This dissertation is an interdisciplinary project that uses interview data collected from six student-parents attending Bronx Community College during 2024 to 2025. Using rhetorical and critical discourse analysis, this dissertation argues student-parents enact their rhetorical agency to transform their college experience. Specifically, student-parents use their rhetorical agency to interpret time and place in a way that centers their own wellbeing as well as the wellbeing of their children. This dissertation focuses on interpretations and ordinary practices that reimagine what time and place can look and feel like on a college campus. Predicting Water Quality Using Quantum Machine Learning: The Case Of The Umgeni Catchment (U20a) Study Region, Jamal Al-Karaki, Muhammad Al Zafar Khan, Amjad Gawanmeh, Marwan Omar

The assessment of water quality has become increasingly vital for maintaining the ecological balance and ensuring public safety across global water systems. This study examines the application of Quantum Machine Learning (QML) techniques in a real-world setting to predict water quality in the U20A region of the Umgeni Catchment, Durban, South Africa. We implemented the Quantum Support Vector Classifier (QSVC) and Quantum Neural Network (QNN) on a field-collected dataset. Our results demonstrate that the QSVC is more practical to implement and yields superior performance, achieving 75 % accuracy with polynomial and radial basis function kernels. Against the backdrop of continuously rising global fire safety standards and ongoing technological iteration in fire protection products, whether innovative fire protection products can be effectively accepted by the market has become a critical issue influencing the returns on firms’ innovation investments and the high-quality development of the industry. This dissertation investigates the complex behavioral responses to public policy shifts and institutional cues, quantifying their intended and unintended societal impacts. Across two distinct empirical contexts, this research examines how individuals adapt their risk profiles when signals from political or legal authorities change and how these adaptations generate measurable externalities.
The first chapter, "From Punishment to Treatment: Unintended Social Impacts of Changing Drug Policies," shifts the focus to the intersection of health policy and criminal justice. This article explores the challenges of regulating AI and ML clinical decision support tools intended to assist trained health care professionals in delivering clinical care. Two old, twentieth-century regulatory models have dominated discussions of medical AI policy since 2013. Thinking inside these old regulatory boxes has not produced effective regulatory solutions to address the novel risks AI poses in clinical care. The first regulatory box treats software as a medical device, which tasks medical device regulators with making software safe but neglects the crucial roles physicians, nurses, administrators, medical practice regulators, and other health oversight bodies must also play to …

Drug Scheduling As Institutional Design, Matthew B. Lawrence, David E. Pozen

Controlled Substances Act (CSA), U.S. drug law has simultaneously fueled mass incarceration, inhibited needed access, and enabled an opioid crisis. To make better choices, this Article argues that the CSA’s institutional design must account for three distinctive features of psychoactive drugs: the prohibition problem (drug bans tend to backfire when demand is inelastic), the pharma problem (drug companies have supercharged incentives to manipulate markets and exploit consumers), and the pluralism problem (drug policy involves irreducibly political questions that no expert discipline can answer). Flare guns are pyrotechnic devices capable of causing serious injury due to high-temperature combustion and projectile discharge. Though intended for signaling in maritime or wilderness settings, improper use can result in trauma patterns distinct from those seen with typical burns or fireworks. Despite their severity, flare gun injuries remain underreported and poorly characterized. We conducted a scoping review of PubMed, Scopus, and Ovid to identify 12 case reports involving 13 patients, and reviewed US National Electronic Injury Surveillance System records from 2015 to 2024, identifying 18 flare gun-specific injuries for a combined total of 31 injuries. African American students in South Carolina experience historical educational suppression (Anderson, 1988; Bowers et al., 2018; Fabel, 2019). This qualitative case study investigated how the use of African Diaspora and Gullah Geechee culture in supplemental education programs supported the academic success of youth. In society, sex offenders are subject to unforeseen consequences of the sex offender registry. The purpose of this qualitative study was to investigate how the sex offender registry contributes to the mental distress of registered sex offenders and their concerns about recidivism. This study addressed a gap in understanding the sex offender registry experiences from the offender’s perspective. The research question addressed how adult male registrants describe their experiences of mental distress associated with registration and how they perceive registration as shaping their risk of reoffending. Goal Statement
My goal to address alcohol-related traffic fatalities in Whatcom County is to reduce the prevalence of these fatalities by 20% over two years through preventative community education and targeted enforcement programs to decrease high-risk drinking behaviors in college-age youth.
Significant Findings
There has been a significant rise in alcohol-related traffic fatalities within Whatcom County, upwards of 50% of fatal car accidents in 2024 involving alcohol; 67.8% higher than the national average (CDC, 2024; Starks et al.,2025). The population most impacted by this public health risk is 21-24 year-olds, especially young men, who are four times more likely to …

This report offers a statistical snapshot of micromobility across the city over a three-week period in late 2025. Our team of trained researchers systematically observed over 1,700 micromobility vehicles at 155 separate intersections across the five boroughs of New York City. Our primary findings describe overall patterns in the demographics of micromobility and vehicle behavior at city intersections, and show how this behavior is shaped by variations in infrastructure as well as individual-level attributes.
Analysis Of Activated Carbon Fiber (Acf) As Particulate Filtration And Volatile Organic Compound (Voc) Media For The Development Of A Dual-Air Purifying Facepiece Respirator, Brie Mcmahan
ETDs from 2020-2029
Exposure to particulate matter (PM) and volatile organic compounds (VOCs) in occupational or public settings poses adverse health outcomes such as respiratory, cardiovascular, reproductive, neurological, carcinogenic morbidity and mortality. Many occupational settings expose workers to PM and VOC concurrently, yet most commercially available respirators are designed to address either particulates or vapors alone. This includes air-purifying respirators (APRs), powered air-purifying respirators (PAPRs), and filtering facepiece respirators (FFRs) with nuisance-level vapor protection, often limited by bulk, discomfort, high pressure drop, and misuse. We identified a need for alternative dual-exposure media and a respiratory protection device that is lighter, and more comfortable …
