Vigilante Violence, The Rise Of The New Right, And The Persistence Of The Texas Farmworkers, 1975–1980, Brent M. S. Campney, Tim Bowman

History Faculty Publications

This study charts the ineffective vigilante violence perpetrated by growers in the Rio Grande Valley of Texas to suppress farmworker activism from the mid-to-late 1970s and their abrupt shift in tactics with a 1980 strike in Hereford, Texas, toward the adoption of strictly nonviolent and tediously legalistic new methods associated with the neoconservative backlash. It does so in two major sections. In the first, grower violence is chronicled in detail that underscores both its rage and ineffectiveness. The second section shows how the New Right usurped the longstanding usage of physical violence against ethnic Mexicans in Texas, prompting conservatives to …

Perceptions Of Defund The Police, Russell F. Cooper Jan 2026

Perceptions Of Defund The Police, Russell F. Cooper

Doctoral Dissertations and Projects

This research delves into contemporary literature on the Defund the Police movement in the United States, a significant force shaping law enforcement practices and the future landscape of policing and criminal justice. Stemming from the aftermath of the 2020 George Floyd protests, this movement has spurred transformations in policing methodologies and resource distribution. With its expansion across the nation, law enforcement agencies are grappling with high turnover rates and a dwindling pool of qualified applicants. The Defund the Police movement, originally aimed at abolishing police departments due to perceived systemic issues, underscores the need for progressive law enforcement reforms, particularly …

Officers On Patrol: Perspectives Of An Arrest On Past And Present Law Enforcement Officers, Shanee N. Ellington Jan 2026

Officers On Patrol: Perspectives Of An Arrest On Past And Present Law Enforcement Officers, Shanee N. Ellington

Doctoral Dissertations and Projects

While attempting to apprehend suspects, police officers must contend with complex obstacles arising from the arrest's legal, ethical, and sociopolitical context. Officers had to follow their department’s guidelines while also developing legal procedures when carrying out an arrest. The study focused on how an officer’s perception of arrest decisions and procedures encapsulated challenges and ethical dilemmas. Through a semi-structured interview with twenty respondents, this research explored the implications of arresting behaviors on officers’ professional identity formation and development. The data analysis followed the grounded theory approach, which focused on identifying differences and similarities between former and current officers over time. …

The Evidence Machine: Rethinking Admissibility And Privacy In India's Ai Surveillance State, Samyukta Ramaswamy Jan 2026

The Evidence Machine: Rethinking Admissibility And Privacy In India's Ai Surveillance State, Samyukta Ramaswamy

Indian Journal of Law and Technology

The proliferation of artificial intelligence (‘AI’) surveillance technologies that utilise machine learning (‘ML’) capabilities to gather and process information to derive insights about individuals has transformed the surveillance landscape by enabling governments and private entities to engage in increasingly pervasive monitoring and data-driven profiling. In India, this transformation is compounded by the presence of executive-controlled surveillance mechanisms under the legal framework of the Telecommunications Act 2023, the Telecommunications (Procedures and Safeguards for Lawful Interception of Messages) Rules 2024, and the Digital Personal Data Protection Act 2023, amongst others, which authorises wide-ranging data interception and dragnet surveillance while exempting government agencies …

Circumscribing Alaskan Law Enforcement’S Access To Pretrial Electronic Monitoring Location Data, Rosa Gibson Jan 2026

Circumscribing Alaskan Law Enforcement’S Access To Pretrial Electronic Monitoring Location Data, Rosa Gibson

Alaska Law Review

In Alaska, pretrial detainees comprise much of the state’s prison population. Electronic monitoring—made possible by recent bail reforms—provides a pathway to pretrial release for those who cannot afford to pay bail. Using GPS data, the Pretrial Enforcement Division can monitor the location of a releasee’s ankle monitor for supervisory purposes. But when law enforcement seeks warrantless access to that data to investigate crimes other than the one for which a releasee is awaiting trial, that intrusion raises concerns under Alaska’s constitutional right to privacy. This Note argues that the Alaska judiciary, which is best positioned to guard the privacy of …

A Real-Time Mobile Robotic System For Crack Detection In Construction Using Two-Stage Deep Learning, Emmanuella Ogun, Yong Ann Voeurn, Doyun Lee Jan 2026

