Cyber operations are thought to be one of IHL’s main challenges. This research examines cyber operations in armed conflicts, focusing on the following legal issues such as the definition of combatants and military objectives, attribution and responsibility, and the protection of civilians and civilian objects. This paper will contribute to the legal discourse on cyber threats, which will uniform future multilateral conventions regulating cyber warfare. This research paper adopted an analytical approach to assess the applicability of IHL in cyber warfare. Its results indicates that existing IHL rules are insufficient to cover cyber operations. Small business owners who emphasize wealth creation to the detriment of sustainability may experience negative business outcomes. Small insurance agency owners are concerned because agency sustainability is a key to creating value for all stakeholder groups. Grounded in the stakeholder theory, the purpose of this qualitative pragmatic inquiry was to explore strategies that some owners of small insurance agencies in the financial services industry use to create value for different stakeholder groups in order to remain sustainable in an evolving business environment. Brucellosis is a zoonotic disease caused by the gram-negative, intracellular bacterium Brucella. Although it is endemic in Pakistan, comprehensive data on its prevalence, risk factors, and diagnostic accuracy remain limited. Therefore, this study aimed to assess these parameters in local communities of District Dir Upper, Khyber Pakhtunkhwa, Pakistan. A total of 345 individuals suspected of brucellosis were investigated. Blood samples and structured questionnaires were collected to determine prevalence and identify associated risk factors. Hypotrichosis is a hereditary hair development condition that results in thin or little hair on the head and other regions of the body due to diminished or non-existent hair growth. To investigate the prevalence rate, the mechanism of inheritance, and the genetic counselling of people affected by these conditions. To determine the number of cases of familial hypotrichosis, a survey was done at various schools, colleges, hospitals, and communities to identify those affected by this ailment. A study of eleven families with consanguineous marriages found that 10.52 % of the population had hypotrichosis. The affected individuals had limited hair growth …

Mathematical Modelling and Numerical Simulation with Applications
In this research, the application of two scalarization methods, namely the conic scalarization method and the $\varepsilon$-constraint method, is investigated within the context of a multi-objective optimization problem. These methods are used to address the challenge of assigning nurses to patients on a hospital unit during a shift. The two objective functions of this assignment problem are based on patient workload metrics and unit-related travel distance measures. The proposed solution approach demonstrates the ability to generate solutions that eluded the previous mathematical programming techniques that relied on simplistic weightings of conflicting objective functions. This paper presents an integrated framework in which delay differential equation (DDE) modeling and machine learning (ML) approaches are coupled to study hydrogel formation kinetics, with emphasis on delayed crosslinker addition. Conventional mechanistic models disclose many physical and kinetic complexities of reacting mixtures; they seldom depict the nonlinear and time-evolving complexities inherent in developing polymer networks. To address this, a mathematical model is developed that examines how the insertion of crosslinkers affects system stability and equilibrium. Analytical and numerical results show that delays nearing critical levels cause bifurcation behavior with substantial implications on gelation kinetics. Mathematical Modelling and Numerical Simulation with Applications
This research explores how water treatment contributes to limiting the transmission of Shigellosis, an infection caused by bacteria from the Shigella genus. A mathematical framework is formulated to evaluate the influence of protective strategies and water purification on the spread of the disease. To confirm the model's biological relevance, its well-posedness is investigated. The basic reproduction number $(\mathfrak{R}_0)$, a critical indicator of disease behavior, is derived using the matrix operator method. Findings indicate that if $\mathfrak{R}_01$, the infection persists, with the endemic equilibrium exhibiting local asymptotic stability. Widespread use of technology, particularly smartphones, introduced new challenges involving parent–adolescent attachment. Although existing literature primarily examines parental phubbing of adolescents, there is a significant gap in research exploring the experiences of mothers who are phubbed by their adolescent children. To address this gap, the central research question guiding this study was: What are the lived experiences of mothers who have been phubbed by their adolescent (ages 14-18) children? With the increasing progress of queer perspectives in the academic setting, there have been calls for LGBTQ+-inclusive teaching practices. In the Philippines, attempts have been implemented to produce curricula and materials that are more gender-responsive and gender-sensitive. However, these initiatives are without their barriers as conservative traditions and sexist ideologies still affect the eradication of gender-based discrimination in the classrooms. Academia, think tanks, and international media have largely adopted the Turkish government’s narrative that the events of July 15, 2016, constituted a failed coup attempt. This dominant framing has shaped policy responses and scholarly interpretations despite the authoritarian context in which it was crafted. Many Turkish and Western scholars accepted the Turkish government’s narrative that the July 15 events were a failed coup attempt. They often rely on surface-level indicators and official statements without critically engaging with available evidence. Also, they disregarded substantial evidence and defendants’ statements in judicial proceedings that directly contradict official statements. One notable exception to this …

