Kru ppel-like factor 1 [KLF1; also known as erythroid Kru ppel-like factor (EKLF)] is a C2H2 zinc finger transcription factor that plays a crucial role in all aspects of erythropoiesis. Mutations in KLF1 lead to diverse phenotypes ranging from mild to severe anemias. Individuals with a (CDA) type IV] exhibit impaired erythroid terminal differentiation and increased presence of binucleate erythroblasts. We have previously shown that KLF1 is necessary for cell cycle exit and enucleation in mouse primary cells. In the present study, we discovered that genes involved in cell motility, cell division and mitotic pathways are all directly regulated by …

Highlights: What are the main findings? Prenatal cocaine exposure increases the risk of ADHD in preadolescence, with effects largely mediated through attention problems and impulsivity at 4–5 years of age. Male sex is an independent risk factor with a direct path to the ADHD diagnosis. What is the implication of the main finding? Screening for behavioral problems before 4 years of age in prenatal cocaine exposure would make possible early intervention to mitigate later diagnosis or severity of ADHD. Attention-deficit/hyperactivity disorder (ADHD) is the most common behavioral problem in children. Multiple risk factors, including prenatal substance exposure, have been associated …
Don't Let An Empire Create An Emperor: The Conundrum Of Presidential War Powers, Samuel Pritchard
Don't Let An Empire Create An Emperor: The Conundrum Of Presidential War Powers, Samuel Pritchard
University of Florida Journal of Law & Public Policy
For over eighty years, a constitutional battle has been waged over the President’s power to use military force without congressional approval. The Constitution separated the power to declare war and execute the conflict between Congress and the President. But presidents continue to assert inherent authority to initiate limited armed conflicts. This debate over presidential war powers represents a pervasive tension in the United States. On the one hand, the United States is a constitutional republic seeking to preserve democratic governance through separation of powers and electoral accountability. On the other hand, the United States is a global hegemon that needs …
The American Law Institute's Impending Credibility Crisis: A Review Of Modern Restatements Of The Law, Christopher E. Appel
The American Law Institute's Impending Credibility Crisis: A Review Of Modern Restatements Of The Law, Christopher E. Appel
University of Florida Journal of Law & Public Policy
For more than a century, the American Law Institute (ALI) has developed Restatements of the Law to educate judges and the broader legal community on the most carefully reasoned common law rules articulated by courts. The judiciary’s frequent reliance on restatements has made the ALI one of the most influential private organizations in the development of American law. This Article explains that such reliance appears increasingly misplaced because the ALI has made a conscious decision in modern restatements to adopt provisions that plainly do not “restate” the law of any jurisdiction. Instead, the ALI has used modern restatements to advance …
Work Requirements And A New Tax Policy Inequity Under The Fiscal Responsibility Act Of 2023 And The One Big Beautiful Bill Of 2025, Nancy E. Shurtz
Work Requirements And A New Tax Policy Inequity Under The Fiscal Responsibility Act Of 2023 And The One Big Beautiful Bill Of 2025, Nancy E. Shurtz
University of Florida Journal of Law & Public Policy
On June 3, 2023, Congress enacted the Fiscal Responsibility Act (FRA) of 2023. In addition to green-lighting the U.S. Treasury to finance ongoing federal government debt through the 2024 calendar year, the legislation adopted a four-prong approach to “fiscal responsibility.” First, it rescinded unspent COVID funds. Second, it imposed spending freezes on defense spending and social safety net programs. Third, it reduced by $21.4 billion the $80 billion allocated by the Inflation Reduction Act (IRA) to the IRS for tax enforcement. And fourth, it required all “able-bodied persons” in the 51 to 55 age bloc to meet mandatory work requirements …

