Catalog Of Local Government Services In Michigan, Eric Lupher Sep 2005

Catalog Of Local Government Services In Michigan, Eric Lupher

Working Group on Interlocal Services Cooperation

The Citizens Research Council announces the release of the Catalog of Local Government Services. The Catalog is the result of a survey sent to the governments of 670 counties, cities, villages, and counties in 24 Michigan counties. The surveys asked which services are provided to residents of each community, and if the services are provided, whether they are provided by the units themselves, through cooperative arrangements, by another unit, or by contract. Responses were received from about 70 percent of the units contacted. The data show that Michigan cities, villages, and townships cannot be characterized in simple terms. The menu …

Temporary Agency Employment As A Way Out Of Poverty?, David H. Autor, Susan N. Houseman Aug 2005

Temporary Agency Employment As A Way Out Of Poverty?, David H. Autor, Susan N. Houseman

Upjohn Institute Working Papers

The high incidence of temporary agency employment among participants in government employment programs has catalyzed debate about whether these jobs help the poor transition into stable employment and out of poverty. We provide direct evidence on this question through analysis of a Michigan welfare-to-work program in which program participants were randomly allocated across service providers ('contractors') with different job placement practices. We draw on a telephone survey of contractors and on administrative program data linked with wage records data on all participants entering the program over a three-and-a half-year period. Our survey evidence documents a consensus among contractors that temporary …

Evaluating Strategies For Promoting Minority Construction Contracting, Barbara M. Taylor May 2005

Evaluating Strategies For Promoting Minority Construction Contracting, Barbara M. Taylor

SPNA Review

This analysis addresses the issue of disparity between minority-owned businesses and non minority-owned businesses in securing city contracts in the city of Grand Rapids, Michigan. Understanding the implications of unfair contract disbursement on the economy of Grand Rapids is extremely important as the city becomes more diverse. It is important that Grand Rapids remain a viable city and to do so, fairness in contract disbursement must be addressed. It examines the previous policy which required businesses to maintain a percentage of minority workers, the policy used by the city of Chicago which sets aside a certain portion of city contracts …

Manos A La Obra: Un Seminario Para Fomentar El Trabajo En Equipo En La Iglesia Adventista Maranatha De Grand Rapids, Michigan, Basado En El Modelo De Liderazgo De Nehemías, Antonio M. Rosario

Doctor of Ministry Projects

The purpose of this dissertation was to promote the use of work teams in the Maranatha Seventh-day Adventist Church, Grand Rapids, Michigan. A team is defined as a group of individuals who keep a reciprocal relationship and coordinate their tasks regularly in order to achieve a common goal. Unilateral decision-making and unidirectional communication are incompatible with the basic nature of the church.

This project develops a training program for team leaders at the local church, based on the leadership principles derived from the life and ministry of Nehemiah. In the study of the literature, Nehemiah stands out as a model …

Do Temporary Help Jobs Improve Labor Market Outcomes For Low-Skilled Workers? Evidence From Random Assignments, David H. Autor, Susan N. Houseman Jan 2005

Do Temporary Help Jobs Improve Labor Market Outcomes For Low-Skilled Workers? Evidence From Random Assignments, David H. Autor, Susan N. Houseman

Upjohn Institute Working Papers

A disproportionate share of low-skilled U.S. workers is employed by temporary help firms. These firms offer rapid entry into paid employment, but temporary help jobs are typically brief and it is unknown whether they foster longer-term employment. We draw upon an unusual, large-scale policy experiment in the state of Michigan to evaluate whether holding temporary help jobs facilitates labor market advancement for low-skilled workers. To identify these effects, we exploit the random assignment of welfare-to-work clients across numerous welfare service providers in a major metropolitan area. These providers feature substantially different placement rates at temporary help jobs but offer otherwise …

Community Redevelopment, Public Use, And Eminent Domain, Patricia E. Salkin, Lora A. Lucero

