American Loopholes: What Are They, And How Do We Close Them?, Tanner L. Martin

This Comment examines the existence and impact of alleged loopholes within American gun control laws and explores how these gaps may affect Constitutional rights, legal enforcement, and public safety. In addition to identifying trends in American gun ownership, including patterns of purchasing, possession, and regulatory compliance, this Comment analyzes the current legal standards that determine who is disqualified from owning or possessing a firearm under federal law. These categories include individuals with certain criminal convictions, domestic violence restrictions, or mental health adjudications, and how those legal standards are applied in practice.

Advanced Practice Paramedics (APPs) are highly skilled paramedics who operate in diverse clinical settings both within and outside traditional ambulance services. International evidence demonstrates that APPs enhance patient outcomes in areas such as critical and primary care. In Australia, the expansion of APP roles and responsibilities has gained momentum; however, no nationally recognised framework exists to define their expected capabilities. This gap leads to inconsistencies in education, practice and role clarity. The clustering of tourist accidents is a critical yet underexplored area of research. This study employs cluster theory and safety system theory to develop a comprehensive measurement tool for analysing tourist accident clusters, examining their spatiotemporal evolution patterns, and identifying the driving mechanisms from a holistic destination perspective. By analysing accident records of Chinese outbound tourists across 48 countries from 2011 to 2019, the findings reveal a reduction in disparities among tourist accident clusters (α-convergence effect) and a fluctuating trend over time. Spatial autocorrelation analysis identifies four distinct spatial distribution patterns: low-low (L-L), high-low (H-L), high-high (H-H), and low-high (L-H). …

Railroad tank cars, being one of the most used means of transportation of hazardous material across the country, have not been structurally upgraded for a long time. Thus, the Pipeline and Hazardous Materials Safety Administration (PHMSA), a United States Department of Transportation (USDOT) agency, released a rule for safer transportation of highly hazardous and flammable liquids by railroad to enhance the design specifications of both the new and existing tank cars in May 2015. The rapid advancement of intelligent surveillance systems and the increasing demand for reliable biometric identification in border security, public safety, and digital forensics require robust face understanding under unconstrained conditions, including low resolution, pose variation, and occlusion. While Vision Transformer (ViT)-based foundation models have greatly improved visual representation learning, their patch-based tokenization and lack of spatial inductive bias limit their ability to capture fine-grained details in low-resolution inputs. This dissertation investigates multimodal representation learning for face understanding through natural language supervision, large-scale face-caption pre-training, and parameter-efficient foundation model adaptation. During major ocean storms (hurricanes, tropical storms, nor’easters), coastal communities often experience negative outcomes that local emergency managers (EMs) did not anticipate or sufficiently prepare for. Local EMs often have difficulty obtaining specific, local forecast data and consequence predictions they can act on to prevent losses and minimize avoidable consequences. Immigration remains one of the most contested public policy issues in the United States, and racial attitudes have become increasingly important in shaping public opinion and political debate. While prior research has shown a strong relationship between racial resentment and restrictive immigration attitudes, less is known about whether these attitudes extend to legislative discourse and the adoption of immigrant-inclusive state policies. Research literature on looksmaxxing is subsumed under the incelosphere, which is acknowledged as a white and male supremacist space. Yet, researchers fail to attend critically to the structure of patriarchy, choosing instead to base their analyses within the mainstream hegemonic masculinity paradigm. Using a Bourdieusian framework, this project fills a gap in the literature by transcending the mainstream paradigm to explain how the looksmaxxing community uses the body as a site of crisis management in response to patriarchal backlash, with the ultimate goal of restabilizing the patriarchy. During the discharge of a firearm, gunshot residue (GSR) is released and settles into nearby surfaces, leaving traces that can provide valuable information for forensic investigations. This study aims to improve understanding of the deposition, prevalence, and persistence of standard and less-lethal ammunition through an analytical framework that examines collection and analysis protocols, revealing connections among multiple traces for effective use in investigations and courtroom proceedings.

Pretrial detention rates in the United States are down, except in rural counties. Indigenous people are both over-represented and under-protected in settler-colonial criminal justice systems. Yet the criminal justice needs and experiences of rural and Indigenous people are largely overlooked in criminal justice reform research and discourse. I examined the role of rurality in bail administration in Pretrial Justice in Out-of-the-Way Places – Including Rural Communities in the Bail Reform Conversation. Signs in public spaces can provide essential information. Especially at times of crises, and in places where there are large populations who speak a minoritized language, translation is often employed to create multilingual signage for the benefit of the community. After all, translated signs appear because some authority considers that a certain message is important enough to be visibly communicated to the public, including those who do not speak the State’s preferred language. As artificial intelligence (“AI”) has become increasingly integrated into everyday life in Indian Country and into governmental functions, including policing, courts, and corrections, it is creating new circumstances that can undermine tribal sovereignty. The 575 federally recognized Tribal Nations are under significant pressure to maintain their sovereignty while adapting to new AI-based technologies. Juror decision-making in cases involving mental illness is shaped by legal understanding and subjective attitudes. This study examined how juror attitudes and jury instruction type influence the application of mens rea defenses—Not Guilty by Reason of Insanity (NGRI), Diminished Capacity (DC), and Guilty but Mentally Ill (GBMI)—in criminal case vignettes involving defendants with mental health presentations. Enhanced jury instructions improved understanding of mens rea concepts but did not improve the application of these concepts to verdict decisions. Biases against mens rea defenses were associated with DC verdict decisions, with more negative NGRI attitudes predicting less legally accurate but more confident …

