In 1883, when Dalhousie Law School was created, lawyers in England, the United States, and Canada stood at the edge of a watershed. Massive changes in the law began during the late nineteenth and early twentieth centuries - changes in doctrine, institutions, practice, and ways of thinking. I cannot imagine how I might describe these changes in one short paper, even if I understood them all. Instead, I have chosen to talk about one large strand, regulation, because it is an important feature of law in the twentieth century and because it offers an opportunity to consider some distinctive characteristics …

Genetics And Epidemiology Of Gallbladder Disease In New World Native Peoples, K M Weiss, R E Ferrell, C L Hanis, P N Styne

Native peoples of the New World, including Amerindians and admixed Latin Americans such as Mexican-Americans, are highly susceptible to diseases of the gallbladder. These include cholesterol cholelithiasis (gallstones) and its complications, as well as cancer of the gallbladder. Although there is clearly some necessary dietary or other environmental risk factor involved, the pattern of disease prevalence is geographically associated with the distribution of genes of aboriginal Amerindian origin, and levels of risk generally correspond to the degree of Amerindian admixture. This pattern differs from that generally associated with Westernization, which suggests a gene-environment interaction, and that within an admixed population …

Recollections Of The Establishment Of The Congregation Of The Mission In The United States, Part 6, Joseph Rosati C.M.
Vincentian Studies
Joseph Rosati’s translated memoirs conclude in 1831, which is when his authority over the Vincentian mission in America ended. He recounts his activities as coadjutor to the bishop of Louisiana and as first bishop of St. Louis. He travels extensively, the Congregation grows, and new churches are built in various areas, including one at Saint Mary’s seminary. The seminary and college in Perryville flourish. For a time, Rosati oversees both the diocese of New Orleans and that of St. Louis. Descriptions of priests who worked with him and their efforts are also included.

In Toyko recently I called upon an official of the Ministry of International Trade and Industry (MITI) to discuss trade frictions between the United States and Japan. On the way to my appointment I passed by Hibiya Park in the center of the city. About 10,000 people were gathered in a peaceful demonstration against any lifting of Japan's quotas on imports of agricultural products. Inside the MIT! building I asked the official whether the quotas on beef and oranges would be abolished soon. The Supervision Of Corporate Management: A Comparison Of Developments In European Community And United States Law, Alfred F. Conard
Michigan Law Review
In 1971, Eric Stein published an account of the remarkable progress of the European Economic Community (EEC) toward a harmonized law of business corporations. The progress was particularly striking from an American viewpoint, because the harmonization was achieved by moving toward the more rigorous of the various national standards, in contrast to the "race of laxity" or "race for the bottom" that has characterized the movement toward uniformity in the corporation laws of U.S. states.

Vincentian Studies
The translation of Joseph Rosati’s memoirs continues with the period after 1820. The Vincentians and their works grew, especially Saint Mary’s Seminary, which began educating non-seminarians under pressure from the local community. Several joined the Vincentians. The seminary was also influential in converting many Protestants. The Vincentians carried out missions and established mission stations for those who were unable to attend services regularly. Circumstances surrounding Rosati’s elevation to the episcopate are described in detail.

Frederick Easterly outlines the life of Felix De Andreis in terms of his obedience to God’s will. De Andreis resolved to become a missionary early in life and preached missions to the poor in Italy. He also devoted himself to strengthening the clergy’s faith. This stood him in good stead later as he taught clergy in Rome and founded Saint Mary’s Seminary in Perryville, Missouri. He was responsible for beginning the powerful Archdiocese of St. Louis, for starting a seminary system that formed thousands of priests, and for generally establishing the Congregation in the United States.

Enterprise Zones As Tools Of Urban Industrial Policy, Benedicte E. F. Mathijsen

This note examines the operation of the enterprise zone program in the United Kingdom and considers the program's implications for the United States (U.S.), which also suffers from urban industrial decay and which has now begun studying proposals for an enterprise zone program of its own. The note concludes that, based on the limited data available thus far, the enterprise zone program alone is inadequate to lure industry back to depressed areas. The success of the enterprise zones depends in large measure upon parallel government programs, suggesting that the zones cannot be viewed as potential replacements of existing government aid …

Part I of this note examines worker adjustment assistance in the United States. It traces TAA's evolution from its inception as a means of compensating trade-displaced workers while minimizing government intervention in the market adjustment process, through its amendment to reflect congressional concern over the low number of worker certifications, to the criticism of its procedures arising out of more recent congressional interest in government-sponsored retraining as a means of attaining worker adjustment. Continued from the first three issues, Joseph Rosati’s translated memoirs relate the early days of Saint Mary’s Seminary of the Barrens and the Vincentians’ service to the nearby Catholic community. Covering the period between their arrival in Perryville in October 1818 and his appointment as visitor in 1820, Rosati describes hardships, triumphs, and people in detail. In this excerpt, the Congregation grows with the arrival of Italians who join it after being unable to form their own community.

Expanding municipal and Industrial demand, along with increasing use of supplemental irrigation have escalated consumptive water use dramatically In the Eastern United States since World War II. This escalated use already has caused water shortages in some parts of the East, and experts predict more widespread water supply problems In the future.
As the inadequacies of the common law water rights system in a water-scarce environment have become evident, many eastern states have supplemented or replaced common law rules with some form of statutory water allocation system. Typically, these statutes establish a permit system administered by a state water resources …
