Geomagnetically Induced Currents (GICs) are electrical currents induced in long grounded conductors during geomagnetic disturbances. They represent one of the primary space weather hazards to critical infrastructure, particularly high-voltage power transmission systems and other grounded conductor networks such as pipelines. As modern society becomes more dependent on these systems, understanding and mitigating the impacts of space weather has become increasingly important. This thesis examines the physical mechanisms that generate GICs, from the interaction of the solar wind with Earth’s Magnetosphere to Magnetosphere-Ionosphere-Thermosphere (MIT) coupling and the current systems that drive geomagnetic disturbances (GMDs). Sex offender registries represent one of the most expansive and punitive criminal justice interventions in modern American history, yet public support for these policies remainsunderi nvestigated. Scholarly debate has questioned whether punitive attitudes toward sexual offenders reflect principled moral judgments, racial threat perceptions, or both. This study addresses that question by examining how offender race, offender age, offense severity, victim age, and offender-victim relationship shape public attitudes toward sexual offenders in the contemporary registry era. This qualitative dissertation explored the academic trajectories of 31 undocumented Latinx students in California who began their postsecondary education at community colleges and graduated from 4-year institutions. Guided by the undocumented community of trust model, which integrates Yosso’s (2005) community cultural wealth framework, Coleman’s (1994) theory of trust, and the newly introduced concept of alliance capital, this study examined how students leveraged seven forms of capital (i.e., aspirational, familial, navigational, social, resistance, linguistic, and alliance) to overcome educational barriers. Bail Reform, Large Language Model Risk And Reasoning, William Wyatt

This dissertation contains three studies. Each asks how rules or language change the choices people and machines make when outcomes are uncertain. The first study, written with Kiran John, evaluates California’s 2020 cashless bail reform. We use propensity score matching on arrestee records from the windows before and after implementation, and we test whether the shift away from cash bail produced any effect on subsequent offending. It did not. Matched comparisons yield small, statistically insignificant differences across every window we examined. That null result cuts against both sides of the public argument. Formal Vs. Informal Disclosure Of Campus Sexual Assault: Social Reactions, Institutional Responses, And Associated Posttraumatic Stress, Karyna Fowler

With research demonstrating increasing rates of sexual victimization on college campuses (Koss et al., 1987; Koss et al., 2022), sexual assault disclosure has become a critical construct with implications for victim-survivors’ posttraumatic stress (PTS) and healing. In the present mixed-methods study, college students (N = 558) at Bucknell University completed a survey assessing sexual victimization, disclosure, peer responses, institutional betrayal and support, and PTS; a subset (n = 9) participated in qualitative interviews examining social reactions, barriers to disclosure, and present functioning. Consistent with hypotheses, women reported significantly higher rates of sexual victimization than men; disclosure was relatively infrequent (26.5%) …

Highway roads intersect with a railroad track, forming a multimodal transportation system. The intersection is called a highway railroad grade crossing (HRGC). Because of the multiple transportation operations, induced conflict at the grade crossing, crashes may happen between road users (e.g., automobiles, pedestrians, bicyclists, etc.) and trains in operations at highway railroad grade crossings. Timely and accurate information regarding roadway incidents is critical for Traffic Management Centers (TMCs) to maintain safety and mobility. While Intelligent Transportation Systems (ITS) cameras and crowdsourced data provide significant visibility, rural interstate corridors often suffer from coverage gaps, or "blind spots," where incidents go undetected until significant queuing occurs. Public safety radio communications serve as the primary coordination method for first responders, creating a "verbal infrastructure" that contains vital information regarding incident location and severity. This study evaluates the feasibility of using Automatic Speech Recognition (ASR) to bridge these gaps by monitoring and analyzing radio traffic. The project developed …

Teachers who are culturally responsive use classroom materials that reflect their students' ethnicities, traditions, and values. Western teachers have access to diverse books and classroom tools. They have the agency to choose materials that support the curriculum. However, when Western educators work abroad, they must adapt their teaching methods and tools to local norms. Working abroad may require censoring or omitting information and content they believe in and support. As a result, teachers may feel dissonance or conflict when censoring. The American legal tradition generally distinguishes between cold-blooded, premeditated intentional killing and hot-blooded, spontaneous intentional killing. The former has traditionally been categorized as murder and the latter as the lesser crime of “voluntary manslaughter.” South Dakota’s homicide statutes, interpreted based on their plain meaning, depart from this deeply rooted tradition. The closest equivalent to the crime of voluntary manslaughter appears in South Dakota’s first-degree manslaughter statute, which includes a prohibition on homicide “[w]ithout any design to effect death . . . and in a heat of passion, but in a cruel and unusual manner.” The phrase “heat of passion” suggests …

Modern homelessness emerged in the 1980s due to political choices that cut the social safety net and decreased the availability of affordable housing. Medicalized views of homelessness that frame homelessness as driven by individual pathology, particularly mental illness and addiction, emerged in research, media, and politics at this time. Homelessness has persisted since and remains particularly high in regions, including California, where the housing markets are most constrained. In this context, California advanced multiple legislative changes between 2022 and 2025 that increased pathways to involuntary treatment and criminal-legal control over people experiencing homelessness. If the Trump administration’s goal is to remove between fifteen and twenty million undocumented individuals, then it would be far more effective to reduce the incentive of American companies and employers to hire undocumented individuals. Therefore, from a prosecutorial perspective, the federal government should consider whether seeking to charge and prosecute individuals is the most effective approach, or whether they should redirect their effort to the individual’s employer.

Export-control laws have long regulated information created outside of the U.S. government. Legal scholars have paid little attention to these national-security laws, and have not recognized that the government uses them specifically to assert a right to suppress information held in patent applications and trade secrets. In this Article, I present a new history of the relationship between export controls and intellectual property to show how the government regulates IP transfers, and how the state uses IP laws to national-security ends. The Criminalization Of Black Friendship, Kinship And Belonging, Reakash Walters

This paper posits that the Canadian state's attempt to target organized crime through the Criminal Code's criminal organization provisions has led to the criminalization of everyday expressions of Black life, including the criminalization of Black friendship. The statutory architecture of the regime incentivizes criminal legal actors with limited contiguity to Black culture to conflate bids for connection, association, and friendship within Black communities as gang activity.

Before the criminal organization provisions were enacted, Canada had no legacy of directly criminalizing organized crime. Localized violence in Quebec during the mid-1990s led to rushed amendments to the Criminal Code to target biker …

This paper explores the role that the Canadian Charter of Rights & Freedoms could and should play in addressing and redressing discrimination in the context of healthcare in Canada. Drawing on landmark as well as recent jurisprudence, we analyze how sections 7 and 15 of the Charter apply to three types of healthcare discrimination: (1) lack of access to healthcare and health services; (2) lower quality of services, and attitudes and biases faced in diagnosis and treatment; and (3) physical, verbal, psychological, and sexual abuse experienced by patients. An “Outburst Of Irish Feeling”: Fascism In The Irish Free State, Keira Ilene Codey

This study examines the ideological development and political significance of the Blueshirt movement in the Irish Free State, focusing mainly on how the transnational fascist thought developed amidst local conditions. It argues that although the Blueshirts, associated with organizations such as the Army Comrades Association (ACA) under the leadership of Eoin O'Duffy, incorporated aesthetic and ideological features of other interwar European fascisms into their program, including palingenetic ultranationalism, corporatism, and paramilitarism, these elements developed within the context of Ireland’s postcolonial political culture.
