Making Alaskans Whole: How Regulators Can Restore Trans-Alaska Pipeline System Lands And Recover Billions For The Public, Catherine H. Rocchi, Philip A. Wight, Michael Loughran

Alaska Law Review

This Article examines the dismantlement, removal, and restoration requirements associated with the Trans-Alaska Pipeline System (TAPS). These decommissioning obligations, rooted in the right-of-way lease agreements between state and federal agencies and the pipeline owners, require the lessees to remove pipeline infrastructure and restore Alaskan lands at the end of the pipeline’s useful life. Yet the regulatory structures governing TAPS decommissioning are deficient in several respects. Regulators have failed to safeguard decommissioning collections using a designated fund or a comprehensive liability regime. An opaque and overly permissive approach to transfers of ownership between the TAPS carriers has substituted private agreements for …

Feed It To The Ocean: The Federal Approach To Decommissioning In Alaska Native Climate Adaptation Projects, Sophia Tidler

Alaska Law Review

This Note calls on the Council on Environmental Quality (CEQ) to issue guidance clarifying that concurrent decommissioning is an in-scope “connected action” under the National Environmental Policy Act for relocation, managed retreat, and protect-in-place projects aimed at replacing infrastructure in environmentally threatened Alaska Native communities. In 2018, the Denali Commission completed the Final Environmental Impact Statement for Alaska’s first community-driven village relocation of the millennium, facilitating construction of essential infrastructure at Mertarvik, the relocation site for the village of Newtok. However, the Denali Commission chose to exclude a full-scale decommissioning plan for Newtok’s existing infrastructure. Today, more than seventy-three Alaska …

Complementarities In High School And College Investments, John Eric Humphries, Juanna Schrøter Joensen, Gregory Veramendi Jun 2025

Complementarities In High School And College Investments, John Eric Humphries, Juanna Schrøter Joensen, Gregory Veramendi

Cowles Foundation Discussion Papers

This paper examines how high school specialization shapes college investment decisions and their subsequent returns through dynamic complementarities. Using Swedish administrative data, we estimate a dynamic Roy model that accounts for selection on multidimensional skills, family background, prior investments, and unobserved heterogeneity. We identify the model using rich skill measures and quasi-experimental variation in program popularity. For marginal students, STEM specialization in high school increases wages by 9%, with more than half this return attributed to dynamic complementarities that enhance the productivity of subsequent college investments. Consequently, we find that counterfactual policies encouraging high school STEM specialization generate twice the …

Harboring Change: Legacy Contamination, Plant-Metal Dynamics, And The Fate Of A Boston Marsh, Emma Brooks

Graduate Masters Theses

Coastal wetlands within the Boston Harbor watershed provide numerous ecosystem services and community benefits but are challenged by anthropogenic influence including a legacy of pollution and increasing mean sea level. In this thesis, I will consider the historic and present sources of contamination in Boston Harbor, the role an individual salt marsh species (Salicornia depressa) plays in the movement of heavy metals, and how projected sea level rise and urbanization may affect future marsh viability. These complex issues are explored through a case study of Pattens Cove, a 9.6-acre parcel of state-managed land in Dorchester, MA home to …

Self-Initiated Police Activity, Crime, And Complaints Against Police, Vincent Joseph Schaan Jun 2025

Self-Initiated Police Activity, Crime, And Complaints Against Police, Vincent Joseph Schaan

Walden Dissertations and Doctoral Studies

This quantitative study aimed to examine the statistical relationship between self-initiated police activity, citizen complaints against police officers, sustained findings of misconduct, and crime within three police agencies located in the southwest United States. Prevailing law enforcement perception fueled by protests and riots infers that reducing proactive policing will decrease complaints. Using chi-square and binary logistic regression, this study analyzed 53,585 police and public contacts to answer three core questions. The statistical tests found a statistically significant inverse relationship between self-initiated police activity and complaints against police, with an odds ratio of 2.386 (95% CI: 1.62,3.50; p<.001). The findings indicate that officers who engage in self-initiated police activity have a 35.95% lower statistical probability of facing a citizen complaint. This study also found no statistically significant relationship between actual police misconduct and self-initiated police activity. The findings advocate for evidence-based decision-making based on statistical data, which found a reduced probability of complaints when law enforcement officers initiate public and police interactions. These findings contribute to positive social change by providing critical knowledge and information, and creating the potential for law enforcement officers and agencies to improve their relationships with the public by reducing complaints. Increasing self-initiated police activity provides a gateway to a reduction in crime and fewer complaints against police; therefore, data and information may motivate agencies and officers to increase self-initiated police activity to help reduce complaints and reduce crime.

Implications Of Neural Compression To Scientific Images, João Phillipe Cardenuto, Joshua Krinsky, Lucas Nogueira, Aparna Bharati, Daniel Moreira

Computer Science: Faculty Publications and Other Works

While neural compression has the potential to revolutionize image compression, recent studies have emphasized its ability to introduce subtle artifacts that could alter the image content. Concerned about the impact of such modifications on scientific images, this work explores the potential effects of neural compression on these images, focusing on two critical aspects: semantic understanding and forensic integrity. We use scientific image datasets to assess the performance of neural compression techniques on Visual Question Answering (VQA) and copy-move forgery detection tasks. Our findings indicate that the subtle changes introduced by neural ] compression do not significantly degrade the performance of …

