In 2006, Khalia was arrested for a “low-level counterfeiting charge.” While Khalia was innocent and never convicted for the charged offense, she still had a criminal record. Because she was concerned that future employers would “view her as a thief,” she never applied to any of her dream jobs. But once Khalia’s arrest record was automatically sealed, she finally had enough confidence to send in a job application to a prestigious consulting firm, and was offered the position. Khalia believes that her newly sealed criminal record “means a future without judgment.” And this future without judgment was made possible …

Public education is an integral part in the upbringing of American children and teenagers. While it is a right for all U.S. citizens, the quality of public education can vary greatly from school to school and from district to district. In fall of 2020, a group of students in a journalism course at Ursinus were tasked with finding and interviewing Montgomery County High School students to record their experiences at several schools in the county and highlight some of the inequities inherent in the American public schooling system. Overview of Key Findings

  • The states with the highest number of Medicare beneficiaries with coal workers’ pneumoconiosis (CWP) were Kentucky, West Virginia, Virginia, and Pennsylvania.
  • Significant clustering of health care utilization rates for Medicare beneficiaries with CWP was observed in the central Appalachian states of Kentucky, West Virginia, and Virginia.
  • Significant clustering of health care utilization rates for Medicare beneficiaries with Other Related Pneumoconiosis was observed in Appalachia and the southeast parts of Texas and Louisiana. This clustering merits additional research to understand underlying disease etiology.

Increasing Substantive Fairness And Mitigating Social Costs In Eviction Proceedings: Instituting A Civil Right To Counsel For Indigent Tenants In Pennsylvania, Robin M. White

Dickinson Law Review (2017-Present)

The U.S. Constitution provides criminal defendants the right to a court-appointed attorney but gives no similar protection to civil litigants. Although federal law does not supply any categorical rights to counsel for civil litigants, all 50 states have instituted the right in at least one category of civil law that substantially impacts individuals’ rights. Since 2017, several U.S. cities have enacted such a right for tenants facing eviction. In so doing, these cities responded to American families’ increasing rent burden, the recent publication of nationwide eviction data, the sociological research concerning the impact of eviction, and the lack of procedural …

Public trusts for natural resources incorporate both limits and duties on governments in their stewardship of those natural resources. They exist in every state in the United States—in constitutional provisions, statutes, and in common law. Yet the law recognizing public trusts for natural resources may contain only the most basic provisions—often just a sentence or two. The purpose and terms of these public trusts certainly answer some questions about the limits and duties of trustees, but they do not answer all questions. Along the banks of the Susquehanna River in early July 1778, a force of about 600 Loyalist and Native American raiders won a lopsided victory against 400 overwhelmed Patriot militiamen and regulars in the Wyoming Valley of Pennsylvania. While not well-known today, this battle—the Battle of Wyoming—had profound effects on the Revolutionary War and American culture and politics. Quite familiar to early Americans, this battle’s remembrance influenced the formation of national identity and informed Americans’ perceptions of their past and present over the course of the eighteenth and nineteenth centuries.

The development of horizontal drilling for natural gas in the Marcellus Shale in 2004 resulted in rapid exploitation of the play in the Appalachian Basin. This “unconventional” gas well drilling accesses resources deeper beneath the surface and allows for multiple wells to be co-located on a single well pad. This results in fewer, but larger, well pads on the landscape than traditional vertical wells. Pipelines are required to transport the volumes of gas produced by unconventional wells to production facilities and market. The effects of gathering pipelines, which transport gas from well pads to larger transport pipelines, are poorly studied …

From Bornholm To Jamestown: C. C. Beck And The Settlement Of Danish Immigrants In Chautauqua County, New York And Warren County, Pennsylvania, John Everett Jones

One of the earliest Danish immigrant settlements in North America was a community in western New York and northwestern Pennsylvania called Jamestown. Marcus P. Jacobsen has been recognized as the first person from Bornholm to settle in the Jamestown area1 in 1855 or 1856, and early on, members of this community came almost exclusively from Bornholm. However, histories have not recognized the importance of Charles C. Beck in the origin of this community. Emigration from Bornholm has been written about by Henning Bender2 this article adds to that research by situating Beck within the larger community of Danish immigrants who …

The Westinghouse Electric Corporation's plant in Sharon, Pennsylvania operated from the 1920s till the 1980s and saw a number of significant events during that period. This article uses a belt buckle that was given to one company employee as a 35-year service award, and it explores the historical significance of the object by focusing on the major events its owner was involved in during those 35 years. It looks closer into the life of one Westinghouse employee while also exploring significant events that influenced the company itself as well as the small town of Sharon, Pennsylvania.

BACKGROUND: Telehealth has emerged as a crucial component of the SARS-CoV-2 pandemic emergency response. Simply stated, telehealth is a tool to provide health care from a distance. Jefferson Health has leveraged its acute care telehealth platform to screen, order testing, and manage patients with COVID-19-related concerns.

OBJECTIVE: This study aims to describe the expansion and results of using a telehealth program to increase access to care while minimizing additional potential exposures during the early period of the COVID-19 pandemic.

METHODS: Screening algorithms for patients with SARS-CoV-2-related complaints were created, and 150 new clinicians were trained within 72 hours to address …

Prostitution is as old as human civilization itself. Throughout history, public attitudes toward prostituted women have varied greatly. But adverse consequences of the practice—usually imposed by men purchasing sexual services—have continuously been present. Prostituted women have regularly been subject to violence, discrimination, and indifference from their clients, the general public, and even law enforcement and judicial officers.

Jurisdictions can choose to adopt one of three general approaches to prostitution regulation: (1) criminalization; (2) legalization/ decriminalization; or (3) a hybrid approach known as the Nordic Model. The article focuses on a troubling aspect of contemporary judicial morality.

Impartiality—and the appearance of impartiality—are the foundation of judicial decision-making, judicial morality, and the public’s trust in the rule of law. Recusal, in which a jurist voluntarily removes himself or herself from participating in a case, is a process that attempts to preserve and promote the substance and the appearance of judicial impartiality. Nevertheless, the traditional common law recusal process, prevalent in many of our state court systems, manifestly subverts basic legal and ethical norms.

Several months into the impact of the global COVID-19 pandemic, the authors use the framework of "radical uncertainty" and specific regional health care data to understand current and future health and economic impacts.
