This project was an evaluation of a quality improvement (QI) initiative conducted in a large medical enterprise to address the problem of poor performance of their hospitals in accreditation surveys. The desired outcome was to evaluate whether an innovative plan of correction process was impactful in reducing the negative outcomes of regulatory and accreditation surveys. The role of the school librarian (SL) is evolving to better meet the needs of a school in an increasingly digital learning environment. This case study research of an exemplary district level library program explores what is currently working by examining the valued competencies of SLs and contextual factors that enable strong library programs in 1:1 device settings. The findings suggest that SLs are expected to be change agents, relationship builders, curriculum developers, and creators of virtual library services. This dissertation explores how various types of disasters affect the financial behaviors of local governments, interacting with public managerial decisions, intergovernmental aid, and community-context effects. The first essay examines whether 1) disaster aid distribution is associated with social vulnerability indicators of affected counties given the same level of disaster damage, and 2) ethnic representativeness of the Federal Emergency Management Agency (FEMA) workforce increases policy benefits in terms of disaster relief funds for counties with a higher level of vulnerability related to minority status. Public administration scholars have long believed that bureaucratic whistleblowers help make bureaucracies more democratic, effective, and accountable. With these firm convictions, the U.S. federal government has introduced a series of whistleblower protection systems to balance administrative power and external political accountability of public organizations. Building on this intellectual history of public administration scholarship on whistleblowing, this dissertation aims to: 1) understand bureaucratic whistleblowing at the theory-level, 2) examine the effects of whistleblower protection laws on bureaucrats at the individual-level, and 3) investigate how whistleblowing outcomes can reshape bureaucracies at the organizational-level.

Workplace anxiety costs U.S. businesses approximately $45 billion in lost productivity each year, increases the likelihood of absenteeism and presenteeism in the workplace, and causes four times the number of job absences as those due to other nonfatal injuries or illnesses. Paper-based delivery of medication administration is prone to errors and multiple points of failure affecting patients’ safety. The Covid-19 pandemic caused major disruptions throughout the container shipping supply chain. Professor Dongping Song of Liverpool University wrote a paper discussing the logistical vulnerabilities in the supply chain, including the issue of congestion in ports. This paper examines the Port of Los Angeles from 2018-2021 as it relates to Song’s paper to see how its operations were impacted during the Covid-19 timeframe. It is found that labor shortages, chassis shortages, and change in trade behavior each contributed to the congestion. Unfortunately, the implemented policies were insufficient to bolster the port against sustained challenges and congestion continues to worsen.

Principals are regularly expected to navigate and lead in contexts of complex change. While professional learning is often seen as a key lever for change, there is minimal research regarding principal professional learning in change contexts and even fewer studies making explicit connections between professional learning and change.
