Fighting "Don't Know, Don't Care": The Fcda's Public Education Quest, Rachel M. Mihalovich

The Federal Civil Defense Administration (FCDA) was created in December 1950 to prepare the civilian population of the United States to survive and recover from a nuclear attack by the Soviet Union and its allies. Contemporary civil defense theory dictated that this goal should be met by educating the American public in order to avoid a negative psychological reaction that would prevent survival and recovery. In order to evaluate the success of the FCDA's civil defense program, this study will investigate the composition of the FCDA and its public education program.

The specter of Salem witchcraft haunts the American imagination. No other historical event has provided such a wide range of scholars, dramatists, fiction writers, poets, and amateur sleuths with a subject that so stubbornly resists a final resolution. Although barely nine months passed from the first accusations of witchcraft to the last, those nine months of accusations, confessions, denials, trials, and executions have spawned a vast literature which for 300 years has sought to fix blame or find reason for the ordeal of the witch trials of 1692. War, Reform And State -Building In Brazil And In The United States: Slavery, Emancipation And Decision -Making Processes In The Paraguayan And Civil Wars (1861--1870), Vitor Izecksohn

The present dissertation undertakes a comparative-historical analysis of the impact of the American Civil War and the Paraguayan War on the American and the Brazilian populations. It investigates how both war's dynamics interfered with the social orders existent in both countries. It underlines the impact of recruitment to show how the pronounced growth of each national state during wartime interfered with the lives and customs of the populations subjected to the draft.

War mobilization is always a dramatic event in any society. Increasing government intervention during wartime normally leads to a temporary invasion of local prerogatives through recruitment and mobilization. …

Puerto Rico: Cultural Nation, American Colony, Pedro A. Malavet

As a matter of law, Puerto Rico has been a colony for an uninterrupted period of over five hundred years. In modern times, colonialism—the status of a polity with a definable territory that lacks sovereignty because legal/political authority is exercised by a peoples distinguishable from the inhabitants of the colonized region—is the only legal status that the isla (island) has known. This Article posits that Puerto Rico's colonial status—particularly its intrinsic legal and social constructs of second-class citizenship for Puerto Ricans—is incompatible with contemporary law or a sensible theory of justice and morality.

In this article the author explores the move in several jurisdictions towards providing primary legal materials online without charge. In Canada the federal government, most provincial governments and many courts currently provide some form of online access to primary legal materials. However, this is not done in a unified, comprehensive or systematic manner. The author evaluates the "legal information institute" model as it has emerged in Australia, the United Kingdom and the United States, and considers whether such a model would be useful or workable in Canada. To study transmission patterns of Pneumocystis carinii pneumonia (PCP) in persons with AIDS, we evaluated P. carinii isolates from patients in five U.S. cities for variation at two independent genetic loci, the mitochondrial large subunit rRNA and dihydropteroate synthase. Fourteen unique multilocus genotypes were observed in 191 isolates that were examined at both loci. Mixed infections, accounting for 17.8% of cases, were associated with primary PCP. Genotype frequency distribution patterns varied by patients' place of diagnosis but not by place of birth. Genetic variation at the two loci suggests three probable characteristics of transmission: that most cases of PCP do …

This chapter embraces the strategic use of the Internet for achieving new forms of transparency and participation in the regulatory cooperation process. It explores ‘the challenges of globally accessible process’ through the use of new information technologies. It holds that the incorporation of these technologies in agency processes at the US federal level has created possibilities for the most transparent, participatory, and broadly deliberative regulatory system in the world to become still more so. Exploring Other Worlds: Margaret Fox, Elisha Kane, And The Antebellum Culture Of Curiosity, David Alexander Chapin

Antebellum Americans had a strong interest in the unknown, which manifested itself simultaneously in highbrow, middlebrow, and lowbrow culture. Venues such as scientific institutions, lyceums, lecture halls, the "penny-press," and the dime-museum all catered to American curiosity. Exploring Other Worlds examines this "culture of curiosity," arguing that curiosity was a defining trait of antebellum America, transcending many of the boundaries we often associate with the era. Curiosity promoted intellectual interest in science, but it also led to the sensationalism of modern commercial popular culture.

The inter-related lives of Elisha Kane and Margaret Fox demonstrate this thesis. Kane was America's first …

This paper evaluates short- and long-term academic effects of the US School Breakfast Program (SBP). The paper divides into four sections: an introduction (page 4), a literature review (page 11), a statistical model (page 31), and an empirical model (page 38). Dorothea Lange In Utah, 1936-1938: A Portrait Of Utah's Great Depression, James R. Swensen

In his 1978 biography of Dorothea Lange, Milton Meltzer appraised Lange's 1936 photography in Utah as nothing more than mundane work done for the benefit of the Farm Security Administration (FSA) and not for her own benefit as a photographer. Yet, her work in Utah encapsulates the aspirations, goals, and styles of Lange, and gives insight into her vision as a photographer and representative of the New Deal. Through carefully composed photographs, Lange shows the hardships and hope of life in Utah during the Great Depression.

Amid the globalization of markets and the interdependence of states, human rights violations throughout the world still persist. The purpose of this study is to investigate the relationship between the economic interdependence of nations and the moral responsibilities of nations by examining the case of the 1994 decision by the Clinton administration to delink China's human rights practices from most-favored-nation status.
