As he took office, President John F. Kennedy articulated new policies sympathetic to African independence movements, but his policies turned out to be conditional. Aid continued to be granted to resource rich, pro-Western governments.

When the Republic of Congo gamed its independence, it retained its pro-Western cultural and economic ties with its former colonial power, France. Lacking natural resources and an industrial base, this country sought large amounts of economic aid from the West to sustain itself. France and the United States failed to live up to the Congo's expectations. Accusations of massive corruption sealed the fate of the government …

This thesis examines the policy that the United States utilized between 1945 and 1950 to enlist Dutch support for post-war European organizations and the place of this relationship within United States overall Cold War policy. The Netherlands willingness to cooperate and further United States objectives significantly contributed to the development of economic reconstruction and military security in Western Europe. In addition the United States unprecedented vision for a multilateral defense treaty came to fruition in part through Dutch support and compliance. Although both the assumptions and methods of qualitative and quantitative approaches in nursing research are different, both have the goal of furthering the scientific basis for practice. A variety of qualitative approaches are available, and which approach to use depends on the purpose of the research. In general, qualitative investigations address broad questions related to description, discovery, or theory building, and, as a consequence, the researcher is concerned with the entire context surrounding the phenomenon of interest rather than concentrating on specific variables thought to influence that phenomenon. PROBLEM/CONDITION: Since 1971, CDC and the U.S. Environmental Protection Agency have maintained a collaborative surveillance system for collecting and periodically reporting data that relate to occurrences and causes of waterborne-disease outbreaks (WBDOs).

REPORTING PERIOD COVERED: This summary includes data for January 1995 through December 1996 and previously unreported outbreaks in 1994.

DESCRIPTION OF THE SYSTEM: The surveillance system includes data about outbreaks associated with drinking water and recreational water. State, territorial, and local public health departments are primarily responsible for detecting and investigating WBDOs and for voluntarily reporting them to CDC on a standard form.

American scholars have long been interested in the intellectual and social impact of the eighteenth-century religious revival, the Great Awakening. This dissertation uses a colonial family as a case study of the significance of this major colonial event. It traces and compares the intellectual and theological development of Michael Wigglesworth, and his two sons, Samuel and Edward. The Wigglesworth family represents both the foundation of Puritan thought in the seventeenth century and the transformation of that thought in the eighteenth century. Michael Wigglesworth (1631-1705), a tutor and Fellow at Harvard College and pastor of the church in Malden, Massachusetts, was …

This article uses one of the high profile mass tort cases of recent decades, the complex silicone gel-filled breast implant products liability litigation, to evaluate summary adjudication measures. Recognizing that not all claims filed are complex tort claims (just the most interesting ones), where commercial claims present the opportunity for use of summary proceedings, those will be discussed as well, particularly regarding mechanisms by which security for a creditor-plaintiffs claim can be obtained prior to a favorable verdict.

Cooperation, Conflict, Or Coercion: Using Empirical Evidence To Assess Labor-Management Cooperation, Ellen J. Dannin

Michigan Journal of International Law

Since the 1980s there has been strong interest in labor-management cooperation. That interest was reflected even in government attention, for example, through projects by the U.S. Department of Labor's Bureau of Labor-Management Cooperation. Under the leadership of Undersecretary Stephen Schlossberg, the Bureau's "Laws Project" examined the impact of labor law on labor-management cooperation. The Dunlop Commission issued a report strongly in favor of labor-management cooperation, and National Labor Relations Board (NLRB) Chair William B. Gould has spoken favorably of it. More recently, the government issued a report on state and local initiatives in this area.

Perhaps no legal principle illustrates the use of Fourteenth Amendment equal protection jurisprudence more poignantly than the relatively obscure cy pres doctrine. The ancient doctrine which allowed both courts and the Crown in England to change trust purposes when the original trust purposes proved no longer viable was adopted belatedly, sporadically and partially by jurisdictions in the United States. In Part I, the author illustrates how the United States jurisdictions differ from England in the requirement for charitable intent. An important contemporary problem in environmental regulation concerns the cleanup of property that is an unfortunate legacy of the modem industrial age—acres of land affected by past inadequate disposals of toxic substances. The United States began to address this problem in 1980 with the enactment of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). CERCLA establishes both a liability regime for assigning the costs of cleaning up lands contaminated by the release of hazardous substances and regulatory requirements defining how those cleanups are to be pursued. Another epidemic has hit the international community. This one, however, is not derived from an unknown bacterial agent. Instead, it originates from a variety of social agents. The epidemic? The explosion in the number of people incarcerated in the global community. As of June 1997, the United States' prison population exceeded 1,700,000. This figure is consistent with the United States' status as one of the world's largest jailers. Like the United States, Europe's prison population has escalated. The growth in France's prison population is representative of the epidemic's trans-Atlantic scope.

This thesis deals with the lability of automobile and motorcycle manufacturers, as well as their suppliers, in situations where a defective product causes a harmful event. Specifically, it compares the product liability laws of the Federal Republic of Germany to those of the United States of America. This thesis is a rhetorical analysis of utopian discourse about marriage in mid-nineteenth-century America. Although utopian communities are usually approached within the fields of history and sociology, a rhetorical analysis adds to the discussion by uncovering the discursive complexity of marriage beliefs within a rapidly changing culture. Discursive features of the Shaker, Oneida Community and Latter-day Saint texts are outlined and compared according to the following format:

OBJECTIVE: To study maternal and neonatal effects of combination nucleoside analog therapy administered to human immunodeficiency virus (HIV)-infected pregnant women for maternal indications.

METHODS: A multicenter, prospective observational study was undertaken at six perinatal centers in the United States and Canada that supported regional referral programs for the treatment of HIV-infected pregnant women. Demographic, laboratory, and pregnancy outcome data were collected for 39 women whose antiretroviral treatment regimens were expanded to include more than one nucleoside analog for maternal indications. The 40 newborns were monitored at pediatric referral centers through at least three months of age to ascertain their HIV …

Although almost 50 years of research has shown that grade-level retention affords no academic advantages to students, this practice is gaining increasing attention as schools face political pressure to be accountable for student achievement. The negative effect that retention has on children is ignored in favor of an overly simplistic view of it as a panacea for education woes. In an attempt to better meet student needs, educators historically have seen retention as a way to reduce skill variance in the classroom. However, this practice has not achieved its objective. An at-risk population is cognitively and affectively harmed by retention. …
