The Legend Of Jane Renfro, Stafford Poole C.M.
The Legend Of Jane Renfro, Stafford Poole C.M.
Vincentian Studies
There is a story that a person enslaved by Saint Vincent’s College in Missouri, Jane Renfro, was to be “sold down the river.” She was supposedly freed by a papal decree that no Catholic institution could sell enslaved persons. There was no such papal decision. Starting in 1840, Saint Vincent’s sold all its enslaved persons locally to comply with provincial John Timon’s policy of phasing out enslavement. Renfro was probably sold to or placed with a nearby family named Burns.
John Timon And The Succession To The See Of Baltimore In 1851, Leonard R. Riforgiato C.M.
John Timon And The Succession To The See Of Baltimore In 1851, Leonard R. Riforgiato C.M.
Vincentian Studies
The internal Church politics surrounding the 1851 succession to the see of Baltimore reveal significant divisions in the hierarchy of the time. The archbishop of Baltimore would essentially also be the primate of the American church. John Timon, the first provincial of the American Vincentians and the bishop of Buffalo, was considered for the position. He was a native-born American, which many considered an important qualification for an archbishop of Baltimore. Whether it was done purposefully or not, Bishop Francis Kenrick of Philadelphia’s backing of Timon split the hierarchy, resulting in Kenrick’s appointment to Baltimore. Kenrick had incurred the enmity …
The American Advantage: The Value Of Inefficient Litigation, Samuel R. Gross
The American Advantage: The Value Of Inefficient Litigation, Samuel R. Gross
Articles
In a recent article, The German Advantage in Civil Procedure,1 Professor John Langbein claims that the German system of civil litigation is superior to the American; in an earlier article he makes a parallel claim about German criminal procedure.2 Roughly, Professor Langbein argues that by comparison to the German process, American litigation is overly complex, expensive, slow, and unpredictable - in short, inefficient.3 Professor Langbein is not the first and will not be the last to criticize American legal institutions in these terms, but he expresses this criticism particularly well: he is concise and concrete, he describes American practice by …

The Presidential Business Cycle In The U.S.: A Theoretical And Empirical Examination, Ranjit S. Dighe
The Presidential Business Cycle In The U.S.: A Theoretical And Empirical Examination, Ranjit S. Dighe
Honors Papers
The idea of a politically-motivated business cycle is basically a conspiracy theory: "office-motivated" politicians, seeking to exploit the well-documented relationship between favorable economic news and votes for the incumbent president and his party, manipulate the timing of business cycles for their own electoral gain. This manipulation, theorists maintain, is effected through the use of any of several policy instruments including discretionary federal spending, government transfer payments, and the average tax rate, as well as pressure on the central bank to pursue a more accommodating monetary policy.
Theories of such a cycle seem to fall in and out of favor with …
Values In The College Curriculum, Robert A. Preston
Values In The College Curriculum, Robert A. Preston
Sacred Heart University Review
The principles of a free society are based upon, that is, logically entail, a definite metaphysics. If an academic institution were permitted to espouse these political principles it would, at least logically, be giving credence to the metaphysics upon which the principles are based. Therefore, to avoid this, the current doctrine of academic freedom as requires neutrality on the part of the institution in order to avoid the imposition of any orthodoxy at all.
This then firmly fixes us on the horns of the dilemma. No free society can endure unless it can pass on to its youth the basic …

Town And Province In Revolutionary New Hampshire: A Stable Political Culture Confronts Change, 1765--1776, Marilyn Mulzer Robbert
Doctoral Dissertations
The study analyzes the relationship of the towns to the provincial government between 1765 and 1776 to understand the underlying process of the coming of the Revolution in New Hampshire. The focus is on the towns, and the main sources are unpublished town records.
For one part of the study, I developed a system to identify legislative leaders (a modification of Jack Greene's method), used Gini scores to compare the General Assemblies with the Provincial Congresses and the 1776 House of Representatives, and constructed a composite biography for the 296 men who served during the period.
A comparison of the …
Two Firsts: A Comparative Study Of The American And The Polish Constitutions, Rett R. Ludwikowski
Two Firsts: A Comparative Study Of The American And The Polish Constitutions, Rett R. Ludwikowski
Michigan Journal of International Law
This article is only an introductory study to further inquiry. It focuses on the first two constitutions in the world: the American Constitution of 1787 and the Polish Constitution of May 3, 1791. Furthermore, the emphasis of this essay will be disposed of in a different manner than in the above mentioned studies. The author's purpose is not to add another article to the numerous works already devoted to American Constitutional development; instead, the following remarks will emphasize Polish constitutional history, and treat the American constitutional experience as a background for comparison.

