The United States accounts for about 25% of the world’s prisoners but only about 5% of its population. It has the fifth highest imprisonment rate—higher than China and Russia—with people of color disproportionately impacted. This racialized mass incarceration, and the lack of political will to meaningfully address it, demands bold remedies. ...

So, what should attorneys do for clients like Pat when no viable release mechanisms remain: concede defeat and move on, or collaborate with those who are willing to ignore the law and grant release anyway?

Scholars have been predicting the demise of the American death penalty for much of the twenty-first century. This prediction finds support in state-by-state abolition, reduced numbers of new death sentences, and continued reductions in the death row population. Despite significant movement away from the death penalty, the punishment remains stubbornly persistent, with a small number of states continuing to aggressively pursue executions and scattered local jurisdictions securing a disproportionate amount of new death sentences.

This thesis examines the incarceration of Latina women in the United States through an intersectional lens that centers ethnicity, gender, and class, among other factors. While mass incarceration has been widely studied, Latina experiences are often overlooked or reduced to statistics, making their specific pathways into and through the criminal legal system largely invisible. This project argues that Latina incarceration is not simply the result of individual behavior, but is shaped by overlapping systems of structural inequality. Skilled labor shortages are a pressing issue in the construction industry. Existing research has primarily focused on the effects of labor shortages at the project or industry level, but there is limited exploration of how these shortages vary across specific trades and their distinct impacts on project outcomes. Evidence indicates that labor shortages vary significantly among trades. Leadership In Chaos: Law Enforcement Perspectives On Addressing The Missing Piece Of Nims, Joshua Pierce

The purpose of this qualitative study was to investigate the perceptions of law enforcement leaders regarding how to address the missing piece of the National Incident Management System (NIMS): the initial, chaotic phases of large-scale incidents. Specific elements investigated included the major challenges faced by incident commanders, the necessary knowledge and skills required, effective training models, the receptivity of the law enforcement community to new and/or additional training, any perceived implications for personnel, and evidence-based guidelines and recommendations from policymakers and leaders. Biaxial Bending Response Of Prestressed Concrete Girders Subjected To Accidental Asymmetric Prestressing Strand Loss, Haitham Abdelmalek, Mohanad Abdulazeez, Ahmed Ibrahim, Mohamed Elgawady

Bridge prestressed concrete girders are vulnerable to sudden rupture of prestressing strands caused by accidental collisions with over-height trucks. These incidents often result in the asymmetric loss of prestressing strands and concrete sections, generating a biaxial bending moment caused by the combined effects of lateral bending and existing service loads. The induced lateral bending moment reduces the flexural resistance of prestressed concrete (PC) girders. However, the current AASHTO LRFD (load and resistance factor design) provisions for flexural resistance in PC members do not explicitly address the complexities introduced by biaxial bending, leaving the extent of strength reduction uncertain. President Donald Trump’s pardons to people convicted for the January 6, 2021 attacks on the Capitol intensified the nation’s divisiveness. They also illustrate why proper clemency must be restored and used for its intended purpose to ameliorate injustice under the law. Clemency is not meant to be a “get out of jail free card” solely for family, friends, and political supporters. It is a constitutional mechanism designed to relieve consequences out of step with a criminal offense or to salve broad public hurt. The Supreme Court upheld the criminalization of public survival by unhoused people in City of Grants Pass v. Johnson in June 2024. This article examines that decision and considers why Grants Pass had not enforced its camping ban against unhoused people when the author visited the city one year later. One important reason is that Oregon had enacted legislation requiring that any camping bans in the state be objectively reasonable considering the totality of circumstances, including the impact on unhoused persons. This zine, created for Professor Kareem Collie's Design & Equity seminar at The Hive, examines disaster relief efforts in Alaska's Yukon-Kuskokwim Delta following the landfall of ex-Typhoon Halong on October 12th, 2025. Halong displaced over 1,600 people in nearly fifty Alaska Native communities. The project combines journalistic reporting from local Alaskan news sources with library resources that grounded the research in anti-colonial and environmental justice frameworks. This zine uses an equity-driven lens to deconstruct how colonial policies continue to shape disparate impacts of climate change. The debate over AI openness—whether to make components of an artificial intelligence system available for public inspection and modification—forces policymakers to balance innovation, democratized access, safety, and national security. By inviting startups and researchers into the fold, it enables independent oversight and inclusive collaboration. More Than “Just A Misdemeanor”: Why Diversion Is Critical For Low Level Youth Offenders, Lynn Williams, Ariana M. Ellis

Over the past two decades, juvenile arrests have declined sharply nationwide. Yet, during this same period, policies and penalties governing youth have grown increasingly punitive. Many lawmakers continue to advance “tough on crime” legislation that subjects all youth in the juvenile justice system to the same level of sanction, regardless of the seriousness of their offense or prior legal history. This article argues that juvenile delinquency should be addressed through individualized assessments of both risk and needs, rather than through uniform punitive measures. Unnecessary or disproportionate court involvement, particularly for low-risk youth, can produce significant short- and long-term harms, disrupt …

Opioid overdoses remain a problem in the United States, underscoring the need for additional surveillance tools to monitor trends in opioid overdoses. Emergency Medical Services (EMS) data is a timely surveillance method that captures more potential overdoses than hospitals by representing the pre-hospital setting. Research questions in the study assess EMS responses to suspect opioid overdose incidents from 2019-2023 in Georgia to encompass the following characteristics: timeframe (pre, during, post-pandemic), urban versus rural counties, race/ethnicity, categorical type of first responder, mean dosage of naloxone in milligrams administered, and death. 84,359 records meeting the inclusion criteria were initially retrieved from the …