Social Psychology of Group Dynamics in Cults: Exploring the Influence of Leadership and Organizational Structure in the Heaven’s Gate Cult Mellanie Douglas Dr. Kristen Campbell, Department of Psychology
Cults are extreme religious or political groups that rely on social and psychological influence to attract followers and maintain loyalty to a charismatic leader. Heaven's Gate is recognized as a historic new age religious and science fiction cult. It was founded in the 1970s by Marshall Herff Applewhite and Bonnie Lou Nettles during the counterculture movement and ended in 1997 with a mass suicide of 39 members. Accounts from within and regarding …
The World Is Beautiful, Chelsea Demott Wildey
The World Is Beautiful, Chelsea Demott Wildey
Theses
My thesis, The World is Beautiful is a short, digitally animated film that follows the journey of a jaded employee working at a dystopian fishery. The intention of this piece was to tell a well-paced, coherent story that also served as an allegory to spark verbal discourse in an audience. As a surface level story, the film portrays a working protagonist who has been forced to remain seated at her desk by a mechanical chair. She, presumably, has been monotonously pressing icons on a screen for her entire life until something catches her eye and prompts her to break free …

This commentary examines the evolution of Equity, Diversity, and Inclusion (EDI) discourses, critiquing its shift from grassroots activism to a performative tool co‐opted by institutions and weaponized by politicians. It addresses concerns from the antiwoke backlash and advocates for reframing EDI as a community‐driven framework for thriving communities, fostering belonging and engagement, through data‐driven decision‐making that facilitates transformative systemic change.

Equity, Diversity, and Inclusion, also known as EDI, is one of several acronyms that refer to policies and practices of organizations, such as K to 12 school boards and post-secondary institutions, to promote inclusive and equitable environments. While EDI has become a ubiquitous discourse in educational administration, its impact extends into classroom pedagogies, hiring practices, curriculum development, and institutional culture. In this article, we critically examine the extent to which EDI committees and initiatives fulfil their promise of fostering inclusive environments to support equity-denied groups. We address the following research questions: (1) How have EDI frameworks evolved in education? (2) …

Eight For Fate: The Argument For "Beyond A Residual Doubt" Burden In Florida's Death Penalty System, Elizabeth Leonard
Eight For Fate: The Argument For "Beyond A Residual Doubt" Burden In Florida's Death Penalty System, Elizabeth Leonard
University of Florida Journal of Law & Public Policy
Justice Thurgood Marshall argued, “There is certainly nothing irrational—indeed, there is nothing novel—about the idea of mitigating a death sentence because of lingering doubts as to guilt.” For the first time in the history of the United States, polling shows a majority of Americans prefer life in prison over a sentence of capital punishment. Capital punishment is a hotly debated national issue—recent polling shows 60% of Americans prefer a sentence of life in prison without parole when compared to the death penalty.
In 2023, Florida stepped into first place among the states in adopting the lowest capital punishment sentencing threshold. …
Rights Vs Rules: A Commentary On Nathan Mubanga (Suing As The Father And Next Friend Of A Minor Cm) And Anor V Attorney General (2023/Hp/0403) Zmhc3 (19 February 2025), Chanda Mwape
SAIPAR Case Review
The High Court of Zambia upheld a school's refusal to admit a Rastafari child with dreadlocks. The author argues that the Court erred by failing to consider regional jurisprudence, international human rights trends, and the historical context of discrimination against natural African hair. The piece contends that requiring Rastafari children to cut their dreadlocks to access public education effectively denies them their rights to education, freedom of religion, and protection from discrimination.

Background Interventions to improve the developmental outcomes of children with developmental disabilities (DDs) in low-resourced settings such as Kenya are limited. The WHO caregiver skills training (CST) was developed to address social and communication needs of children with DDs through caregiver-mediated engagement strategies. This study investigated CST’s acceptability, feasibility and evaluated its effect on behavioural, communication and quality of life outcomes for children with DDs and their caregivers in Kenya.
Methods The settings were rural Kilifi and Korogocho informal settlement in Nairobi, Kenya. A sequential mixed-methods design consisting of three phases. First, CST materials translation to Swahili, stakeholder consultations and …
The Sovereign Acre, Match Dawson
The Sovereign Acre, Match Dawson
Texas A&M Journal of Property Law
What if the next constitutional crisis is not declared from a presidential podium but tyranny forged into a deed? Not a contested election. Not a rogue legislature. Not even a runaway court. This time, it is quieter—with a deed signed and title passed, a new sovereign is crowned in private ink. Across the country, billionaire land grabs are redrawing the map of municipal governance itself. As wealthy elites and corporate oligarchs carve out private enclaves—from the privatized contract city of Sandy Springs, Georgia, to the unsettling governance of The Woodlands, Texas—we bear witness to public sovereignty giving way to …

