Policy Priorities Of The Epa: A Proposed Agenda And Budget Initiative, Kendra E. Perkins

This paper summarizes priorities for the Environmental Protection Agency's federal environmental policy agenda. Ten issue areas are investigated, and major issues, problems and proposals are addressed for each of the areas. The proposed policies range in scope from recommendations for research, new legislation and amending existing legislation to new regulatory approaches and changes in existing regulations. Each policy recommendation identifies environmental policy measures that deserve priority status and a rationale for each proposal. These measures include changes to existing policy, reaffirmation of important existing policies, and the elimination of unwise policies. The policy recommendations also state whether the proposals will …

The development of occupational therapy is rooted in early 20th century medical reform. During the early 1910s, several members of the medical profession, human service workers, and the larger American society were increasingly disturbed by medical practices that did not consider the individual's personal experience of disability. Occupational therapy was developed, in part, out of this desire to provide persons with treatment that helped them to function in their communities despite their disability. Early occupational therapy leaders envisioned the fledgling profession as a societal service capable of assisting persons with disabilities to return to both work and community life. Vocational …

This article reviews the development of poor relief laws from 1790 to 1820. The scope of the article will survey the laws affecting the poor people developed by the states as they joined the union and by the federal government. The author also sketches out common themes that developed through the legislation during this time period Moreover, the articles tracks the influence of English poor laws and early legislative experiences in this area of the law.

Populations of piscivorous birds in North America are receiving increasing attention in the southeast United States because of depredations at aquaculture facilities. We obtained recent (most since 1994) estimates for the number of nesting double-crested cormorants (Phalacrocorax auritus), great blue herons (Ardea herodias), and great egrets (Casmerodius albus) in the United States (US) and Canada from published references and by conducting telephone interviews with state and provincial biologists. This article focuses on current health policy changes in Canada and the United States at the federal and regionallevels. The Canadian discussion centres on the integrity of the Canada Health Act in the era of the Canada Health and Social Transfer, and the strategies that provincial governments have pursued to cope with persistent funding constraints. On the American side, the article examines the role of private sector managed care plans in filling a health policy void resulting from the demise of the Clinton Health Security Act. Accountability Of Health Service Providers:Comparing Internal Markets And Managedcompetition Reform Models, Colleen M. Flood

A numberof countries, including the U.K., NewZealand, the Netherlands, and the U.S., have attempted to reform their health care systems using "internal market" or "managed competition" reform models. These models signal a departure from reliance on passive indemnity payers or insurers and require proactive purchasers to intervene actively and manage allocation decisions made by physicians. The author explores how these models will ensure the accountability of these new decision-makers to the citizens and patients they ultimately represent. According to Dorothy MacDougall, “the charism of charity has transcended centuries and cultures to the extent that our foundresses and Community members and lay associates have been willing to break through biases of culture to reveal God’s love to the world.” The charism requires “inclusivity, imagination, and risk.” She offers examples from the history of the Sisters of Charity of Nazareth in Kentucky that illustrate this. For instance, the Sisters removed segregation from their hospitals before the Civil Rights era. Condom Availability In New York City Public High Schools: Relationships To Condom Use And Sexual Behavior, Sally Guttmacher, Lisa D. Lieberman, David Ward, Nick Freudenberg, Alice Radosh, Don Des Jarlais

OBJECTIVES: This study examines the impact of the condom availability program in New York City public high schools by comparing rates of sexual activity and condom use for New York students and similar students in Chicago. METHODS: A total of 7119 students from 12 randomly selected New York schools and 5738 students from 10 Chicago schools participated in a cross-sectional survey. RESULTS: New York students, compared with Chicago students, reported equal rates of sexual activity but higher rates of condom use at last intercourse (odds ratio [OR] = 1.36). Do Pacific Islanders In The United States Hold “Good” Jobs?, Dennis A. Ahlburg

Pacific Studies

In the 1980s, the quality of the jobs held by Pacific Islander householders generally improved, while job quality declined for the average American householder. The factors that improved the economic position of a Pacific Islander household--education, work experience, and good English language skills-- were the same as those that improved the position of other households in the United States. Over the decade, Pacific Islander householders generally acquired more of these productive attributes, which helped them to find employment, get access to better jobs, and increase their earnings.

Vincentian Studies

Aloysius Meyer was “one of the most respected and influential Vincentians in the United States in the nineteenth century.” He served in almost all of the Congregation’s traditional works. He was also president of what is now St. John’s University in New York and Saint Vincent’s College in Los Angeles. At St. John’s, he reduced the university’s debt and raised enrollment, and he raised standards at Saint Vincent’s. Meyer was offered the bishopric of Galveston, Texas, which he declined.

Advanced countries that are experiencing high unemployment are reconsidering their generous welfare states in light of the American experience. This article sets forth a summary of the principles of the U.S. welfare reform -particularly enforcing work requirements by time-limited welfare-as well as the assumptions, including, principally, that welfare destroys work incentives and that jobs are available for those who want to work. In fact, most welfare recipients have extensive connections to the labour market, but cannot survive on either jobs or welfare. If the reforms are carried out as intended, severe hardship will result. The predicted outcome is that most …
