Expungement In Pennsylvania After Pardon: Excluded By Clean Slate Limited Access, Joseph H. O’Donnell

Pennsylvania law provides several methods to protect or dispose of a criminal record. Methods to protect a criminal record from public view include expungement, limited access, clean slate limited access, and pardon. Expungement is a relatively limited right in Pennsylvania, but individuals do have a right to expungement upon receipt of a governor’s pardon. This right was created by case law. However, not every state follows this model. The recently enacted Clean Slate Limited Access Act created automated sealing for certain offenses, including cases where the Governor issued a pardon. This created a system of double protection for criminal records …

Abolition’S Informal Gatekeepers: The Role Of County Courts In The Making Of Pennsylvania’S ‘Free’ Border, Amanda Mcgee

Because Pennsylvania was the first state to implement legislation that slowly ended slavery within the state, contests over freedom and the enforcement of where it began and ended became an essential element of Pennsylvania’s border-making policies in the late eighteenth and early nineteenth century. The struggle over the territorial extent (by which I mean legal and geographical) of Pennsylvania abolition between enslavers intent on retaining their human chattel by any means necessary and enslaved men and women intent on asserting their freedom once they touched Pennsylvania “free soil” in turn, served to solidify the geopolitical boundary of the state in …

Does Child Care Works Work? An Exploration Of Pennsylvania’S Child Care Subsidy Program, Samantha J. Martin
The Gettysburg Journal for Public Policy
This article explores the theory and implementation behind Child Care Works, Pennsylvania's child care subsidy program. The article then studies and evaluates the policy through three criterion: effectiveness in providing families with low cost but high quality child care, efficiency in how it uses resources dedicated to childcare in the state, and the equitable distribution of access to childcare. Child Care Works has the potential to increase access to childcare and employment in Pennsylvania, but the current budget does not allot enough money to the program for it to be as helpful as it could be.

Background: Prescription opioids remain an important contributor to the United States opioid crisis and to the development of opioid use disorder for opioid-naïve individuals. Recent legislative actions, such as the implementation of state prescription drug monitoring programs (PDMPs), aim to reduce opioid morbidity and mortality through enhanced tracking and reporting of prescription data. The primary objective of our study was to describe the opioid prescribing trends in the state of Pennsylvania (PA) as recorded by the PA PDMP following legislative changes in reporting guidelines, and discuss the PDMP's role in a multifactorial approach to opioid harm reduction.

Echinococcus species are zoonotic tapeworms that can impact the health of wildlife, domestic animals, livestock, and humans. Two species of interest in North America are Echinococcus multilocularis and Echinococcus canadensis (Echinococcus granulosus sensu lato). The primary wildlife definitive hosts for E. multilocularis and E. canadensis are similar, including red foxes (Vulpes vulpes), gray foxes (Urocyon cinereoargenteus), coyotes (Canis latrans), and wolves (Canis lupus). These two Echinococcus spp. use different intermediate hosts, including small mammals for E. multilocularis and artiodactylids for E. canadensis. Although historically absent from …

Under the Pennsylvania Constitution of 1968, Article V, § 5 established a single Courts of Common Pleas in each judicial district. Previously, there had been a variety of separate trial courts in Pennsylvania, e.g., common pleas, county courts, orphans, juvenile, oyer and terminer, etc. Under the new Constitution, all courts were merged into a single court of common pleas. In larger counties, like Philadelphia and Allegheny County, a separate family division consists of an Adult and Juvenile divisions.

The adoption of the Pennsylvania Divorce Code on April 2, 1980, P.L. 63, Act 1980-26 was the second major change of the Divorce Law since 1785. “The Divorce Law,” May 2, 1929 P.L. 1237, 23 P.S. § 63 authorized local rules. The new 1980 act created three major features not found in the earlier act: no-fault divorce, alimony, and equitable distribution of property. For an early discussion of the new Code, see Lynne Z. The goal of this research was to collect data on existing dance programs and activities in Pennsylvania charter schools, and to advocate for the presence of dance in school arts offerings for academic credit, creating parity among the four core arts disciplines of visual arts, music, theater, and dance. Homer Rosenberger, a Pennsylvania historian, cared deeply about sharing information. He collected books and articles on the history of PA, as well as meeting minutes for the many societies he participated in. All of this material is now stored in boxes available at Musselman Library in Gettysburg, PA. This paper is a combination of research and reflection on the experience of working with the Rosenberger collection, specifically a box that deals primarily with correspondence learning and public history.

Homer Rosenberger's unprocessed collection lies in Musselman Library's Special Collections--a multitude of boxes filled with Pennsylvania research and memorabilia. By examining the first box in the collection, it becomes clear that Rosenberger was more than just an avid researcher, but also a man with his own history and reasons for collecting these documents in the first place.

Hydraulic fracturing or fracking has led to a rapid growth of oil and gas production in the United States, but the impact of fracking on public health is an important but underresearched topic. We designed a methodology to study spatiotemporal correlations between the risk of fracking and stroke mortality. An annualized loss expectancy (ALE) model is applied to quantify the risk of fracking. The geographically and temporally weighted regression (GTWR) model is used to analyze spatiotemporal correlations of stroke mortality, fracking ALE, and nine other socioeconomic- and health-related factors. The author created this paper for a class assignment testing students’ knowledge of constitutional law. The assignment was to write a legal brief addressing the constitutionality of a statewide mask mandate during the COVID-19 pandemic. COVID-19 is an airborne disease that can be transmitted from person to person up to six feet apart.
