The War-Making Power: Congress Vs. The President, Van L. Perkins

BYU Studies

Although constitutionally the Congress has the power to declare war, throughout U.S. history the President has usurped this power. Cases such as the Mexican War, the French Naval war, and the China Relief Insurrection before World War I are all instances when the President took the initiative in entering a war without an official declaration by Congress. In the case of both World Wars, presidential policies prior to the wars left little choice to Congress. The article examines the U.S.'s involvement in the Korean War and the Formosan Resolution. In the future, the President must be careful not to overstep …

For many years a difference of opinion has existed regarding the role, if any, that a teacher should play in the political life of the community. There existed, and still exists, a great variance of opinion even on the part of teachers as to their political role. Some would have teachers set themselves completely apart from anything that even remotely resembles politics. Others would have teachers become deeply involved in the political life of the community. Heretofore no basis for participation in politics has been given other than personal opinion.

Why at the present time do we need added sources of labor beyond that available within the country? One faction would cry, "We don't!" Another would say, "We decry the importation of labor, but there simply aren't United States citizens in sufficient numbers to get these jobs done." A third group would probably answer, "Why worry about it? These laborers will come across the border, legally or illegally; we may as well avail ourselves of their services." Perhaps we should let a fourth group speak: "We must see that you do not misuse these people."

Erickson, State Engineer Prepared in cooperation with the Geological Survey and National Park Service, United States Department of the Interior The flows of Rattlesnake Springs, Blue Spring, and the Black River in the upper Black River valley in southwestern Eddy County, N. Mex., are utilized mostly for irrigation. Part of the water from Rattlesnake Springs also is pumped by the National Park Service for use at the Carlsbad Caverns about 5.5 miles distant. It was the purpose of this study to discover to what degree the Methodist Group Graded Curriculum for junior age (nine-ten-eleven year old) children is applicable to the experiences or rural children. Criteria for evaluation have been set up through examination of the philosophy governing certain public school programs for rural children, and the philosophy tor religious education of rural children as revealed in certain national and denominational publications on rural church life end education.
