It is a great irony of our criminal system that the enforcement of our criminal laws has long had aspects of lawlessness. Although criminal statutes define impermissible conduct by members of the public, they generally offer little guidance for state actors enforcing them.' Officers can choose which offenders to cite or arrest and which to let go. Prosecutors can choose which charges to pursue and what pleas to offer. Spectral graph theory is a subfield of algebraic graph theory that studies the matrices associated with graphs. It lives at the nexus of Linear Algebra and Combinatorics. Many intriguing results in the domains of Matrix Theory and Combinatorics have come from studying the eigenvalues of graph matrices; in fact, several open problems in both areas have been resolved. The debate surrounding the Sherman Act’s extraterritorial scope represents a tension between two competing objectives: protecting the U.S. economy from foreign anticompetitive conduct on one hand and respecting the sovereign authority of other nation-states on the other. Applying U.S. law abroad risks undermining sovereign authority by regulating foreign economies, though such regulation appears necessary in some cases to protect U.S. consumers.

Congress’s attempt to square these objectives through enacting the Foreign Trade Antitrust Improvements Act of 1982 (FTAIA) failed to settle the matter. The statute left courts with two new questions: how to distinguish “import” from “nonimport” commerce, and how …

Molecular representation learning plays a crucial role in advancing applications such as drug discovery and material design. Existing work leverages 2D and 3D modalities of molecular information for pre-training, aiming to capture comprehensive structural and geometric insights. However, these methods require paired 2D and 3D molecular data to train the model effectively and prevent it from collapsing into a single modality, posing limitations in scenarios where a certain modality is unavailable or computationally expensive to generate. Enhancing Spatial Understanding In Mixed-Reality Presentations, Nam-Dang Vo, Van-Vinh Thai, Nam-Hoi Do, Viet-Tham Huynh, Anthony Tang, Khan-Duy Le

Mixed reality (MR) presentations often involve a presenter wearing a head-mounted display (HMD) and an audience watching via a large display, making it difficult for audiences to perceive spatial relationships between the presenter and virtual objects. We report two experiments testing three design variations: (1) scene camera placement (audience-aligned vs. opposite), (2) overlaying the presenter’s first-person view, and (3) highlighting objects in the presenter’s view. Results show that audience-aligned cameras and object highlighting improve spatial understanding, while combining third- and first-person views can further aid perception. We derive design guidelines for configuring MR presentations to better support audience comprehension.

The evolution of decentralized identity (DID) and self-sovereign identity (SSI) frameworks, as endorsed by W3C Verifiable Credentials (VC) and eIDAS 2.0, underscores the need for secure, efficient, and privacy-preserving credential management. However, existing credential systems often depend on centralized issuers, lack efficient aggregation mechanisms, or fail to ensure unlinkability across authentication sessions. To address these challenges, we propose DISC (Decentralized Identity System with Self-Sovereign Credential Aggregation), a novel credential system that enables multi-authority credential issuance, user-controlled credential aggregation, and unlinkable authentication. Background

COVID-19 vaccination campaigns have reduced disease severity and fatalities around the globe. Global data shows that 67.7% of the general population are vaccinated, and Tanzania has reported appealing findings of over 70% coverage among individuals over 18 years of age. However, a group-specific assessment of vaccination coverage is needed in sub-Saharan Africa. This study aimed at assessing the COVID-19 vaccination uptake and associated factors among cancer patients owing to their vulnerability.

Methods

This qualitative phenomenological study explored how elementary principals led the implementation of a newly adopted core literacy curriculum and how they perceived their emotional competence in this role. Grounded in implementation science (see D. L. Fixsen et al., 2010), the transtheoretical model (see Prochaska & DiClemente, 1982), and emotional intelligence (see Goleman et al., 2001), the study examined both the leadership approaches and emotional competencies principals relied on when leading curriculum implementation in their schools. The Navy spends $60 billion annually on dangerous ship maintenance performed by sailors. To save lives and resources, the Naval Surface Warfare Center (NSWC) is looking for robots to replace sailors and navigate ships to perform various tasks. Robots with tracks and wheels have been most recently explored by NSWC, however they have encountered significant problems navigating the ships, especially through naval ship doorways with a significant ledge. By using a legged robot, our team hopes to solve these problems and have a robot that can navigate the ship with relative ease and stability.

