Pnr In 2011: Recalling Ten Years Of Transatlantic Cooperation In Pnr Information, Valentin M. Pfisterer
University of Miami National Security & Armed Conflict Law Review
In Fall 2011, U.S. and EU negotiators agreed on new parameters for the collection, processing, use, storage and crossborder transfer of Passenger Name Record (PNR) data. 2011 also marks the tenth anniversary of the September 11, 2001 terrorist attacks on the World Trade Center in New York City and the Pentagon in Washington D.C., which provides the historic reason for the cooperation in this area. These two events thus provide a timely basis and background against which to review the ten year history of the cooperation between the U.S. and the EU in PNR information management.

The Bin Laden Exception, Erik Luna
The Bin Laden Exception, Erik Luna
Scholarly Articles
Osama bin Laden's demise provides an opportune moment to reevaluate the extraordinary measures taken by the U.S. government in the "war on terror," with any reassessment incorporating the threat posed by al Qaeda and other terrorist organizations. Some modest analysis suggests that terrorism remains a miniscule risk for the average American, and it hardly poses an existential threat to the United States. Nonetheless, terrorism-related fears have distorted the people's risk perception and facilitated dubious public policies, exemplified here by a series of programs implemented by the Transportation Security Administration (TSA). Among other things, this agency has adopted costly technology and …

The Global Crackdown On Insider Trading: A Silver Lining To The "Great Reccession", Christopher P. Montagano
Indiana Journal of Global Legal Studies
The wake of the Great Recession marked a period of increased enforcement of insider trading violations by nation-states and self-regulatory organizations overseeing stock markets around the world. Before discussing the heightened global enforcement of insider trading, this Note explains the development of insider trading regulation by focusing on U.S., EU, and China law. This Note argues that the heightened global enforcement of insider trading violations in the wake of the Great Recession is a sign of a shared perception by market regulators around the world that there is a need to restore market confidence. Strong enforcement of insider trading regulations …

Montana Flume Flow Corrections Under Submerged Flow, Ryan P. Willeitner, Steven L. Barfuss, Michael C. Johnson
Montana Flume Flow Corrections Under Submerged Flow, Ryan P. Willeitner, Steven L. Barfuss, Michael C. Johnson
Civil and Environmental Engineering Faculty Publications
A Montana flume is a Parshall flume without a diverging downstream section and is used to measure open channel flow. Under free-flow conditions, the Parshall flume and the Montana flume have the same calibration characteristics, but under submerge flows, their calibrations significantly differ. Tests were conducted at the Utah Water Research Laboratory on an acrylic 15.2-cm (6-in.) Montana flume to determine the effects of submergence on the flow readings. This type of investigation has not been previously analyzed. It was found that a standard Parshall flume rating curve overpredicted flow rates in the submerged Montana flume, up to 48%. Parshall …

Two Boundaries Separate Borrelia Burgdorferi Populations In North America, Gabriele Margos, Jean I. Tsao, Santiago Castillo-Ramirez, Yvette A. Girard, Anne G. Hoen
Dartmouth Scholarship
Understanding the spread of infectious diseases is crucial for implementing effective control measures. For this, it is important to obtain information on the contemporary population structure of a disease agent and to infer the evolutionary processes that may have shaped it. Here, we investigate on a continental scale the population structure of Borrelia burgdorferi, the causative agent of Lyme borreliosis (LB), a tick-borne disease, in North America. We test the hypothesis that the observed d population structure is congruent with recent population expansions and that these were preceded by bottlenecks mostly likely caused by the near extirpation in the 1900s …
