Precinct Government In Salt Lake County, Utah 1852-1904, Steven K. Madsen

Theses and Dissertations

This thesis traces the origin, development, and decline, from 1852 to 1904, of Salt Lake County's judicial precincts. A precinct functioned as the basic subdivision of county government. Its boundaries were generally coterminous with those of local communities. It was established to allow for a degree of local control by the people.
Chapter two reveals that precinct justices experienced over time a marked decline in socio-political prominence. This is largely due to legislative statutes that decreased their jurisdictional powers. Chapter three examines the evolution of precinct boundaries. The purpose of this paper is to reveal the nature of institutional adaptation of the University within the context of the political upheavals in twentieth-century Spain. I will focus on the changing structure of the University under the Republican era, the Franco years, and the present democracy. Elements within this changing educational structure suggest an ideal typology, a hypothetical university which manages to rise above its role as a mere function of the social milieu. By contrast, the reality of the University as an institution controlled by political regimes is evident throughout the paper. The contention herein is that among …

"Student activism" is a commonly used-and somewhat loaded-phrase. In the mind of the modern observer, the phrase inspires images of peace signs, love beads, sit-ins, and Kent State. Student activism, however, has not always been true to this imagery. The tradition of student groups devoted to political, ideological ends extends back to the early years of the twentieth century. The group that established this tradition also forms the subject of this study: the Intercollegiate Socialist Society (ISS).

From the standpoint of economic growth, the decade of the 70s brought some alarming developments. It is not possible to discuss politics without assuming a degree, however minimal, of trust. To deny the existence of any trust at all is to assume, as Hobbes does, a war, whether hot or cold, of all against all. While it is possible for people to live in such a condition, they cannot live together in any sense that can be called political. Even in societies which are divided into hostile groups, people either align themselves with a group, expressing their loyalty to its goals. The assumption that the occupational identification of "lawyer" is the salient feature in evaluating political motivation is interesting, if questionable, according to the Author. Does occupational identity overwhelm other identities? Are politically active lawyers really a homogeneous group? Are they less affected by competing identities associated with wealth, geography, familial and constituency concerns, political ideology, party considerations, or any of the myriad other sources of public and private motivation of behavior? Surely the hypothesis that politically active lawyers behave differently from nonlawyers is worth investigating. When Senator William Henry King took office in 1917, Utah and the nation were apprehensive about the presence of large numbers of foreign born aliens and citizens. Utah's King joined the wartime hysteria and promoted many nativistic policies directed against the foreign born population. During the post-war Red Scare he continued his crusade, concentrating on the suppression of Bolsheviks and the Industrial Workers of the World.

But when Congress passed the Immigration Act of 1924--a nativistic law designed to curtail the immigration of southern and eastern Europeans--King was the bill's only opponent from the West or South. Since anti-radicalism and …

A common rationale in allocating government grants and aid is income redistribution. Consider receipts by individuals for example. Under a host of programs, economic hardship is a necessary and often sufficient condition for receiving benefits. A second major beneficiary category for federal and state aid is municipalities and localities. There again equity considerations frequently affect grant receipts, although purely demographic factors such as population can also influence the level of assistance. Considered together, one would expect disbursements across these two broad aid categories to be explained by varying economic and demographic factors consistent with the intended equity rationale.