A Civic Resignation?: Generational Reactions To Government Data Breaches In Indonesia, Irnasya S. Hadi

This paper examines how different generations in Indonesia perceive and respond to government data breaches, a recurring phenomenon that undermines trust in state-led digital governance. Using a mixed-methods design, it draws on interviews with civil society organisations, focus groups, and a survey of 1,081 respondents across Baby Boomers, Generation X, Millennials, and Generation Z. Findings show that distrust in the government’s ability to protect personal data is widespread, but generationally stratified. Baby Boomers and Generation X largely treat breaches as bureaucratic inevitabilities, exhibiting high resignation and minimal engagement. This study investigates the relationship between market-economic decentralization and governance within the Hargeisa Local Government in Somaliland. Market-economic decentralization, influenced by neoliberal principles, involves transferring decision-making authority to local levels to stimulate private sector engagement and economic efficiency. Despite comprehensive decentralization reforms initiated in 2001, Hargeisa continues to confront significant governance challenges, including institutional weaknesses, fiscal mismanagement, and corruption. Employing a mixed-methods approach, this research integrates quantitative surveys and qualitative interviews with 269 local officials to assess the impact of decentralization on key governance indicators: accountability, transparency, and e-governance. Development planning ideally requires accurate information to translate distant solutions, where actions and impacts are separated by significant delays. However, the attention theory suggests that the attention of planners is constrained by familiarity bias, shaped by organizational procedures and communication channels. This study argues that planners are less likely to prioritize distant solutions due to a stronger sense of perceived self-efficacy. Even when presented with favorable information, decision-makers tend to rely on heuristics that filter out unfamiliar information. Gravel beach systems provide vital protection from coastal flooding and erosion. They are highly dynamic and exhibit complex responses to hydrodynamic forcing over a range of temporal (hourly centennial) and spatial scales (m to km). Yet gravel beach evolution, particularly at interannual to decadal scales, across the spectrum of coastal settings, remains poorly understood. We use four decades of Satellite-Derived Shoreline (SDS) data to explore the morphodynamic behaviour of 45 selected gravel beach systems around the United Kingdom and Ireland. We apply a site-specific SDS extraction methodology and derive shoreline trends along 1554 shore-normal transects. Our findings indicate significant variability …

Mcmc-Net: Accelerating Markov Chain Monte Carlo With Neural Networks For Inverse Problems, Anuj Abhishek

In many computational problems, using the Markov Chain Monte Carlo (MCMC) can be prohibitively time-consuming. We propose MCMC-Net, a simple yet efficient way to accelerate MCMC via neural networks. The key idea of our approach is to substitute the true likelihood function of the MCMC method with a neural operator based surrogate. We extensively evaluate the accuracy and speedup of our method on three different partial differential equation-based inverse problems where likelihood computations are computationally expensive, namely electrical impedance tomography, diffuse optical tomography, and quantitative photoacoustic tomography. MCMC-Net performs similar to the classical likelihood counterpart but with a significant speedup. …

This research investigates the effect of media convergence on AIS in SMEs in Iraq during emergencies. The adopted research methodology was quantitative in nature in which 301 accountants participated in the study, and the phenomenon was measured using partial least squares structural equation modelling (SEM-PLS). The findings reveal the net benefits of decision-making and demonstrate how useful they are for Iraqi SMEs to consider while making decisions based on the factors like civil strife and the COVID-19 outbreak.