Devaluation, Short-Run Supply Response, And The J-Curve, Alexander L. Brown
Honors Papers
This paper will attempt to empirically illustrate the contribution of short-run supply adjustment to the U.S. J-curve. I plan to study, on the major industry division level (2 digit SIC), 15 manufacturing sectors of the united states. Their supply movements will be calculated in terms of total short-run adjustment. These statistics will then be compared to the trade balance (J-curve) for the U.S. to see if the supply movements of U.S. manufacturers can explain the continued drop in U.S. international trade. If the theory is supported few industries will adjust quickly in the short-run, reflecting the slow adjustment of aggregate …
Giving Up The Ghost: Death In The Depression, Victoria Getis
Giving Up The Ghost: Death In The Depression, Victoria Getis
Honors Papers
The preceding section is the human evidence behind this paper: what did the Great Depression feel like? What was it like to live in a Hooverville? To travel across the country in a rundown Jalopy? To Jump freight trains and live in box cars? To go on relief? What impact did the depression have on the national and individual psyche? Many authors have dealt with these questions, so why do it again? First, this thesis represents a attempt to draw together all the information for myself. Second, it is also an endeavor to find what people considered then (and perhaps …

Review Of Environmental Protection Policy, By E. Rehbinder And R. Stewart, James E. Krier
Review Of Environmental Protection Policy, By E. Rehbinder And R. Stewart, James E. Krier
Reviews
Environmental problems have been on the agenda of the federal government in the United States for roughly a century now, about half of the government's life, and a dominant concern for the last two decades. The European Economic Community ("EEC"), itself a system perhaps on its way to some brand of federalism, presents a similar but much foreshortened picture. The EEC has been concerned with the environment for about the last half of its thirty year life. Environmental Protection Policy' ("EPP") is a richly detailed study of environmental policy in these two very different systems.

"God Is Wonderful In All His Works": A Contemporary Account Of Vincentian Activity In The District Of Cape Girardeau, Missouri, 1828-1850, John Francis Mcgerry C.M., Douglas Slawson C.M.
Vincentian Studies
John Francis McGerry recounts the Vincentians’ role in establishing Catholicism in the Cape Girardeau region. He describes John Timon’s ministry, which mostly consisted of baptisms, work with condemned prisoners, and various efforts to help the Daugherty family, including purchasing their land. McGerry also relates how John Mary Odin and John Brands worked with non-Catholics and converts despite anti-Catholic prejudice. Finally, McGerry gives details regarding the building and beginning of Saint Vincent’s College at Cape Girardeau.

Saint Vincent’s College in Cape Girardeau, Mississippi opened in 1838 as a boys’ school and was incorporated as a college in 1843, providing mainly secular secondary education. It became a common seminary for several dioceses in 1860. During the Civil War, skirmishes and the Battle of Cape Girardeau came near it, and the loyalties of its faculty and students were divided. Nonetheless, classes continued throughout the war. Afterward, the college faced anti-Catholic bigotry and bankruptcy, and returned to accepting secular students for various reasons. It had many notable alumni and faculty, including bishops and Vincentian provincials respectively. It resumed its …

Symbol Of American Discontent: The Selective Service During The Vietnam War, Jean B. Todd
History Theses & Dissertations
This thesis presents an intensive study of the nature and scope of the Selective Service System in an effort to analyze the system that became the focal point of growing discontent with the Vietnam War. The primary objective is to determine whether the Selective Service System equitably executed its congressionally mandated objective of raising military manpower. In order to ascertain whether the System operated with balance and fairness, its structure and procedures are examined. The study of the Selective Service System's structure 'necessitated an analysis of the characteristics and backgrounds of both administrators and those who met the System's quotas …