Scholarly Works

Published just weeks before the U.S. Supreme Court handed down their controversial decision on Kelo v. City of New London in 2005, this article, in correctly predicting the outcome of the Supreme Court opinion, explores in Section I how the concept of what constitutes a public use has evolved over the decades from traditionally accepted uses such as public roads, buildings (e.g., government buildings and schools), and utilities to urban redevelopment. It explains how the broad concepts of community redevelopment have been stretched to encompass needed economic development projects that promise jobs, tax revenue, and other public benefits similar to …

Internal Phosphorus Loading In Spring Lake: Year 2, Dr. Alan Steinman, Dr. Rick Rediske, Mrs. Lori Nemeth

Scientific Technical Reports

Experimental and desktop studies were conducted during 2004 to better understand the factors affecting internal phosphorus (P) loading in Spring Lake, Michigan. A prior study in 2003 resulted in estimates that between 55 and 65% of the total phosphorus entering the water column of Spring Lake, on an annual basis, originated via internal loading from the sediments. The results from the current study indicated the following:

Phosphorus release rates were no different at alum concentrations of ≥ 15 mg alum/L compared to 24 mg/L. However, the higher alum concentration is likely to provide greater spatial coverage over the sediments in …

Lower Grand River Watershed Management Plan, Fishbeck, Thompson, Car & Huber, Inc. Sep 2004

Lower Grand River Watershed Management Plan, Fishbeck, Thompson, Car & Huber, Inc.

Watershed Management Plans and Reports

A Watershed Management Plan (WMP) considers many aspects of water usage and functions, and coordinates them into a comprehensive plan for managing the activities that govern how our natural resources are utilized or viewed. A WMP is developed to provide direction and prioritize how resources are used for the management, protection, or restoration of a watershed. A watershed approach is ideal for managing water resources since they cross jurisdictions and political boundaries. Often this fluid nature of water is overlooked or taken for granted. Water flows over the ground and picks up pollutants before reaching a lake, stream, wetland, or …

Increasing The Economic Development Benefits Of Higher Education In Michigan, Timothy J. Bartik Sep 2004

Increasing The Economic Development Benefits Of Higher Education In Michigan, Timothy J. Bartik

Upjohn Institute Working Papers

This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …

Keynote Address: Reproductive Rights Under Siege: Responding To The Anti-Choice Agenda Conference. University Of Michigan Law School. March 5, 2004, Nancy Northup

Michigan Journal of Gender & Law

It is great to be here with a new generation that is advocating for reproductive rights and responding to the extraordinary anti-choice agenda we currently face. I am not going to talk about that agenda directly tonight because I know that you know it. You know about the judicial appointments, you know about the parental consent laws, you know about the denial of funding for low-income women, you know about the global gag rule.

Geosciences and Geological and Petroleum Engineering Faculty Research & Creative Works

We investigated the bulk electrical conductivity and microbial population distribution in sediments at a site contaminated with light nonaqueous-phase liquid (LNAPL). The bulk conductivity was measured using in-situ vertical resistivity probes; the most probable number method was used to characterize the spatial distribution of aerobic heterotrophic and oil-degrading microbial populations. The purpose of this study was to assess if high conductivity observed at aged LNAPL-impacted sites may be related to microbial degradation of LNAPL. The results show higher bulk conductivity coincident with LNAPL-impacted zones, in contrast to geoelectrical models that predict lower conductivity in such zones. The highest bulk conductivity …

Internal Phosphorus Loading In Spring Lake: Year 1, Dr. Alan Steinman, Dr. Rick Rediske Dec 2003

Internal Phosphorus Loading In Spring Lake: Year 1, Dr. Alan Steinman, Dr. Rick Rediske

Scientific Technical Reports

The rate of phosphorus release from sediments, and the degree to which alum reduces phosphorus release from sediments, was investigated in Spring Lake during the summer of 2003. Triplicate cores were sampled from 4 sites in the lake, and exposed to one of four treatments in the laboratory: 1) oxygen/alum; 2) oxygen/ no alum; 3) nitrogen/alum; or 4) nitrogen/no alum. Both soluble reactive phosphorus (SRP) and total phosphorus (TP) release rates were virtually undetectable in the alum treatments (both with and without oxygen). Low, but detectable, release rates were measured in the oxygen/no alum treatment. The highest release rates were …
