The Office of Juvenile Justice (OJJ) is a division of the Tennessee Department of Children’s Services, which provides oversight of custody and non-custodial services for justice-involved youth, including John S. Wilder Youth Development Center and all juvenile justice (JJ) placements. OJJ manages the Interstate Compact for Juveniles (ICJ), Absconder, Electronic Monitoring and Prison Rape Elimination Act (PREA) units in addition, provides funding to juvenile courts and other community programs to help divert youth from entering states custody. This annual report provides an overview of OJJ during the period of July 1, 2024, thru June 30, 2025 (FY25).

In June of 2025, the European Court of Human Rights (ECtHR) ruled in favor of a Roma mother, B.T., and her son after bringing a lawsuit against the Hungarian government for wrongfully violating their right to family life. The Hungarian government ordered the placement of B.T.’s unborn child into State care based on insufficient and dubious evidence used to justify such state action. This case focused on the prejudiced system that places Roma children into the State’s guardianship immediately after birth without evidence of imminent harm or other valid justification. According to a national 2022 study published in the New York Times, the state of Utah bears the highest risk of property damage due to to wildfires when measured as a share of all properties.1 These findings, coupled with Utah’s rapid population growth and accompanying residential development in fire-prone environments, present a pressing emergency preparedness challenge for federal, state and local officials. Citizen Engagement In Budget Simulation: Examining The Effectiveness Of Balancing Act Modules In Aligning Public Priorities And Allocation Choices, Frankline Muthomi

This study investigates the extent to which individuals exhibit consistency in their preferences during sequential budget simulation exercises, as well as the factors that shape these preferences. Grounded in behavioral and citizen participation frameworks, the analysis demonstrates that the simultaneous use of priority-setting and budget-balancing modules encourages participants to allocate resources in ways that reflect their previously articulated priorities. While instances of inconsistency remain common, preference consistency is associated with participants’ sustained support for their favored programs, their commitment to ensuring adequate resource allocation, and, to some extent, their willingness to finance these programs. According to the U.S. Supreme Court, cities are free to criminalize homelessness. The 2024 case City of Grants Pass v. Johnson is the most important homelessness case in decades and was a significant blow to advocates for the unhoused. The conservative majority rejected the idea that city ordinances criminalizing sleeping in public amounted to cruel and unusual punishment insofar as they penalized status. There is no sidestepping the loss. (Forthcoming 2026) Masked, plainclothes immigration agents in unmarked vans have terrorized communities in Chicago, Los Angeles, Minneapolis, and beyond. The indiscriminate violence committed by federal officers who at times appear indistinguishable from paramilitary units has forced immigrants into hiding and left lawmakers scrambling to address a growing and largely legal anonymity crisis in law enforcement. This Article explores the undertheorized implications of anonymous law enforcement, situating the rise of masked policing within a larger project of democratic retrogression and executive aggrandizement. Among the many head-spinning developments that have occurred from the first days of President Trump’s second presidency are his attacks on DEI (diversity, equity, and inclusion), including anti-DEI edicts targeting educational institutions. This article provides a chronology and analysis of the early 2025 Trump administration’s attacks on DEI targeting schools nationwide, the resulting harms, and responses thereto, including litigation. A discernible refrain in the early litigation challenging President Trump’s anti-DEI attacks targeting educational institutions across the country has been how those attacks cross a clear constitutional line: the prohibition of unconstitutionally obscure governmental mandates. Prosecutors are the most powerful officials in the criminal legal system. They decide whether to bring criminal charges and what those criminal charges should be. These decisions are totally within their discretion. The U.S. Supreme Court has consistently protected the power and discretion of prosecutors in making these decisions, and legal challenges to the exercise of prosecutorial discretion have been largely unsuccessful.

The rise of open-source generative artificial intelligence (AI) models presents new challenges for First Amendment jurisprudence. Although computer code has been recognized as protected speech, the emergent nature of AI-generated outputs complicates the boundary between human expression and machine autonomy. This Article examines the constitutional and regulatory implications of compelled disclosures and content filtering, situating the analysis within the precedent of the Eighth Circuit Court of Appeals and recent actions by the Missouri Attorney General targeting algorithmic opacity under consumer protection law. However, their jobs may look very different depending on what setting they are in and the different administrative policies governing their work. Preventing Harm At The Source: The Case For Regulatory Justice, Keith Ellison

What if the key to reducing crime in our communities was not more prosecution, but smarter regulation? I argue in this Article that consumer law is an underused and powerful addition to traditional criminal law in combating crime. Drawing on six cases brought by my office over the last seven years, I show how consumer protection statutes and civil common law doctrines can be used to hold manufacturers, distributors, and retailers responsible for practices that facilitate criminal harm, like gun violence, car theft, and drug misuse. This Article describes an existential legal and factual conflict about residential segregation. It is centered in a neighborhood a few blocks north of where George Floyd—and more recently Renee Good—were murdered. Five years before Floyd’s murder, the conflict reached a breaking point, resulting in three lawsuits. One involved federal civil rights and two involved state civil rights claims that housing policy was causing deeper residential and educational segregation. Much of this debate was summarized in a series of articles in the journal Housing Policy Debate before the lawsuits were filed.

Background: Overdose education and naloxone distribution (OEND) is a vitally important evidence-based practice for addressing the ongoing opioid epidemic. During the HEALing Communities Study in Kentucky, OEND was dramatically scaled up in eight counties using a “hub with many spokes” model and multifaceted implementation strategies. This aim of this manuscript is to describe qualitative perspectives of partner organizations regarding the utility of the implementation strategies used to expand OEND.   Method: Twenty small-group and 24 individual qualitative interviews were conducted with staff from 44 agencies that implemented OEND through partnerships with the study team. This first anthology assembles a multi-jurisdictional set of interviews to examine clergy abuse and institutional responses. The primary emphasis is Orthodoxy contexts and comparative discussion across religious settings. The core material consists of advocacy perspectives, firstperson accounts, and professional analyses. We need thoughtful clergy to speak out. The core problems: sexual abuse, spiritual abuse, power-asymmetrical relationships, and failure in impartial authoritative mechanisms of consequence, acting or even existing, in the first place.