This senior project is called Choose, a prototype decision-making app designed to help young adults make quicker, more confident choices by offering three evidence-based decision methods: random choice, friend delegation, and structured pros and cons lists. Informed by research on decision fatigue, cognitive load, and user-centered design, the app addresses everyday and high-stakes decisions by tailoring each method to its most effective context. The development process included literature review, competitive analysis, style exploration, iterative sketching, and Figma prototyping, as well as incorporating user feedback to refine usability and feature relevance. To characterize the ways in which structural stigma manifests within emergency food program settings.

Methods : We conducted 30-minute semi-structured interviews with 18 emergency food program clients in Pennsylvania and Delaware between August and December of 2024. The discussion guide included open-ended questions regarding client experiences of structural stigma, with an emphasis on issues of access and quality. Demographic data and household food insecurity (Hunger Vital Sign) were also captured. A hybrid inductive and deductive coding approach was used to analyze the data.

A team from the U.S. National Institute for Occupational Safety and Health conducted a strategic foresight project to explore the future of occupational safety research (OSR). Data collected via systematic horizon scanning and key informant interviews were synthesized into six drivers of OSR change: (1) technological advancement, (2) partnerships and public trust, (3) prioritizing research investments, (4) safety and health integration, (5) data and science quality, and (6) worker protections. These drivers served as the basis for envisioning four potential OSR futures. Objective: To characterize intervention strategies addressing food insecurity-related stigma implemented in federal nutrition programs (e.g. SNAP, WIC) and emergency food programs (e.g. food pantries, food cupboards) within high income countries.

Methods: Six databases (PubMed, PsychINFO, Web of Science, CINAHL, Sociological Abstracts, Dissertations and Theses Global) and the Internet were searched through September 2024. Data on study characteristics and stigma intervention characteristics were extracted with a structured template. Descriptive statistics and thematic analysis were used.

This dissertation advances understanding of how trust shapes salient cross-cultural encounters, drawing on a constructivist grounded theory analysis of 220 interview accounts. Across these narratives, trust-related dynamics consistently appeared alongside 16 other contextual, interpersonal, and intrapersonal factors. Notably, these dynamics were identified in interviews with participants from all GLOBE cultural clusters, suggesting a degree of cross-cultural breadth that warrants further empirical testing. Together, these patterns indicate that it is not cultural difference alone that makes an encounter meaningful, but how individuals interpret and respond to the possibility or risk of entrusting and being entrusted. Multilevel selection (MLS) is a foundational framework that expands the concept of natural selection beyond the traditional focus on individuals or genes to larger units, like groups. Despite strong empirical support and applications in a broad range of biological fields, MLS, often referred to as group selection, has a controversial history, which has impeded its wide use and led to incorrect inferences on the sources and strength of selection. Michael Willrich’s American Anarchy is at once an extraordinary history of ideas about anarchism and the rule of law, a history of lawyering, and a history of the simultaneous emergence of a capacious administrative state alongside a robust set of judicially protected civil liberties. Whistleblowers are pivotal in ensuring transparency and accountability in numerous public and private industries. They ensure that existing laws are enforced and hold employers accountable when they seek to evade them. Recognizing the significant value provided by whistleblowers, and that private actors within organizations are often in a better position than government enforcement officials to uncover wrongdoing, Virginia has enacted several whistleblower protection statutes, including the Virginia Whistleblower Protection Law (VWPL), which advocates lauded for “provid[ing] broad protections against retaliation and fundamentally alter[ing] the landscape for” Virginia whistleblowers.
