In recent years, Guayaquil fell prey to higher levels of organized extortion compared to territorialized criminal organizations over territory, institutional weaknesses, and socio-spatial inequalities. Thus, while extortion emerged as an increasingly specialized crime, there are limited empirical studies to evaluate the crime's spatiotemporal nature or its determinants. Therefore, this study aims to identify and characterize extortion "criminal severity zones" of Guayaquil from 2021-2024, via a novel geostatistical approach, in addition to the Neutrosophic Analytic Hierarchy Process (NAHP). This question builds upon the issue of Ecuador's minors not being liable as growing juvenile delinquents and those between 16-18 not receiving punishment for their actions will only foster more juvenile delinquents and complicate public safety and socio-protective efforts. This question is increasingly urgent given the recent upsurge in juvenile delinquency—grave crimes—and the vulnerable balance that exists between juvenile rights and social equity. In the context of citizen security, predictive systems for urban violence are essential for preventive decision-making and the efficient allocation of security resources. This work proposes an innovative neutrosophic framework that integrates Fuzzy Qualitative Qualitative Comparative Analysis ( fsQCA ) with Machine Learning algorithms to predict urban violence patterns in complex and uncertain environments. Neutrosophic logic allows handling the uncertainty, imprecision and inconsistencies inherent in social data, while fsQCA identifies complex causal configurations that traditional statistical methods cannot capture. Assessing The Relationship Between Treatment Quality, Matching And Dosage And Juvenile Justice Outcomes Among Youth With Co-Occurring Substance Abuse And Mental Health Disorders, Kevin T. Wolff, Michael T. Baglivio, Joshua A. Lang

This study examined differences among youth in deep-end juvenile justice residential placement who did, and did not, present with co-occurring disorders. The prevalence of cooccurring mental health and substance use/abuse issues was found to be 19%, far lower than that of prior work. Researchers demonstrated more similarities than differences between youth with and without co-occurring disorders, both in terms of their criminal histories and the prevalence of their criminogenic needs. Additionally, the residential programs across Florida appear to provide treatment at similarly high levels of integrity, as measured by 1) matching treatment services to the highest three dynamic risk assessed …

This capstone project develops, critiques, and applies a Crime Harm Index (CHI) for the City of Rochester, New York, as an alternative to traditional crime measures that rely solely on raw counts. Rather than treating all offenses as equal “one crime = one unit,” the project weights crimes by the severity of harm they cause, using New York State sentencing guidelines as the core metric. Across four working papers, the project moves from conceptual foundations and limitations of harm-based metrics, to the construction of a Rochester-specific Crime Harm Index, and finally to a set of spatial regression models that link …

Law enforcement officers are exposed to occupational stress and trauma routinely and at rates that far exceed the general population. This chronic exposure places them at risk for physical and psychological injury and negative outcomes to include mental health disorders including burnout, anxiety, depression, and PTSD. Prolonged exposure to occupational stress and trauma also increases the risk of suicidal ideation and dying by suicide, the most tragic outcome of the stress law enforcement officers face. This playbook examines the implementation of New York State’s Humane Alternatives to Long-Term Solitary Confinement (HALT) Act and presents evidence demonstrating that the law has not been fully or consistently enforced by the New York State Department of Corrections and Community Supervision (NYSDOCCS). Drawing on findings from the New York State Inspector General, the Correctional Association of New York, the Justice Center, court rulings, and community testimony, the analysis documents persistent violations, including excessive and illegal use of solitary confinement, inadequate documentation, failures to protect vulnerable populations, and insufficient accountability for staff misconduct. This study investigated the web accessibility and readability of U.S.-based nonprofit higher education institutions (HEIs) across the Foundation home, donation, and contact pages of selected websites. Utilizing a combination of manual verification and computer-automated analysis techniques, this study analyzes (n=101) institutional websites. Quantitative analysis reveals these webpages frequently contain WCAG 2.1 Level AA accessibility error types that are likely to affect the perceivability, operability, and understandability of the user’s experience, especially for individuals with disabilities or limited English proficiency. In 2024, the Supreme Court decided the case of United States v. Rahimi. The Court, unpersuaded by Rahimi’s objection regarding federal law which prohibited an individual subject to a domestic violence restraining order from possessing a firearm, decided the restriction was constitutional. While the holding of this case represents a win for survivors of domestic violence, the legal reasoning plants itself of flimsy concepts of history. The Court utilized a historical analysis test and looked to precedent rooted in social customs, legislation, and court holdings. Higher education in prison reduces recidivism and improves reentry outcomes, yet Mississippi’s prison education programs remain underdeveloped due to financial constraints, policy challenges, and systemic barriers. While national research on prison education is expanding, Mississippi-specific policy evaluations remain limited. This capstone employs a desk-based research methodology, integrating a systematic literature review and policy analysis to examine these challenges. The study synthesizes recent research on the impact of prison education, funding limitations, and policy frameworks, addressing a critical gap in state-specific policy evaluation. Extensive research has been conducted on biochar-incorporated concrete. However, no concrete mixture design guideline is currently available for implementing biochar incorporation in practice. The objective of this study was to correlate biochar absorption capacity with the compressive strength of biochar-incorporated concrete, to quantify the benefits of biochar and develop mix design guidelines. Biochar with varying absorption capacities was incorporated into concrete at 10%, 20%, and 40%. Strength and moisture loss were recorded over the 90-day curing period of the biochar-incorporated concrete. Results revealed three main findings: (1) in 10%, 20%, and 40% biochar mixes, the normalized strengths ranged from 0.65–0.85, …

Public murals that depict elements of local culture and history are a creative placemaking tool increasingly used by preservationists invested in the revitalization of their historic districts. Accurate estimation of the Maximum Detectable Distance (MDD) is critical for environmental remediation, nuclear incident response, and public safety. Conventional approaches assume stationary detectors and rely on computationally intensive simulations, limiting their applicability for mobile, real-time surveys. Mobile gamma spectrometry introduces additional complexities due to detector motion, variable acquisition times, and heterogeneous backgrounds. This study addresses the central question of how effectively a Physics-Informed Neural Network (PINN) can estimate MDD for mobile gamma spectrometry, while maintaining both accuracy and computational efficiency under dynamically changing environmental conditions. However, despite these reforms to push for an inclusive education system, there is still minimal effort to teach students about disabilities and the people who live with them.
