University of Memphis Law Review
Jane, a 32-year-old individual, is facing federal criminal charges for an alleged white-collar offense that has a maximum punishment of one year in prison. On March 1, 2019, the court decides to assess Jane’s mental competency to stand trial due to concerns raised in the initial proceedings. The court, relying on the standards set forth by the United States Supreme Court,1 initiates a hearing to determine whether sufficient evidence exists to warrant a mental competency evaluation. After the competency hearing, the court concludes that there is a need for such a mental evaluation. Jane is then sent for an initial …

Sharks On The Move: Investigating The Link Between Climate Change And Rising Shark-Human Encounters, Keira E.B. Blakey
Sharks On The Move: Investigating The Link Between Climate Change And Rising Shark-Human Encounters, Keira E.B. Blakey
USF St. Petersburg campus Honors Program Theses (Undergraduate)
Sharks have long captivated the public imagination, evoking fascination and fear through enduring myths and media portrayals of negative interactions with humans. In recent years, an increase in shark sightings and attacks along the U.S. coastline has prompted scientific inquiry and public concern. This literature review explores the relationship between rising global temperatures and the frequency of shark attacks, focusing on how climate change affects shark behavior, migration patterns, and habitat distribution. Sharks move into warmer waters as ocean temperatures rise, altering migration routes and prolonging active seasons. This increases the likelihood of shark-human encounters, particularly in coastal regions that …

This study identifies high-risk years and locations in Texas by analyzing relationships between drought conditions, remote sensing data (NDVI and Thermal IR), and insurance claims for spoiled crops, enabling targeted interventions to reduce contamination and waste.
Developing Outreach Strategies To Sustain Diversity And Inclusion In Interfaith Partnerships With Local Government, Dora Muhammad
Developing Outreach Strategies To Sustain Diversity And Inclusion In Interfaith Partnerships With Local Government, Dora Muhammad
Walden Dissertations and Doctoral Studies
Local government has been hindered by a lack of sustained interfaith engagement. Faith leaders have not been consistent stakeholders in policymaking decisions. This gap in practice stemmed from a lack of research of self-transcendence within public administrative settings. Grounded in a review of 70 years of research into the conceptual framework of government needs analysis, this study’s purpose was to explore principles and concepts of civic engagement and partnership shared among faiths. Qualitative research was designed to answer, “How do faith leaders describe the current civic participation, partnership, diversity, and inclusive strategies within their faith communities as they relate to …

Examining The Influence Of Education On Job Satisfaction Among Georgia Police Officers: A Causal-Comparative Quantitative Analysis, Ebony J. Gammon
Doctoral Dissertations and Projects
The purpose of this quantitative causal-comparative study was to determine if a significant difference exists between job satisfaction scores among police officers with varying levels of education. This study is important because it addresses contemporary challenges in law enforcement, will provide valuable insight into informed decision making, has broad implications and applicability, and will contribute to scant policing knowledge that informs the understanding of education level on police actions. More specifically, how higher education or the absence thereof impacts job satisfaction. The sample was composed of 180 sworn Peace Officer Standards and Training (POST) certified, police officers in the state …
Public Administration's Ability To Ensure Service Quality Through Occupational Licensing Requirements: A Multiple Linear Regression Analysis, Ryan Mcdonald
Doctoral Dissertations and Projects
Occupational licensing was developed to protect the public good. Public administrators are tasked with the responsibility of ensuring future workers enter their professions prepared to provide adequate service quality to the public. This study is grounded in the framework of public interest theory and seeks to evaluate whether the administration of occupational licensing and its associated requirements by public licensing boards aligns with the theory’s intended purpose of serving and protecting the public good. Public interest theory posits public administration operates in the best interest of the population, rather than for personal gain. A multiple linear regression was performed to …
Rural Policing In Northern Wisconsin: Will Small-Town Police Officers Stay At Their Current Agency Until Retirement Based On Age And Community Size, Thomas J. Thompson
Rural Policing In Northern Wisconsin: Will Small-Town Police Officers Stay At Their Current Agency Until Retirement Based On Age And Community Size, Thomas J. Thompson
Doctoral Dissertations and Projects
This study examined the plans of small-town northern Wisconsin police officers to remain at their current agency until retirement, based on age and community size. The hypothesis was that older officers who had been with an agency for a longer period would stay until retirement, while younger officers would be more likely to leave. Younger officers tend to have less buy-in to the community and possibly fewer ties to a specific community. Officers who are older or have been with an agency for a long time have a greater investment in the agency and the community. The study results showed …

Legal Considerations On Predictive Policing Based On Italian ‘Algorithmic Administration’ Principles, Stefano Rossa
Legal Considerations On Predictive Policing Based On Italian ‘Algorithmic Administration’ Principles, Stefano Rossa
Yearbook of Antitrust and Regulatory Studies
In Beck’s current risk society, the State is faced with a dilemma. To fail before the risk but to keep the sphere of citizens’ rights intact; or not to fail but to restrict fundamental rights? This payoff turns out to be the main issue that juridical reflections on the use of predictive technology tools in the public sector must consider. Policing is an administrative function that is mainly composed of acts of a preventive nature. By using ICT, it is possible to employ AI systems with a very high rate of certainty to ‘predict’ future crime scene. But is it …

