This article explores the role of public-private partnerships (PPPs) in enhancing cybersecurity as a component of sustainable and resilient development. It argues that cybersecurity is not only vital for digital transformation and economic growth but also closely aligned with the UN Sustainable Development Goals, particularly through its emphasis on resilient infrastructure. The paper offers a legal and policy-oriented analysis of how PPPs can strengthen cybersecurity capabilities by leveraging the combined resources and expertise of governments, businesses, and civil society. This article explores the foundations of state policy aimed at ensuring religious stability in Kazakhstan. It analyzes the scientific basis of religious studies, principles of tolerance toward the country’s traditional religions, and the role of religion in maintaining national security. This study examines the overlooked population of children affected by parental incarceration and evaluates intervention programs designed to support them. Grounded in Labeling Theory (Becker, 1963), Self-Fulfilling Prophecy (Merton, 1948), and the Restorative Justice framework (Zehr, 2002), this study explores how stigma, expectation, and repair shape the outcomes for the youth affected by parental incarceration. Drawing from qualitative and quantitative research, it analyzes the emotional, social, and educational effects of incarceration on families, identifying protective factors such as attachment, mentoring, and community support that mitigate delinquency risks. The Act adds the definition of ‘custodian’ for the purposes of public records requests to make clear that a custodian is the agency that has control over such public records. Further, the Act states that all requests for public records must be made to a custodian. As a result, when an individual submits a public records request, the request goes to the government entity rather than directly to the business from whom the record is requested. This diverges from the previous statute which allowed public records requests to be sent directly to private Businesses.

This dissertation examines the problem of fragmented data in the context of crime and cybercrime analysis. While both domains generate substantial public data, these sources vary widely in format, structure, and coverage, making it difficult to perform consistent inference or develop reliable predictive models. To address these limitations, this work proposes a layered integration framework grounded in ontology-driven modeling and data fusion. The approach is applied to two distinct but related case studies, each focused on constructing a coherent representation of criminal activity from heterogeneous sources. In recent years, conflicts between software access restrictions and Right to Repair (R2R) legislation have become a growing concern for policymakers and repair advocates around the world. Consumers have come to increasingly depend on electronic devices that integrate sophisticated hardware and embedded software. When those devices break or require maintenance, owners often lack the software or software-based tools required to fix them. In some cases where replacement parts and information may be readily available, device software and software-integrated tools present a barrier to independent repair. In 2012, Washington’s landmark McCleary decision confirmed and expanded previous interpretations of the state constitution’s “paramount duty” clause, affirming a vital positive right to education and a judicial willingness to enforce it against the other branches. Notwithstanding a tense six-year period of judicial supervision after the ruling, ultimately the state legislature enacted broad education funding reforms and the appropriations and revenues to implement the additional resources for schools. Given competition among stakeholders for public funding for state programs, in the post-McCleary period, other litigants have asked courts to find similar positive constitutional rights to state services and funding. The role of juvenile probation officers (JPO) has significantly changed in the past two decades. Rather than a focus on compliance, juvenile probation officers are tasked with using evidence-based practices focused on rehabilitation. Training is a key tool as it equips juvenile probation officers with the skills they need to implement new evidence-based practices and programs. Juvenile probation officers’ confidence in their ability to complete their changing job tasks should increase when they receive training. Flooding has profound social, economic, and environmental impacts on local communities, and zoning plays a critical role in mitigating these risks. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. A systematic review of 117 zoning ordinances from counties, cities, towns, and villages, we applied a structured analytical framework encompassing regulatory and permitting policies, voluntary and incentive-based measures, and nature-based solutions. The Family Educational Rights and Privacy Act (FERPA) is a foundational federal law designed to protect the privacy of student education records. FERPA includes exceptions—such as for health and safety emergencies—that institutions may interpret and apply in varied ways. This qualitative study explores how higher education professionals across diverse institutional contexts conceptualize and apply the health or safety exception, and how those interpretations influence campus safety practices and policy-making. Through semi-structured interviews with compliance officers and administrators, the research examines the intersection of federal policy, institutional culture, and individual judgment.

As part of the 2025 Indiana State University Sustainable Cities Initiative, we worked on two interconnected research projects: conducting a community needs assessment (as requested by Catholic Charities) and developing a climate-related disaster plan for the City of Terre Haute, Indiana. To complete this work, a student research team examined current statistical information for the Wabash Valley region (including Vigo, Clay, Parke, Vermillion, and Sullivan counties), as well as conducting and analyzing interviews, focus groups, and survey data to determine strengths, challenges, opportunities, and threats related to community resilience in the area. Federal reinsurance for advanced artificial intelligence offers a credible foundation for managing risk at scale. Traditional legal tools such as regulation, litigation, and voluntary guidelines, lack the institutional capacity to address deep uncertainty, widespread spillover effects, and low-probability but catastrophic harms. A public financial infrastructure distributes risk, incentivizes responsible development, and enables earlier detection of emerging threats. Precedent exists in nuclear energy, agriculture, healthcare, and finance, where federal reinsurance enabled markets to function despite underlying volatility. The same institutional logic applies to frontier AI.

