Examining Overrepresentation In Special Education Amongst African Americans Diagnosed With Emotional Disturbance In The State Of Pennsylvania, Krisa Franzetta

Electronic Theses and Dissertations

This study examines the disproportionality in special education, regarding African American students being overrepresented, specifically under the disability category of Emotional Disturbance (ED) within the state of Pennsylvania. Demographic information was collected with the use of secondary data provided by the Pennsylvania Department of Education, using 648 educational programs across 29 intermediate units. Data were analyzed with statistical representation of percentages as related to risk composition and the E-Formula. The results yielded an average risk of African American students being two times more likely to be diagnosed with ED than their White peers. Additional results from the calculation of the …

Tomoxia Bucephala A. Costa (Coleoptera: Mordellidae), A Palearctic Tumbling Flower Beetle Established In North America, R. F. C. Naczi, Robert A. Androw, John Rosenfeld

Tomoxia bucephala A. Costa (Coleoptera: Mordellidae), a Palearctic tumbling flower beetle native to Europe, Asia, and northernmost Africa, is now known from North America. The first known occurrences were in 2015 in Essex and Union counties, New Jersey, U.S.A. and in 2019 in Passaic County, New Jersey, all in the New York City metropolitan area. An additional collection documents the species in 2016 from Allegheny County, Pennsylvania, in the Pittsburgh metropolitan area. The multiple occurrences, the large distance between those in New Jersey and Pennsylvania, and multiple detections in natural areas indicate T. bucephala is established in North America and …

Characterizing a species’ dietary composition presents an avenue to understand many facets of its ecological niche and can provide essential information for the species’ long-term conservation. To date, the vast majority of diet studies have relied on direct identification of prey during foraging observations or from diet samples to characterize the dietary habits of birds. However, advancements in laboratory-based approaches have revolutionized the field of trophic ecology by allowing researchers to indirectly infer dietary habits with higher resolution across greater time scales. This study explored the experiences of nonviolent women offenders over the age of 50 of all ethnicities who were formerly incarcerated and their involvement with restorative justice and recidivism from a public policy perspective. Although there was prior research on reentry of ex-offenders, the problem was that few studies focused on the barriers and success factors of reentry services for older female ex-offenders 50 years or older. Wetlands provide innumerous functions and values that are beneficial to both the natural environment and economic systems. Historically these habitats have suffered significant losses and it is crucial to preserve existing wetlands and plan for future restoration opportunities. This research examines six sub-watersheds within the Brandywine Creek watershed within Chester County, Pennsylvania to determine where potential wetland mitigation opportunities occur. Using a Geographic Information Systems (GIS) analysis, three wetland characteristics including watercourse locations, existing National Wetlands Inventory (NWI) wetlands, and hydric soils were mapped throughout each of the watersheds. This project examines the reciprocal and evolving relationship between American women’s culture, vernacular religion, and the social development of American ethnicity. This project focuses on the roles of white ethnic women, both literary and real, in the construction, maintenance, and transmission of ethnic identity. The project highlights the connections between the folkloric performances of vernacular religion and the discursive articulation of ethnicity by focusing on two women writers and two groups of Slovak American women. The fiction of Kate Chopin and Anzia Yezierska illustrates how literary authors bring their contemporary concepts of folklore into their writing. The writings of these …

As the birthplace of oil and gas, Pennsylvania is home to the highest number of orphaned abandoned oil and gas wells in the country — an estimated 300,000 to 500,000 dot the Keystone State, all remnants of a dying industry. These wells emit methane, a potent greenhouse gas, and have, for decades, caused alarm to hundreds of residents, documents obtained in a months-long capstone investigation show. The state is currently plugging 10 to 12 abandoned wells per year, on average, out of hundreds of thousands, in part because it has not collected enough in cleanup funds from producers to fund …

"Send Freedom House!": A Study In Police Abolition, Tiffany Yang

Washington Law Review

Sparked by the police killings of George Floyd and Breonna Taylor, the 2020 uprisings accelerated a momentum of abolitionist organizing that demands the defunding and dismantling of policing infrastructures. Although a growing body of legal scholarship recognizes abolitionist frameworks when examining conventional proposals for reform, critics mistakenly continue to disregard police abolition as an unrealistic solution. This Essay helps dispel this myth of “impracticality” and illustrates the pragmatism of abolition by identifying a community-driven effort that achieved a meaningful reduction in policing we now take for granted. Removing Roadblocks: Alternatives To Lawful Status And Social Security Number Requirements For Pennsylvania Driver’S Licenses, Miranda Sasinovic

As part of their traditional state police powers, states determine the eligibility requirements for their driver’s licenses. Standard eligibility requirements include proof of age, residency, identity, and knowledge. In the 1990s, some states amended their vehicle codes to require proof of lawful status, effectively barring undocumented immigrants from obtaining driver’s licenses.

In response to inconsistent issuance and verification standards, Congress passed the REAL ID Act of 2005. The Act prohibits federal agencies from accepting state driver’s licenses for official purposes unless states comply with minimum issuance and verification standards. These standards include requirements to verify Social Security numbers and lawful …

Significant Findings: According to Pennsylvania Opioids, the rate of drug related overdoses has increased steadily over the last three years averaging at about 4,500 deaths per year. Many often identified the Catholic Church with the cause of labor and worker’s rights in the United States. However that was not the common situation encountered by laborers throughout most of the nineteenth century. The proclamation of the social encyclicals: Pope Leo XIII’s Rerum Novarum (1891) and Pope Pius XI’s Quadragesimo Anno (1931) elevated the status of the worker, endorsed worker associations and placed the Catholic Church as an advocate of worker’s rights.