A Real-Time Mobile Robotic System For Crack Detection In Construction Using Two-Stage Deep Learning, Emmanuella Ogun, Yong Ann Voeurn, Doyun Lee

Civil Engineering & Construction: Faculty Publications

The deterioration of civil infrastructure poses a significant threat to public safety, yet conventional manual inspections remain subjective, labor-intensive, and constrained by accessibility. To address these challenges, this paper presents a real-time robotic inspection system that integrates deep learning perception and autonomous navigation. The proposed framework employs a two-stage neural network: a U-Net for initial segmentation followed by a Pix2Pix conditional generative adversarial network (GAN) that utilizes adversarial residual learning to refine boundary accuracy and suppress false positives. When deployed on an Unmanned Ground Vehicle (UGV) equipped with an RGB-D camera and LiDAR, this framework enables simultaneous automated crack detection …

A Case For Judge-Made Law For The American Jurists From An English Perspective—Drawing Example From The Human Rights Act 1998, Samuel Kuo Jan 2026

A Case For Judge-Made Law For The American Jurists From An English Perspective—Drawing Example From The Human Rights Act 1998, Samuel Kuo

Georgia Journal of International & Comparative Law

Many authors frown upon judge-made law as an inappropriate and ghastly exercise of judicial activism in American jurisprudence. This, nevertheless, is not the view of English jurisprudence. This Comment proposes instead that the American legal audience should embrace the benefits of judge-made law as a means of correcting the rigidity and inadequacies of the legislature. It does so by drawing an example from the recent debates over whether the Human Rights Act 1998 should be amended or repealed by the legislature, which is comprised of the members of parliament sitting in the House of Commons. By drawing the example of …

The Right To A Fair Trial In International Law And African Experiences, John Mukum Mbaku Jan 2026

The Right To A Fair Trial In International Law And African Experiences, John Mukum Mbaku

Georgia Journal of International & Comparative Law

A country’s system for the administration of justice significantly impacts the rights and lives of its inhabitants, which may include citizens, nationals, and temporary residents (e.g., refugees, asylum seekers, religious pilgrims, and other travelers in transit). A robust and fair system for the administration of justice is an important element of the rule of law and serves as a guard against impunity in general and the abuse of human rights and fundamental freedoms in particular. Such a robust system for the administration of justice is especially important for the protection of the rights of vulnerable groups (e.g., women and girls, …

Psychological Experiences Of Law Enforcement Officers Responding To Critical Incidents Alone And With A Partner, Lydia Abernethy Jan 2026

Psychological Experiences Of Law Enforcement Officers Responding To Critical Incidents Alone And With A Partner, Lydia Abernethy

Walden Dissertations and Doctoral Studies

The role of law enforcement officers is to restore peace and safety when chaos occurs, which can be life-threatening and stressful as officers respond to the critical incidents unfolding. For this study, a qualitative approach and phenomenological framework were utilized to gain insight into the first-hand psychological experiences of officers responding to critical incidents. Police officers work in demanding environments that can lead to mental health conditions such as depression and post-traumatic stress disorder. Peer support and communication among coworkers have emerged as a potentially important factor, as officers would share traumatic events with other officers. Therefore, my research focused …

“No Ifs, Ands, Or Butts”: Analyzing Race And Gender In Sex And The City Through Black Feminist Theory, Daniella Orias

Dialogue: The Interdisciplinary Journal of Popular Culture and Pedagogy

This article analyzes Season 3, Episode 5 of Sex and the City, “No Ifs, Ands, or Butts,” through the lens of Black feminist theory. It investigates how race and gender are constructed, stereotyped, and selectively represented within the episode’s narrative. The analysis focuses on two Black characters who were featured only in one episode of the series, Adeena and Chivon, and examines how the show portrays harmful stereotypes such as the angry Black woman (Adeena) and sexualized Black male (Chivon) in the episode. These limited and harmful representations are further scrutinized by the fact that the show is often …

A Qualitative Study Of Medical Cannabis Policy For Multiple Sclerosis In Kansas And Colorado, Haydn Primrose Jan 2026

A Qualitative Study Of Medical Cannabis Policy For Multiple Sclerosis In Kansas And Colorado, Haydn Primrose