Design Futuring For Menstrual Pain Technologies Through A Participatory Workshop, Muxuan Tang, Mai Kagawa, Yasuaki Kakehi
Design Futuring For Menstrual Pain Technologies Through A Participatory Workshop, Muxuan Tang, Mai Kagawa, Yasuaki Kakehi
IASDR Conference Series
Menstrual pain affects a significant proportion of individuals worldwide, yet it has long been stigmatized and remains under explored in both design research and industry. Existing technologies primarily focus on symptom tracking or pain relief, overlooking the complex, temporal, and embodied nature of menstrual pain while perpetuating narrow narratives. To challenge these limitations, we conducted a participatory workshop to explore speculative futures of menstrual pain care. Using approaches like body maps, scenario-building, and design fiction, participants shared their lived experiences, critiqued existing technologies, and envisioned future scenarios rooted in empathy, inclusivity, and ethics. In this pictorial, we presented the workshop …
Eyes Everywhere: Unpacking The Digital Surveillance State In Mexico And The Legal Blind Spots, Danielle Mena
Eyes Everywhere: Unpacking The Digital Surveillance State In Mexico And The Legal Blind Spots, Danielle Mena
University of Miami Inter-American Law Review
This article examines the rise of digital surveillance in Mexico and its implications for privacy, human rights, and democratic governance. Despite constitutional and legislative protections guaranteeing personal privacy and freedom of expression, Mexico has developed one of the most extensive surveillance systems in the Americas. Through tools such as Pegasus spyware and the C5 urban surveillance network, government agencies have expanded their monitoring capabilities, often under the guise of national security. However, the misuse of these technologies against journalists, activists, and political dissidents reveals legal and institutional deficiencies. The article analyzes the evolution of Mexico’s digital surveillance infrastructure, identifies the …
The Good, The Bad, And The Ugly: A Comparative Constitutional Analysis Of Whistleblowing Speech, The Government's Managerial Domain, And The Imperatives Of Democratic Self-Government, Ronald J. Krotoszynski Jr.
The Good, The Bad, And The Ugly: A Comparative Constitutional Analysis Of Whistleblowing Speech, The Government's Managerial Domain, And The Imperatives Of Democratic Self-Government, Ronald J. Krotoszynski Jr.
Minnesota Law Review Vols. 106:2 onward (2021-present)
Since issuing its 1968 landmark decision in Pickering, which first recognized that the First Amendment protects government employees’ speech about matters of public concern, the U.S. Supreme Court has proceeded to whittle away First Amendment protections for government employees. The Justices have done so by adopting a series of categorical exclusions to Pickering that all strongly favor the government as an employer and manager. These subsequent decisions have created a jurisprudential obstacle course that government employees must successfully run in order to invoke the Free Speech Clause at all. The current U.S. approach is plainly bad. However, it could …
Magic Mushrooms As Medicine: What The United States Can Learn From Jamaica’S Unregulated Psilocybin Industry As Fda Approval Nears, Kyle Spohn
University of Miami Inter-American Law Review
In 1970, Congress passed the Controlled Substances Act and swiftly placed psilocybin (the active chemical in “magic mushrooms”) under Schedule I—the strictest level of regulation withheld for substances with “no currently accepted medical use.” While the United States has maintained this rigid framework, Jamaica has taken the opposite approach. Psilocybin was never listed under Jamaica’s Dangerous Drugs Act, and remains unregulated. In recent decades, research has shown that psilocybin, when administered in controlled settings, can effectively treat depression, anxiety, and other psychiatric conditions. In response, the Jamaican government has not only preserved psilocybin’s legality but has encouraged research and industry …

Compensation Transparency In The U.S. Healthcare Workforce, Brandon Perkins
Honors Projects
This study investigates how perceptions of pay transparency among U.S. healthcare workers relate to work engagement, burnout levels, and intentions to stay with their current institution. A quantitative survey was conducted of 200 clinical and non-clinical employees across academic, nonprofit, for-profit, and government healthcare organizations. Self-reported views of transparency were evaluated in relation to validated measures of work engagement, burnout, stay intentions, and pay secrecy. The results showed that increased perceived compensation transparency was highly connected with greater work engagement and lower levels of burnout. Both engagement and burnout appeared as major indicators of the employees' intentions to stay with …
Access To Care Barriers To Sacral Neuromodulation Implantation In Adults With Overactive Bladder From Georgia, Tamara Lynn Wojciechowski
Access To Care Barriers To Sacral Neuromodulation Implantation In Adults With Overactive Bladder From Georgia, Tamara Lynn Wojciechowski
Walden Dissertations and Doctoral Studies
Sacral neuromodulation (SNM) is a safe and physically well-tolerated third-line treatment using an implantable device for the management of overactive bladder syndrome (OAB). Other first- and second-line treatments for OAB are frequently ineffective and often poorly tolerated. SNM implantation appears to be underutilized compared to other third-line treatments even though SNM has been rated more effective in OAB symptom mitigation with fewer side effects. Thus, the purpose of this quantitative correlational cross-sectional study was to explore whether health services factors are barriers to utilizing SNM implantation as the third-line treatment for OAB in adults. Andersen’s behavioral model of health services …
Kinship Infrastructure Design: Evaluating Diversity And Resilience In Emergency Response Systems Through Agent-Based Modeling, Fayruz Maysha
Kinship Infrastructure Design: Evaluating Diversity And Resilience In Emergency Response Systems Through Agent-Based Modeling, Fayruz Maysha
Doctoral Dissertations and Master's Theses
Traditional infrastructure systems are often designed for predictable scenarios, making them vulnerable to disruption when real-world conditions change unexpectedly. This research addresses that limitation by introducing Kinship Infrastructure Design (KID), a bioinspired framework based on the kinship coefficient (Φ). Adapted from studies of genetic relatedness in eusocial insects, the kinship coefficient (Φ) measures similarity and diversity among system components by calculating the degree to which their functional traits—encoded as a synthetic genome—match. This research investigates whether a system design can achieve a “Goldilocks Zone” of functional diversity where systems achieve optimal adaptability and coordination under uncertainty."
Rather than relying on …