Copyright Law And Property Law, Keith N. Hylton
Texas A&M Journal of Property Law
Property is at the core of state law since it is the exclusive power of the individual state governments to define and protect property rights within their jurisdiction. In this paper I will discuss the general connection between copyright and property generally. I will argue that property law sheds important light on copyright law and can help us cut through modern controversies in copyright law. If I am correct in this view, any judge sufficiently familiar with property law doctrines could do better than the Supreme Court of the United States in resolving a new copyright controversy. Specifically, property law …

Pore Some More: Current Legal Considerations Of Pore Space Ownership In Texas, Peter E. Hosey, Charles P. Hosey
Texas A&M Journal of Property Law
This article provides a comprehensive analysis of the legal landscape governing pore space ownership in Texas. It traces the evolution of Texas law from early uncertainty and conflicting case law—such as Mapco, Inc. v. Carter—to the Texas Supreme Court’s recent clarification in Myers-Woodward, LLC v. Underground Services Markham, which firmly establishes subsurface pore space as an attribute of the surface estate. The authors examine the practical implications of this rule, including the interplay between mineral and surface estates, the accommodation doctrine, and issues related to trespass, correlative rights, and contamination of native reservoirs. The article also explores ongoing legislative efforts …

This study investigates the potential of few-layered conductive graphene foams as 3D platforms for the electrical transdifferentiation of mesenchymal stem cells (MSCs) into Schwann cell (SC)-like phenotypes for peripheral nerve injury (PNI) treatment. The 3D graphene foams (3D-GF) are cytocompatible with MSCs and created a favorable microenvironment for the cells to attach, grow, proliferate, and transdifferentiate. We demonstrated that MSCs cultured within 3D-GF can be transdifferentiated into SC-like phenotypes using the synergistic effects of electrical stimulation and 3D porous and conductive structure. Our immunocytochemistry and gene expression analyses showed the expression of Schwann cell markers and enhanced secretion of growth …

Improving Prescription Capture Rates Through A Standardized Meds To Beds Program At Parkview Heart Institute, Haley Michaud Pharmd, Tara Jellison, Katelyn Wees Pharmd, Sarah Ferrell Pharmd, Shery Grosjean Pharmd, Inderjit Ajimal
Pharmacy Residency
Background
Medication adherence is critical for patients with cardiac conditions discharged with new prescriptions. Barriers such as high costs, insurance challenges, and lack of transportation often prevent patients from accessing prescribed therapies, leading to readmissions, increased healthcare costs, and worse outcomes. Meds to beds programs offer patients a convenient, patient-centered solution by delivering discharge prescriptions directly to patients’ rooms, reducing readmission rates, and enhancing adherence. Despite success in other departments at Parkview Health, utilization of the program in the Parkview Heart Institute (PHI) remains limited. Objectives
To implement and evaluate a standardized Meds to Beds (M2B) workflow aimed at improving …A Framework To Retrieve Relevant Laws For Will Execution, Md Asiful Islam, Alice Saebom Kwak, Derek E. Bambauer, Clayton T. Morrison, Mihai Surdeanu

Wills must comply with jurisdiction-specific statutory provisions to be valid, but retrieving the relevant laws for execution, validation, and probate remains labor-intensive and error-prone. Prior legal information retrieval (LIR) research has addressed contracts, criminal law, and judicial decisions, but wills and probate law remain largely unexplored, with no prior work on retrieving statutes for will validity assessment. We propose a legal information retrieval framework that combines lexical and semantic retrieval in a hybrid pipeline with large language model (LLM) reasoning to retrieve the most relevant provisions for a will statement. Evaluations on annotated will-statement datasets from the U.S. states of …

