Human–Wildlife Interactions

Range expansion of American black bears (Ursus americanus; bear) and residential development have increased the bear presence in suburbia. Suburban landscapes exhibiting patchworks of variable-sized parcels and habitats and owned by landowners with diverse values can create large areas of suitable habitats with limited public access. These landscapes may limit the effectiveness of hunting as a traditional bear population management tool. Managers require better information regarding landowner attitudes about hunting before implementing harvest regulations intended to mitigate conflicts in suburban areas. Once Upon A Time In West Chester, James Jones

While most of my local history research has focused on industrial development and urban revitalization, this work examines a darker period in the late 1960s when West Chester underwent the kind of decline that plagued small towns all over the country. The intersection of middle class flight, youth rebellion, drug culture, racial strife and official corruption led to a murder and a series of sensational trials that revealed the limits of justice under Pennsylvania state law.

In this paper, we present how electrical consumption can reveal insight into the novel COVID-19 pandemic spread. We analyze electrical power consumption provided by PPL Electric Utilities, Department of Labor’s unemployment claims, and the COVID-19 cases/deaths for the State of Pennsylvania to study the impact of the pandemic on the infrastructure. Using a SARIMA model as our benchmark and we analyzed the use of a SARIMAX model to forecast the power consumption in Pennsylvania 14 days ahead. Our work quantifies and illuminates the effect that the strict legislation passed to minimize the spread of COVID19 had a on power consumption. …

Analyzing The Response To Covid-19 In Pennsylvania State Correctional Institutions, Elizabeth A. Rousseau

To evaluate the effects of the COVID-19 outbreak on the Pennsylvania prison system, I collected data from the Pennsylvania Department of Corrections, the Pennsylvania Department of Health, and the Marshall Project. I supplemented the data with opinion pieces and journal articles discussing the specific issues that this pandemic imposes upon prisons in the United States. In sum, population data collected from the Department of Corrections showed that only a few State Correctional Institutions saw a steady decrease in population over the 25 day study period from from June 18th through July 13th (Pennsylvania Department of Corrections, 2020). Divorce As Liberation: Marital Expectations Among The Working-Class In The 1950s, Kristin M. Catrone

Divorce was a remedy employed by working-class Americans in the 1950s when their marital expectations went unmet. Spouses left emotionally, physically, or sexually abusive marriages. Expectations for marriage also centered around assumptions based on gender. Working-class women showed how divorce could be used as a tool of liberation and empowerment.

Description And Educational Impact Of Pennsylvania's Manure Hauler And Broker Certification Program, Robert J. Meinen, Dhanushi A. Wijeyakulasuriya, Michael Aucoin, Johan E. Berger

We describe Pennsylvania's Commercial Manure Hauler and Broker Certification Program and discuss results of an industry survey. Survey knowledge questions were centered on state-mandated program competencies designed to minimize environmental losses of manure nutrients. Survey results demonstrated that participation in state-directed, Extension-led educational programming resulted in greater knowledge for those required to complete more rigorous certification education and for those exposed to more continuing education. Educational impact is expected to be far-reaching as survey respondents worked on an average of 38.5 farms annually. Extension's role is critical in this certification program that endeavors to improve water quality.

On the border between slave society and free society a collection of ideologies mixed. The residents of Adams County, even before its inception on January 22, 1800, lived in a state of division that swirled and crashed against the omnipresent slavery conundrum. The "New World Renaissance" swept through Adams County in the 1830s bringing schools, public works, businesses, and most culturally significant, new ideas. These ideas would prove to be the fount from which flowed the waters of reform. Notre Dame Journal on Emerging Technologies

The Note reviews current law, policy, and politics that are part of the discussion around disclosing fracking fluid trade secrets. Part I of this paper provides a background of fracking, why it is valuable, and intellectual property regimes used by owners of fracking relating to intellectual property. Part II reviews the regulatory takings doctrine, trade secret law and the interaction between them. Current disclosure laws, the policy considerations of disclosure law, and political attitudes towards fracking are discussed in Part III. This review concludes with general comments on current disclosure and the potential changes to regulations.

In this comparative study, I will analyze the various methods employed by states for monitoring and curtailing methane leakage in comparison with approaches that have been employed at the federal level. I will juxtapose the regulatory regimes of Colorado, North Dakota, New York, Pennsylvania, New Mexico, and California with the Obama Administration methane leakage regulations, including the 2016 Bureau of Land Management (BLM) "methane waste rule" regulations that the Trump Administration formally rolled back in September 2018. Introduction: Birth certificate data is a cornerstone of public health reporting, yet numerous studies document that much of the data collected is unreliable. Limited evidence suggests that the attendant at birth item may not be accurately captured on the current birth certificate, therefore not representative of the care provided by midwives in the United States. The primary purpose of this study was to determine whether midwives are accurately represented as attendant at birth on the Pennsylvania birth certificate. A secondary purpose was to assess midwives’ motivation to improve data collections if significant discrepancies were found.

This essay offers an intermediate discussion of select policy, strategic, operational, and tactical issues that demonstrate where and how the Commonwealth of Pennsylvania’s novel coronavirus response on the one hand, and homeland security frameworks and research on the other, converge or—more often so—diverge, and how to narrow this gap. Although typically framed as a pandemic owned by the public health sector, the COVID-19 response falls directly within the homeland security mission space, whose core missions include “Ensuring Resilience to Disasters.” In some respects, Pennsylvania’s response exemplifies best practices suggested by research. This report addresses the widespread pollution of domestic groundwater resources with Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) caused by firefighting activities performed at military installations across the United States. Two former military bases in Southeastern Pennsylvania are used as a single case study: the Naval Air Development Center (NADC) in Warminster and the Naval Air Station Joint Reserve Base (NASJRB) in Horsham. Chapter 1 gives a history of domestic military bases from the perspective of the infrastructure buildup and downsizing that occurred over the 20th Century, along with the environmental degradation revealed during brownfield redevelopment.
