The Search For A Massachusetts Chancellor: Autonomy And Politics In Higher Education, Richard A. Hogarty

Political scientists have not devoted much attention to the politics of higher education. Their reluctance is hard to explain since the material for study is close at hand and the subject offers ample research opportunities. The search for a chancellor conducted by the Massachusetts Board of Regents in 1986 aroused considerable public attention and controversy. This case study examines that controversy along with the tensions that arise when academic and political forces collide. Few searches in academia are perfect and none is a morality play. Its preoccupations have included the impact of the military on economic policy and regime performance; military linkages with civilian interest groups; and the functioning of the military power structure. During the last seven years there has been a significant shift to the right in the ideological perspectives of American political institutions and behavior. Despite some inconsistencies, the direction is clear. The term "moderate" has acquired a conservative meaning, and liberals have been split into neo-liberal and neoconservative camps. The idea of a politically-motivated business cycle is basically a conspiracy theory: "office-motivated" politicians, seeking to exploit the well-documented relationship between favorable economic news and votes for the incumbent president and his party, manipulate the timing of business cycles for their own electoral gain. This manipulation, theorists maintain, is effected through the use of any of several policy instruments including discretionary federal spending, government transfer payments, and the average tax rate, as well as pressure on the central bank to pursue a more accommodating monetary policy.

The meeting of feminists at Seneca Falls in July of 1848 marked the nominal beginning of the movement which in the nineteenth century was labeled "woman's rights." For us that term has become commonly interchangeable with "suffrage," and we often assume that "woman's rights" describes a seventy-odd year campaign to gain civil and political power and protection from a government which -- although it had perpetrated outrages against women and blacks -- had an unquestioned legitimacy as the guarantor and enforcer of rights.

This Note proposes legislation that would cure many deficiencies in the present system of judicial tenure in New York. First, the Note examines the present retention system for trial court judges in New York State in light of the strict standards of judicial ethics the CJC imposes on sitting judges. Part II analyzes several problems in the current reelection process, focusing on the complex predicament a judicial incumbent faces as a result of having to return to the political arena. A debate erupted between Federalists and Anti-federalists regarding each Article of the then-drafted Constitution. This study sets forth the theological basis which provides the foundation for Jürgen Moltmann's call for social and political transfo­rmation. Jürgen Moltmann, professor of Systematic Theology at the University of Tubingen since 1967, has come to be identified as the major proponent of political theology. He advocates a critical role for theology against injustices within society. His thoughts are generally oriented toward social and political transformation as a response to the Christian faith.