Background: Tactical breathing is commonly used in law enforcement training to regulate stress, yet limited evidence exists regarding its acute effectiveness following physical fatigue. Purpose: To examine whether a brief tactical breathing intervention improves shooting performance and heart rate variability (HRV) following anaerobic fatigue in law enforcement officers. Methods: Thirty-eight officers completed baseline HR/HRV and a shoot/no-shoot scenario, followed by a maximal 500-m row and post-fatigue shooting. Participants were assigned to either a control group or a tactical breathing group, which received brief instruction and coaching before post-testing. BACKGROUND: Aerobic capacity is essential for the performance of military personnel and first responders. Traditionally, graded exercise tests (GXTs) with metabolic gas analysis have been the criterion-referenced method for assessing aerobic fitness. However, treadmill running and cycle ergometers may not fully reflect the whole-body demands required in tactical environments. Rowing-based assessments and the currently commercially available VO2max prediction formula are widely used across tactical organizations as practical field measures, and most tactical operators are considered inexperienced rowers, which has been minimally examined. The rapid growth of oyster aquaculture in the Southeastern United States necessitates the validation of post-harvest processing strategies to mitigate the risk of Vibrio spp. infection. This study investigated the efficiency of three cooling methods - Direct Ice Burial, Indirect Ice Cooling, and Ambient Control, on the prevalence and abundance of V. cholerae, V. parahaemolyticus, and V. vulnificus in cultured oysters (Crassostrea virginica) harvested in Georgia. Additionally, the study examined the safety of two different re-submersion periods for oyster safety.
Internal temperature profiles confirmed that while Direct Ice Burial achieved the most rapid cooling (< 10° C in 7.3 ± 1.2 min), the Indirect Ice Cooling protocol successfully reached the safety threshold in 73.7 ± 17.2 min, well within the 2-hour regulatory window. This Article examines the ambitions of history-and-tradition review in and beyond the Second Amendment. In Bruen and Rahimi, the Roberts Court rejected means-end review in favor of a historical-analogical approach, claiming to constrain the exercise of judicial discretion and thus to promote the democratic decisions of the founders. But our examination of these cases shows that the Court has created new opportunities for judges to advance their values in considerably less transparent ways. We identify contexts in which Second Amendment doctrine enables judicial discretion, key among them that it allows judges to reason about gun rights and regulation at disparate …

"Graphene-based, Fe-C coated long-period fiber grating (LPFG) sensors individually reveal a causal relation between LPFG wavelength change and Fe-C mass loss. Their correlation parameters vary significantly between the sensors mainly because hydrophobic multilayer graphene and graphene oxide make sensor fabrication inconsistent. This study explores MXene-based, Fe-C coated LPFG sensors due to MXene’s inherent hydrophilic property in the presence of surface functional groups such as hydroxyl and oxygen and the probability of detection (POD) for mass loss from Fe-C coated LPFG sensors when deployed at a fixed location. Public and nonprofit organizations exhibit high rates of female employment often attributed to sector structures and social roles. To better understand how individual behaviors dynamically contribute to these distinctive ratios, we deconstruct public and nonprofit employment into gendered patterns of attraction and attachment. Using duration analysis and following a cohort from the National Longitudinal Survey of Youth 1997, this research finds that women demonstrate a higher attraction to their first public and nonprofit job compared to men, evidenced through a faster rate of entry into this employment. Objective: As exposure of police officers to traumatic incidents has increased in recent years, the aim was to determine the prevalence of post-traumatic stress disorder (PTSD) and associated distress in the West Australian (WA) Police Force. Method: Participants were 1,278 sworn officers from the Western Australia (WA) Police Force, recruited via advertisements placed in the WA Police Union newsletter. This sample represented approximately 18.5% of the WA Police workforce. PTSD symptoms were assessed using the PTSD Checklist for DSM-5 (PCL-5), administered through an online survey platform. Donald Trump’s 2024 victory made him only the second president in American history to win a nonconsecutive reelection bid. This thesis serves as a preliminary investigation into why a decisive share of American voters chose Trump for a second time, drawing on voter behavior theory, analysis of digital political advertising and social media content, as well as recent election data. Theoretical frameworks including retrospective and prospective voting, as well as ideological innocence each offer plausible explanations for Trump’s repeat victory. This thesis examines soil contamination in Los Angeles as a pervasive yet underexamined environmental justice issue, rooted in the region’s history of industrialization, racialized land-use policy, and regulatory failure. It argues that soil operates as both a long-term repository and an active pathway of toxic exposure, embedding environmental risk directly within residential landscapes. Through an analysis of key contamination sources, including legacy lead pollution, urban oil extraction, wildfire-related toxins, and industrial sites such as the Santa Susana Field Laboratory and the Exide battery recycling facility, this study demonstrates how contaminants persist across generations, often long after their original sources have …

Local news outlets are well positioned to communicate and localize sea level rise for communities facing significant risk, yet coverage of the issue remains understudied. This thesis examines coverage of sea level rise in local Rhode Island news and the factors shaping it. A mixed-methods approach was used following the collection of nearly 1,000 articles published between 2014 and 2024, including a content analysis of issue-level frames and semi-structured interviews with local journalists to contextualize coverage patterns. Imagine being sexually assaulted and then having to choose between justice or deportation. In today’s climate of heightened immigration enforcement, many undocumented immigrant victims of sexual assault understandably remain silent. After all, who would risk everything just to report a crime that might get them deported? The fear of being separated from their families, ripped from the lives they have built, and sent back to dangerous conditions in their home countries prevents these victims from coming forward and seeking justice. Responding to distressing emergency calls increases firefighters’ risk for negative mental health outcomes, including posttraumatic stress disorder, warranting investigation into factors that can be targeted to reduce their risk for call-related distress. The present study examined whether the completeness of pre-arrival information about a distressing call reduced firefighters’ peri- and post-call distress via their perceived preparedness for the call and whether general self-efficacy moderated the relationship between pre-arrival information completeness and perceived preparedness.
