Historic baselines are important in developing our understanding of ecosystems in the face of rapid global change. While a number of studies have sought to determine changes in extent of exploited habitats over historic timescales, few have quantified such changes prior to late twentieth century baselines. Here, we present, to our knowledge, the first ever large-scale quantitative assessment of the extent and biomass of marine habitat-forming species over a 100-year time frame. This meta-synthesis investigates various aspects of early childhood special education in Norway and the U.S. Both countries strive to provide services for young children with disabilities in inclusive settings. A Comparative Law Analysis Of Private Securities Litigation In The Wake Of Morrison V. National Australia Bank, Grant Swanson

Chicago-Kent Law Review

This article examines the recent Supreme Court decision in Morrison v. National Australia Bank and its broad implications for private securities litigants going forward. Morrison overturned forty years of jurisprudence when it rejected the conduct and effects tests used in some form by every Circuit Court when determining the extraterritorial reach of Section 10(b) of the Securities Act. The Court instead adopted a transactional test requiring that the security be traded in the United States or otherwise domestic, substantially cutting back the reach of Section 10(b). Courts confronting First Amendment claims do not often scrutinize the severity of a speaker’s punishment. Embracing a “penalty-neutral” understanding of the free-speech right, these courts tend to treat an individual’s expression as either protected, in which case the government may not punish it at all, or unprotected, in which case the government may punish it to a very great degree. There is, however, a small but important body of “penalty-sensitive” case law that runs counter to the penalty-neutral norm. My senior project was a process consisting of two parts. The first half was researching education inequality in India compared to the United States. This paper researches the relationship between educational inequality and the importance of sociological and geographical factors. Regional National Earthquake Hazards Reduction Program (NEHRP) soil class maps have become important input parameters for seismic site characterization and hazard studies. The broad range of shallow shear-wave velocity (VS30, the average shear-wave velocity in the upper 30 m) measurements in the St. Louis area results in significant uncertainties between the actual spot values and the averaged values used to assign NEHRP soil classes for regional seismic hazard studies. Given the increase in HIV/AIDS infection rates among racial and ethnic minorities, particularly African Americans, this study was undertaken as part of a larger research effort to examine the distribution of HIV prevention services focusing on African American populations within the United States. Data were gathered via a national survey of community-based organizations (CBOs) funded by the Centers for Disease Control and Prevention (CDC). A geocoded national database was constructed to identify, locate, and map these HIV prevention programs. A total of 1,020 CBOs responded to the survey, yielding a response rate of 70.3%. Interim evaluation studies were carried out in order to examine the implementation details of the Tier 1 Program of the Project P.A.T.H.S. (Positive Adolescent Training through Holistic Social Programmes) in Hong Kong. Quantitative results of the interim evaluation findings based on eight datasets collected from 2006 to 2009 are reported in this paper. Three hundred and seventy-eight schools were randomly selected to provide information on the implementation details of the program via face-to-face interviews, telephone interviews, and self-completed questionnaires. Students of color make up a predominant number of learners that leave high school before graduating (National Center for Education Research, 2009). I selected to study Latino males to narrow the scope of my research. The literature I reviewed pointed directly at socioeconomics as one of the primary factors. I feel there are more specific factors involved for many of the individuals impacted. I used a qualitative approach and utilized an anonymous survey and individual interviews to pinpoint some of these factors. An ever increasing number of grandparents in the United States are taking on the responsibility for providing primary care for their grandchildren. Focus group interviews conducted in two urban communities in Alaska were the basis of this study examining how grandparents negotiate the role transition as they become custodial grandparents. Role theory was used to inform the analysis of the data. The two major themes which emerged suggested these transitions were effected by role conflict and role timing.