Walden Dissertations and Doctoral Studies

Medical cannabis may alleviate symptoms associated with multiple sclerosis (MS), yet access to cannabis-based treatment (CBT) remains inconsistent across U.S. states. The research problem was that state policy variation and administrative implementation produce inequitable access and clinical uncertainty for individuals with MS and for clinicians and policymakers responsible for compliant care decisions. Existing literature on cannabis for MS primarily addresses symptom relief, including spasticity reduction, pain relief, and improved sleep quality; however, access policies vary by state. The purpose of this qualitative systematic review was to synthesize evidence on policy and administrative barriers shaping access to medical cannabis for MS …

Electronic Theses and Dissertations Archive

This study analyzed crime news coverage in Memphis 10 p.m. newscasts two years following the 2023 Tyre Nichols killing. Nichols was killed by Memphis police officers after a traffic stop resulting in criminal charges and substantial news coverage from local television stations. Results of this study indicated that despite public calls for reform, local news sustained traditional patterns of news reporting emphasizing violent crime, law enforcement voices, and heavy exposure with little increased inclusion of community voices or systemic context.

Toward A Contemporary Understanding Of Global Leadership: Relevance Of Diverse Voices, International Collaboration, And New Perspectives, Joseph M. Cervantes, Viet A. Ho, Vui T. Nguyen, Tram N. Le, Minh N.P. Vo

The Journal of Values-Based Leadership

This paper introduces Integral Global Attunement (IGA) as a transformative paradigm in global leadership, emerging in response to the unprecedented shifts catalyzed by theCOVID-19 pandemic. Rooted in the fusion of psychological insight, intercultural consciousness, and ethical stewardship, IGA proposes a fifth wave of leadership—one that transcends transactional strategies to embrace identity, ethics, and relational interconnectedness as central pillars of influence. The writing argues that the current global crises reflect not merely external disruption but an inner dissonance within humanity, calling for a deeper, multi-aware model of leadership. Through the triadic lens of identity (e.g., multicultural integration, visionary consciousness), ethics (e.g., …

Examining The Impact Of Racial Microaggressions And Psychological Distress In Latine Individuals: A Focus On Ptsd, Anxiety, Depression, And Stress, Melanie Garcia, Yajairy Cabrales, Miguel A. Castano, Richard Chang, Gloria Wong-Padoongpatt

Spectra Undergraduate Research Journal

Latine individuals in the United States face distinct mental health challenges due to unique stressors, including systemic racism and discrimination. While research has established that racial microaggressions—such as daily slights, insults, and invalidations—negatively impact the psychological well-being of people of color, there remains limited scholarship specifically focused on Latine communities. This study examines different types of racial microaggressions—such as invisibility, criminality, and sexualization—as predictors of psychological distress among Latine individuals. A sample of 434 Latine participants completed measures assessing their experiences with racial microaggressions, as well as symptoms of depression, anxiety, stress, and trauma. Four multiple linear regression models were …

Constitutional Time: The Temporal Dimension Of Precedent In Consitutional Jurisprudence, Laura A. Cisneros Jan 2026

Constitutional Time: The Temporal Dimension Of Precedent In Consitutional Jurisprudence, Laura A. Cisneros

University of Memphis Law Review

The role of time in constitutional precedent lies at the heart of judicial decision making. While there is a consensus on the importance of precedent, the modalities of its application remain a subject of intense debate within legal circles. At the core of this discourse lies a fundamental tension: the imperative to maintain fidelity to established precedent, thereby ensuring legal stability and predictability, versus the necessity to re-evaluate and potentially overturn precedent in response to evolving societal norms or innovative constitutional interpretations. This dichotomy presents a fundamental challenge to the Supreme Court, requiring a delicate balance between continuity and adaptability …

The Indian Supreme Court Acts On The Stray Dog Issue: Is It A Crisis Or An Opportunity? Part 1, Andrew Rowan Dphil

WellBeing News

This article examines the Indian Supreme Court’s recent intervention in the country’s stray dog issue, triggered by public safety concerns following a fatal rabies case. It outlines the Court’s initial directive to remove street dogs, the legal and welfare challenges that followed, and the subsequent modification of the order to align with India’s Animal Birth Control Rules. The piece highlights the tension between public health, animal welfare, and governance, framing the Court’s actions as both a response to crisis and an opportunity to strengthen humane, lawful stray dog management nationwide.

