Vincentian Studies
This article discusses the Vincentian mission in the United States from 1816 to the Civil War. The Vincentians came to America at the behest of the first bishop of Louisiana for the purpose of founding a seminary and giving local or parish missions. The history of Saint Mary’s Seminary is recounted. Until 1843, it was the Vincentians’ only canonical house in the United States and served many functions. After the mission became a province in 1835, the Vincentians were offered the direction of almost all the American diocesan seminaries, although this did not last. The purpose of this study was to analyze the relationship between China's image as perceived by U.S. tour operators and tour operators' actions in developing package tours to China; The data for this study was obtained through a questionnaire survey of 300 U.S. tour operators on 22 China's tourism attributes. Two research hypothesis were established. The results indicated that there were no significant differences in the perception of China as a tourist destination between tour operators who had visited China and those who had not. As industrialized nations, particularly the United States, continue to rely on oil to support their standard of living and production, the Middle East increases as a strategic location. Ethics and Foreign Policy Decisions: Iran-Contra - United States-Iraq Interaction, 1988-91 explores the ethics of policy making which employ the 'many hands' and 'dirty hands' approach. The Iran-Contra affair and United States-Iraq interaction from 1988-91 are used as case studies. Suggestions for counteracting the usage of the 'many hands' and 'dirty hands' practices are discussed. This thesis investigates the implementation of President Ronald Reagan's active counterterrorist policy. The paper attempts to determine why the stated policy of "swift and effective retribution" was not carried out. This paper concentrates on the discrepancies between the numerous statements advocating retaliation made by Reagan and his top officials and the failure of these officials to administer the necessary orders for such retaliatory policies. This research indicated numerous causes, although the primary cause is attributed to the divergent opinions of the reticent Secretary of Defense Caspar Weinberger and the more retributive views of the two successive Secretaries of State, Alexander …

Spacing Out: Towards A Critical Geography Of Law, Nicholas K. Blomley, Joel C. Bakan
Osgoode Hall Law Journal
The authors analyze the interconnections between space, law, and power and forge links between critical studies in law and geography. Analytical categories of space-for example, the divide between public and private space, or the concept of national citizenship-are all politically constructed. The authors analyze Canadian and American concepts of federalism and their impact on regulating worker safety. A common judicial mapping of work, local space, and state regulation determines whether local officials have enforcement authority in contexts where national worker safety regulations apply. Through this analysis, the authors illustrate the potential for future studies in critical legal geography.

The Origins Of The Department Of Defense Recommendation To Cross The 38th Parallel During The Korean War, Wayne A. Kirkbride

This thesis considers the reasons the Department of Defense (DOD) developed its recommendation concerning the U.S. involvement in the Korean War. The United states initially committed its forces to restore the status quo antebellum. However, by 31 July 1950, the DOD recommended that a free, unified, and representative Korea should be the policy object of the war and that the occupation of all of Korea and the defeat of the North Korean armed forces north and south of the 38th Parallel should be the military objectives.
Several factors contributed to the recommendation of a change in policy and strategy. A …

Inter-American Indemnity: Internal Security And The Mutual Security Program For Latin America (1951-1961), Robert George Baker

This thesis examines the purpose of U.S. military aid in the American Republics from 1951 through 1961 and proves that concern for internal security became dominant during that period. At first military aid supported hemispheric defense against communist aggression, which Washington orchestrated through mutual defense agreements, but by 1953 maintenance of internal security emerged as the major aim of aid to several Central American nations. In 1956 the National Security Council determined that internal security was a vital goal of the military aid program for Latin America. While there is an abundance of research on twentieth-century manifestations of Deaf culture, the nineteenth-century roots have been largely overlooked. The creation of residential schools for the deaf gave the Deaf population a place to meet and share ideas, for the first time in American history. The close and sustained contact generated cultural development. This thesis addresses the development of a cultural identity among the Deaf population by attempting to compare the experiences and opinions of the Deaf and hearing communities as they existed in nineteenth-century America.

The Structural Impediments Initiative ("SII") discussions, the first stage of which concluded with a report on June 28 of last year, have been heralded as a new departure in international economic relations. Instead of talking about the removal of barriers at national borders, the United States and Japan have been discussing the relationship between international trade, international payments balances and domestic economic institutions. Trade negotiators have been exploring whether the harmonization of domestic economic institutions can allow for more intimate as well as more balanced economic relations between the United States and Japan. This study attempts to show how Americans in general remembered the Vietnam War from 1975 to 1985, the decade after it ended. A kind of social history, the study concentrates on the war as remembered in the popular realm, examining novels as well as nonfiction, poetry, plays, movies, articles in political journals, songs, memorials, public opinion polls and more. Most everything but academic history is discussed. The study notes how the war's political history was not much remembered; the warrior, not the war, became the focus of national memory. The study argues that personal memory predominated over political memory for …

This thesis addresses the question, why does U.S. foreign policy contribute to political instability in developing nations? To ascertain the answer, it analyzes the post-World War II administrations from Truman through Johnson. One mode of containment, cliency, a foreign policy relationship between a major power and a weaker state, is developed within the framework analyzing containment. The cliency model provides a theoretical basis for explaining how the domestic structure of the client state is systematically distorted by the patron's actions in pursuit of its global interests. A study of the weak state was conducted using the Honduras-U.S. relationship as a case study. Most existing literature, with the exception of Annette Baker Fox's The Power of Small States, does not analyze in detail a specific country's relationship with a powerful nation. This research examined the factors that helped a weak country maintain maneuverability in its domestic and foreign policies when under the influence of a strong power. Six conditions which facilitated maneuverability were: geographic proximity, rising nationalism, citizen participation in government, trade distribution and diversification, international pressure, and declining hegemony of the strong power. Protecting water quality is essential to preserve the many beneficial uses of western water resources. This conference addresses the dominant federal requirements in the Clean Water Act, including the important major revisions enacted by Congress in 1987, with special attention to western problems regarding nonpoint source pollution. Developments in groundwater quality regulation are considered, as are selected issues concerning the implications of state and federal water quality regulation for the traditional exercise of water rights.
