punish offenders. For this study, I interviewed personnel involved in the implementation of the Family …
The Influence Of Manual And Hydraulic Stretchers On Recruitment, Retention, And Turnover In The Emergency Medical Services Workforce, Gregory Cole
Dissertations
The Department of Labor predicts an increase in demand for Emergency Medical Services (EMS) as the United States’ population grows older. The leaders of EMS must confront the difficulties surrounding recruitment, retention, and employment turnover of the EMS workforce to ensure a solvent employment pipeline to meet the predicted service demands. Previous researchers found that hydraulic stretchers reduced the number of occupationally acquired injuries among the EMS workforce. Grounded in human capital development and corporate social responsibility theories, this study extended from the work of Brice et al. (2012), Fredericks, Butt, and Hovenkamp (2009), and Studnek, Crawford, & Fernandez, (2011) …

Barriers To Local Food Producers In Arkansas, Courtney Cooper, Zola Moon
Horticulture Undergraduate Honors Theses
The purpose of this study is to identify and describe the barriers that prevent local food producers from selling their food in a mainstream market. This study utilized both qualitative and quantitative analysis through a mixed-methods survey. Information collected through the study had a two-fold focus: barriers that producers face (or that they are providing assistance for) and what are consumers looking for in products that these producers are supplying. The major barriers found for local food producers in Arkansas were lack of capital and obtaining infrastructure for packaging, processing, and storing products. Qualitative analysis of textual interviews was done …

The British Art Of Colonialism In India: Subjugation And Division, Aziz Rahman, Mohsin Ali, Saad Kahn
The British Art Of Colonialism In India: Subjugation And Division, Aziz Rahman, Mohsin Ali, Saad Kahn
Peace and Conflict Studies
This article utilizes a three-pronged analytical model to examine the mechanics of British colonialism and its socioeconomic and political consequences in India. Those three elements are divide and rule, colonial education, and British laws. The British took some reformative initiatives that ostensibly deserve appreciation such as the development of a predictable legal system, investment in infrastructure development, and education in the late nineteenth and mid-twentieth centuries. However, most colonial policies and reforms were against the will and welfare of the people of India. The British took away India’s resources and introduced the English educational system to create an educated and …

This capstone report provides a written strategic implementation plan for EPOCA House. EPOCA, Ex-Prisoners and Prisoners Organizing for Community Advancement, is a non-profit dedicated to creating better resources and opportunities for prisoners and ex-prisoners in Worcester. The organization’s most recent initiative, EPOCA House, is a transitional facility that will provide reentry services and temporary housing to ex-offenders in and around the Worcester area. Recently, Massachusetts passed a comprehensive criminal justice reform bill that will dramatically reduce the number of people being incarcerated; however, little attention is focused on what will happen to individuals after they leave prison. At the same …

The deleterious health effects of the consumption of tobacco products, especially for youth, have been documented thoroughly and are nearly universally recognized. Numerous federal, state, and local regulations, coupled with health education and tobacco cessation initiatives have been launched to address these effects. Although these pushes have done much to reduce the rates of preventable health conditions and death due to the usage of tobacco, there remains much work to be done at the local level to discourage and disrupt patterns of substance use and abuse. The mission of Clark Clear the Air is to propose various and creative ways …

Texting and driving is now a global issue, that has left nations across the road scrambling to implement new laws and preventative measures to stunt the increasing rates of accidents and fatalities caused by texting and driving. The severity of the issue has lead to a multitude of different entities ranging from domestic and foreign governments, cell phone and car manufacturers, cell phone carriers, and insurance agencies to seek new methods to prevent texting and driving. Determining the …
The Effects Of Community Policing Practices And Related Social Demographic Variables On City Crime Rates, Keighan Richardson
The Effects Of Community Policing Practices And Related Social Demographic Variables On City Crime Rates, Keighan Richardson
Honors Projects in History and Social Sciences
Selected studies show that community policing practices help deter crime, meaning that an inverse relationship exists between the two of them. This project does an in-depth analysis of this relationship using a variety of control variables, all of which have been shown to be predictive of crime. Crime is measured as the total crime rate (violent crimes + property crimes per 100,000 population). The data are city level, and my key control variables include city size, economic inequality, race, educational level, and strength of gun laws. There are eight variables that define community policing practices; they correlate strongly in a …