The Taiwanese Way To Ai Governance: Draft Basic Law On Artificial Intelligence And Future Regulatory Strategies Jan 2026

The Taiwanese Way To Ai Governance: Draft Basic Law On Artificial Intelligence And Future Regulatory Strategies

Washington International Law Journal

Abstract: Despite Taiwan’s significant contributions to the global artificial intelligence (AI) ecosystem, its role remains underexamined in international AI governance discourse. This Article addresses this gap by analyzing Taiwan’s emerging AI regulatory framework, with particular emphasis on the Draft Basic Law on Artificial Intelligence (the “Draft AI Law”). Situating Taiwan’s approach within the broader global regulatory landscape, the Article compares the Draft AI Law with key international models, including the European Union’s AI Act and the United States’ NIST AI Risk Management Framework, while also drawing on regulatory developments in Japan and South Korea. Rather than providing a clause-by-clause analysis, …

Perceptions Of Juvenile Justice Professionals Regarding The Effectiveness Of Juvenile Reentry Programs And Recidivism In The Southwest Region, Lei Anne Johnson

Walden Dissertations and Doctoral Studies

Juvenile recidivism persists in the U.S. justice system, highlighting the need for effective reentry programs. However, limited research exists on juvenile justice professionals’ perceptions of program success. The purpose of this qualitative study was to explore these professionals’ perceptions regarding the effectiveness of juvenile reentry programs in reducing recidivism. Guided by Bandura’s social learning theory, the study examined how observation and modeling influence youth behavior during reentry. The research questions focused on professionals’ perceptions of program effectiveness and how these perceptions impact recidivism reduction efforts. A qualitative phenomenological design involved semi-structured interviews with 13 juvenile justice professionals in the southwest …

Rescue: Routing Under Evolving Stochastic Congestion And Uncertain Spread In Wildfire Emergencies, Sowjanya Tammali, Arindam Khanda, Anurag Satpathy, S. M. Shovan, Sajal K. Das

Computer Science Faculty Research & Creative Works

Wildfires cause unpredictable spread and panic-driven congestion, posing severe challenges to evacuation planning. We present RESCUE (Routing under Evolving Stochastic Congestion and Uncertain Spread in Wildfire Emergencies), a dynamic, risk-aware framework that models the road network as a time-varying weighted graph. RESCUE operates in two stages: (i) a preprocessing phase integrating fire forecasts, traffic density, and distance to assign edge weights, and (ii) a real-time routing phase that adaptively updates paths using a multi-granular strategy distinguishing macro-level disruptions (e.g., rapid spread) from micro-level changes (e.g., local congestion). Two stochastic edge-cost functions are introduced: the Edge-Fire Risk Function (EFRF), estimating road …

Risk And Public Judgments On Police Pursuits: A Nationally Representative Conjoint Experiment, Scott M. Mourtgos, Ian T. Adams, Kyle Mclean, Geoffrey P. Alpert

Faculty Publications

Police vehicle pursuits emphasize a central tension between law enforcement imperatives and public safety. While modern policies emphasize balancing apprehension needs against risks of continuation, little is known about whether public intuitions mirror this framework. We address this gap using a nationally representative conjoint experiment (N = 3,334) that varied eleven contextual factors across randomized pursuit scenarios. Respondents rated perceived risk, indicated whether pursuits should be terminated, and made forced-choice tradeoffs. Across all outcomes, high-risk situational factors (e.g., high speeds, adverse weather, heavy traffic, urban settings, etc.) increased perceived danger and termination support, while more serious underlying offenses, particularly …

Time As A Constitutional Constraint: Resolving The Circuit Split On Prolonged Fourth Amendment, Ian Seabrooks

Washington Law Review Online

The Fourth Amendment of the U.S. Constitution states, “[t]he right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated. . . .” Some circuits, like the Ninth and D.C. Circuits, have interpreted the Fourth Amendment’s reasonableness standard to apply beyond just the initial seizure of property but also to include the continued retention of the seized property. Other circuits, such as the First, Second, Sixth, Seventh, and Eleventh Circuits, have read the reasonableness standard more narrowly and interpreted this requirement to pertain only to the original seizure. …