Presidentialism In Post-Conflict Kachin Constitution: Political Imagination, Institutional Realities, And Executive Design, Dashi Blessing Seng Htoi Lu
Maurer Theses and Dissertations
This thesis examines the relationship between cultural identity, political imagination, and constitutional design in the Kachin context, focusing on the strong preference for presidentialism among political thinkers and interim constitution drafters. Rooted in traditions of armed resistance, charismatic leadership, and the desire for visible sovereignty, presidentialism is widely viewed as the most viable executive model for a post-conflict Kachin future. Yet this preference is often shaped more by symbolic ideals than by a clear understanding of the structural demands of democratic governance.
At the heart of this vision lies the expectation of a strong president: directly elected, culturally rooted, and …

As generative artificial intelligence (GenAI) becomes more integrated into corporate communication, its role in crisis messaging raises critical questions about audience perception and trust. Drawing on theories of machine heuristics, this study explores how relational cues in AI-authored crisis apologies shape emotional and cognitive responses that ultimately influence trust and forgiveness. A 3 (authorship attribution: AI vs. human vs. control) x 2 (relational tone: warmth vs. competence) between-subjects factorial design with 464 participants was conducted to assess if and how incorporating a warm tone into AI-generated apologies can help overcome AI’s inherent limitations associated with machine heuristics. Results show that …

Beyond The Budget: Financial Literacy In Tyler, Tx, Manuel Reyes-Loya, Cecilia Cuellar, Sara Maldonado
Hibbs Brief
In this issue of the Hibbs Brief, the importance of financial literacy in Tyler, Texas is explored as a key factor influencing household decision-making and community resilience. The brief discusses how gaps in financial knowledge and access — including budgeting, saving, borrowing, and digital financial tools — affect people's ability to build stability, with lower financial literacy linked to higher debt and limited opportunities for long‑term financial success. It emphasizes the need for expanded financial education and resources to strengthen individual financial capability and support regional economic well-being.

Legislation H.R. 1, P.L. 119-21, better known as the One Big Beautiful Bill Act (OBBBA), was signed into law by President Donald Trump on July 4, 2025. In some respects, this bill is a “Tax Cuts and Jobs Act 2.0” since it extends or permanently renews certain provisions from the original Tax Cuts and Jobs Act (TCJA) that were set to expire at the end of 2025. This article will address some highlights of the OBBBA and give a brief overview of the IRS’ first draft of some of the tax forms necessary for the bill’s implementation [...]

Vatican Kiseki Chousakan As Philosophy Of Religion: The Intersections Of Faith, Science, And Philosophy In An Anime Adaptation, Carl Jayson D. Hernandez
Philosophy Department Faculty Publications
Ideas concerning religion are often communicated through popular media, such as anime. One of the anime adaptations that explicitly engages the intersections of religion, science, and philosophy is Vatican Kiseki Chousakan. This anime adaptation centers on a special unit from the Vatican that verifies miraculous phenomena worldwide. In this study, I reflect on how the anime representation communicates religious ideas about miracles, prophecies, and other spiritual matters to its viewers. This critical reflection reveals how anime promotes a philosophical view centered on the complementary relationship between religion and science. With these in mind, this study proceeds as follows. The first …

At 29, Laura Ensign’s appointment to the faculty of Iowa’s new State Normal School should have been an unqualified triumph. Yet her hiring by the Board over the objections of James Gilchrist, the school’s principal, placed her under an administrator who detested her from the start. She lived, ate, and worked with her colleagues, pupils, and Gilchrist and his family in the same isolated building on a hill two miles from town. Near her wits’ end after eight years, Ensign tried one final maneuver, one so risky that it would have cost her job had it failed: She began secretly …