This Essay inquires: How would the ECtHR decide Holt v. Hobbs, given the same evidence provided at the district court level and the reasoning of the court of appeals? Analyzing this case through the ECtHR’s lens will elucidate the implications of the proportionality test in American jurisprudence. To do so, Part I will compare the two jurisdictions. Part II will summarize Holt v. Hobbs. Part III will describe the ECtHR’s relevant recent free exercise jurisprudence. Part IV will discuss how, based on this analysis, the ECtHR could decide Holt v. Hobbs in light of its overarching principles. Finally, …
United States Human Trafficking Task Force, Michael A. Palazzi Iv
United States Human Trafficking Task Force, Michael A. Palazzi Iv
Master in Management for Public Safety and Homeland Security Professionals Master's Projects
Human Trafficking is a multi-billion-dollar industry which is both a domestic and foreign issue for the United States government. The purpose of this paper is to address the issues such as: lack of a centralized task force, lack of funding and an introduction of a new method of investigation which utilizes intelligence to fight human trafficking. The results found through research and interviews with federal agents have shown that a federal task force utilizing federal, state, and local law enforcement along with nongovernmental organizations (NGO’s) and government would have a positive, profound effect against human trafficking. It is recommended that …

This paper shows the development of a strategic plan that incorporates a multidisciplinary approach, intelligence gathering, and an assessment of the proposed plan. This strategy identifies …
Islam And Religious Freedom: The Experience Of Religious Majorities And Minorities, Brett G. Scharffs
Islam And Religious Freedom: The Experience Of Religious Majorities And Minorities, Brett G. Scharffs
Notre Dame Law Review Reflection
It seems likely that change in Islam will be affected both by outside and internal sources, as was the case for the Catholic Church and its journey to Dignitatis Humanae. However, one thing the Catholic experience suggests is that meaningful and profound change does not simply come from outside pressures; it comes from authentic and sincere evaluation and interpretation by insiders of a religious tradition of that tradition itself. Thus, if Islam is going to come to embrace religious freedom as an important value, this will be the result, significantly if not primarily, of Muslims interpreting their own sacred …

A Review Of Urban Forestry History, Evaluation, And Management Planning For New London, Ct, Phoebe Eckart
Other Publications and Reports
Urban forestry is a growing discipline seeking to further the development of sustainable cities. In the current climate of rapid and widespread urban development, it is crucial to prioritize urban greenspaces and green infrastructure. There is remarkable work nationwide in the development of sustainable urban forestry management plans, but these resources are not widely accessible to smaller municipalities, such as New London, Connecticut. It therefore is imperative that a review of urban forestry history, resources, and best practices be compiled, with the goal of encouraging greening cityscapes for places like New London. CT. Urban forests are crucial for public health …

Crossover Youth Prevention: Predictors Of Youth Crossover From Child Welfare To Juvenile Justice, Marcus R. Crawford
Crossover Youth Prevention: Predictors Of Youth Crossover From Child Welfare To Juvenile Justice, Marcus R. Crawford
Social Work Dissertations - Archive
By some estimates, as many as 60% of youth in the juvenile justice system have previous experience in the child welfare system, with delinquency rates among youth in foster care about 50% higher than among youth not involved in foster care (Ryan & Testa, 2005; Sickmund & Puzzanchera, 2014). Identifying factors that impact crossing over from the child protective system into the juvenile justice system is essential to developing interventions targeting youth success and derailing the criminal pathway of many United States adolescents. Decades of research have shown that youth who enter foster care are at an increased risk for …