In 2018, more than six million people in the United States were under correctional supervision, including incarceration, probation, or parole, equivalent to 1 in 40 adults (Maruschak & Minton, 2020). While this reflects a decline from previous years, prison populations reversed course in 2022, increasing by 2% nationwide, with 36 states and federal facilities reporting higher inmate counts (Nellis, 2024). Since 1973, policy shifts have fueled the rise of mass incarceration (Nellis, 2021; O’Brien, 2020). Natural disasters are expected to become more frequent and severe, increasing the need for effective disaster management. Governments are emphasizing community awareness and local self-reliance, with the Cooperative Extension Services (CES) playing a vital role in distributing science-based knowledge and supporting preparedness efforts. This qualitative content analysis (QCA), guided by Framing Theory, examined how CES disseminated weather-related disaster preparedness and response information from 2003 to 2023 on Extension Service websites. A needs assessment was undertaken in order to support planning on the part of the Towns of Millis and Medway, the Councils on Aging (COAs), and the communities as a whole. This Act amends various sections of Georgia’s criminal code. Three key changes are particularly noteworthy. First, the Act revises threshold amounts of fentanyl and related substances for the offenses of possessing, selling, distributing, manufacturing, and trafficking such substances. Second, the Act increases the penalties for such offenses. Lastly, the Act revises mandatory minimum departure provisions for defendants convicted of trafficking fentanyl and related substances.

The Act prohibits the use of state funds or resources to provide genderaffirming medical care to incarcerated individuals. It bans funding for sex reassignment surgeries, hormone replacement therapy, and any cosmetic or prosthetic procedures intended to alter an inmate’s primary or secondary sex characteristics. The bill includes limited exceptions, such as treatments for individuals with intersex conditions or those requiring continued hormone therapy that began prior to incarceration and is continued only for tapering purposes. The Georgia Department of Corrections is tasked with creating rules to govern these exceptions.

It stays discovery upon the filing of a motion to dismiss, limits voluntary dismissals after an answer is filed, and allows for bifurcated trials to separate issues of liability and damages. It caps recoverable medical expenses to the reasonable value actually paid and expands the admissibility of evidence related to damages—including permitting the admission of seat belt non-use to argue comparative fault or mitigate damages. Extended reality (XR)—the integration of virtual, augmented, and mixed reality technologies—creates immersive, embodied, and behaviorally integrated forms of communication that challenge traditional understandings of freedom of expression. While XR offers new opportunities for creativity, civic engagement, and cross-cultural participation, its immersive nature introduces risks of censorship, surveillance, biometric profiling, algorithmic manipulation, and inequitable access.
This Article situates XR within the framework of European human rights law. It begins by identifying the technical and psychological features that distinguish XR from conventional platforms, particularly presence, immersion, and embodiment, which transform speech into multisensory and interactive experiences. A School Climate Needs Assessment completed by 57 administrators evaluated both overall school climate and the key components that contribute to it. Administrators revealed low satisfaction with overall school climate (25%) and with students’ SEL skills (19%), and most considered these areas important to improve (77% and 79%) and expressed a desire for support (60% and 53%). Similar patterns emerged for academic performance (28% satisfied; 86% considered improvement important; 44% desired support), disciplinary actions (19%; 54%; 49%), and conflict levels—student-student (21%; 79%; 60%) and student-teacher (26%; 49%; 47%). Rape myths are false beliefs that explain sexual violence, and uphold current beliefs on sexual violence (Payne, Lonsway, & Fitzgerald, 1999). These myths can be learned and reinforced through a variety of sources, including formal school-based sexual education programs, pornography consumption, and peers. Through two studies, sexual education and rape myth were examined. In the first study, an exploratory content analysis of state sexual education guidelines was completed to better understand what information and guidance is provided by states to those providing sexual education. In the twenty-first century, slavery is still alive in the United States, but thankfully, it is increasingly unwell. States across the country, in places both expected and unexpected, have begun to pass amendments to their state constitutions that seek to finish the job started over 150 years ago by the Thirteenth Amendment. Whereas that amendment included an exception, providing for slavery and involuntary servitude as punishment for a crime, these new state amendments contain total prohibitions. In the discourse on the Takings Clause, disputes over methodology have long formed a kind of proxy war, with per se rules ordinarily underwriting strong constitutional protection for property rights and ad hoc standards more often vindicating public interests. At a moment when the Supreme Court is increasingly embracing the rules end of this rules-standards spectrum, this Article offers a novel perspective to challenge the conventional link between categorical reasoning and classical liberal conceptions of constitutional property.