Hypoxia-inducible factors (HIFs) promote lung protection and pathogen eradication during acute lung injury. We therefore tested the theory that pharmacologic stabilization of HIFs dampens lung injury during SARS-CoV-2 pneumonia. Initial studies in murine SARS-CoV-2 models showed improved outcomes after treatment with the FDA-approved HIF-stabilizer vadadustat. Subsequent studies in genetic models implicated alveolar-expressed Hif1a in mediating lung protection. Therefore, we performed a randomized, double-blinded, multicenter phase 2 trial in patients admitted for SARS-CoV-2 infection and concomitant hypoxia (SpO2 ≤ 94%). Patients (n=448) were randomized to oral vadadustat (900 mg/day) or placebo for up to 14 days. Safety events were similar between …

Rapid Beamformer Weight Calibration Update Method For The Advanced L-Band Phased Array Camera For Astronomy (Alpaca), Kayla Lyman Ward

Theses and Dissertations

The Advanced L-Band Phased Array Camera for Astronomy (ALPACA) is a phased array feed instrument designed for the Green Bank Telescope. It is capable of producing 40 real-time beams on the sky, widening the telescope's field of view and significantly increasing survey speed. ALPACA employs an RF-over-fiber (RFoF) signal transport system from the phased array feed front end to the digital backend. This RFoF link is expected to introduce phase delays and changes in gain through out the course of an observation, invalidating the beamformer weights previously calculated. This work presents rapid beamformer weight calibration updates for ALPACA, a method …

All Decisions

In this Article 78 proceeding, the court reversed a Supreme Court decision that had annulled DHCR's approval of the landlord's applications for rent increases based on Major Capital Improvements (MCIs). The court found that DHCR's interpretation of its own regulations concerning the timeliness of the MCI applications for large-scale projects and the sufficiency of proof that the work was both necessary and comprehensive was rational and entitled to judicial deference. The court upheld DHCR's determination, thereby allowing the landlord to proceed with the rent increases.

The small, spring-dwelling snails, Pyrgulopsis Call & Pilsbry, 1886, form a diverse radiation in Western North America. In this study, we examine the validity of three species of Pyrgulopsis, Pyrgulopsis pilsbryana (Baily & Baily, 1952), P. nonaria Hershler, 1998, and P. transversa Hershler, 1998. These three species of Pyrgulopsis are found primarily in Utah, with ranges extending into Idaho, Wyoming, and Nevada. They were originally diagnosed primarily on the number and position of penial glands, but subsequent examination with mitochondrial DNA data suggested they should be synonymized. Here, we incorporate additional mitochondrial and nuclear DNA data, increased geographic sampling, …

Advances In Molecular Imaging For Neuroendocrine Neoplasms, Bradley Girod, Vikas Prasad Jun 2025

Advances In Molecular Imaging For Neuroendocrine Neoplasms, Bradley Girod, Vikas Prasad

2020-Current year OA Pubs

Neuroendocrine neoplasms (NENs) represent a heterogenous group of tumors with significant inter- and intra-patient variability. Once considered to be rare, neuroendocrine neoplasms are being increasingly recognized through the advent of advanced diagnostic techniques, which may be contributing to the significant increase in the incidence and detection rate of these tumors. NENs can be classified into well differentiated and poorly differentiated neuroendocrine tumors (NETs) or neuroendocrine carcinomas (NECs). The proliferation rate of NETs can vary from Ki-67 1-55%. In addition, the SSTR expression can vary significantly. Because of this high "heterogeneity", their detection and characterization have become essential to disease management, …

Rethinking The Philosophy Of Religion: Toward A Better Relationship Between Religion And Science, Jovino De Guzman Miroy Jun 2025

Rethinking The Philosophy Of Religion: Toward A Better Relationship Between Religion And Science, Jovino De Guzman Miroy

Budhi: A Journal of Ideas and Culture

This paper rethinks the philosophy of religion by asking what it can learn from the less antagonistic and more dialogic relationship between science and religion. Greater heterogeneity amongst student beliefs requires that the philosophy of religion become pluralistic. Moving beyond antagonism, the task of the philosophy of religion is to improve the relationship between religion and science for the better. The paper also probes what it means to study religion scientifically. The reform of the philosophy of religion proposed here means that the field shed its apologetic nature, but continue its project of reason-giving for a synthesis of religious experience. …

Viewing The Globe From A Mountain Top: Between The Perspectives Of Al-Bīrūnī, Schmitt And Sloterdijk, John T. Giordano

Budhi: A Journal of Ideas and Culture

In this article, I wish to examine the manner we imagine our place in the cosmos by contrasting it with earlier techniques for mapping and measuring the globe. I will pay particular attention to the work of Abū Rayḥān Al-Bīrūnī and demonstrate that the assumptions which allowed for his advances in the measurement of the globe were based upon a certain understanding of the relationship of place within the sacred order of the cosmos and the role of reason in this connection. This understanding carries over to his anthropological works which consider the history of other religions and cultures. It …

The Clayton Act Cipher: Text As An Antitrust Strategy, Samuel Evan Milner Jun 2025

The Clayton Act Cipher: Text As An Antitrust Strategy, Samuel Evan Milner

Florida Law Review

As federal antitrust enforcement has adopted its most aggressive stance in decades, the fate of billions of dollars’ worth of economic activity rests on a few short statutory phrases enacted generations ago. The government officials who have proposed expanding antitrust enforcement have not justified their efforts through the difficult work of parsing the original meaning of these statutory texts. Nor have the targets of their scrutiny shielded themselves by asserting that statutory meaning. Instead, antitrust regulation and litigation have assumed that the text of these laws does not provide as clear or relevant a standard as do precedent, policy, and …
