Preliminary Watershed Assessment: Mona Lake Watershed, Alan Steinman, Rick Rediske, Xuefeng Chu, Rod Denning, Lori Nemeth, Don Uzarski, Bopi Biddanda, Mark Luttenton
Scientific Technical Reports
The Mona Lake watershed, located in Muskegon and Newaygo Counties in west Michigan, is relatively small in area (~ 200 km2 or 48,000 acres), but faces a large number of environmental challenges. An ecological assessment of the watershed was conducted to provide a new baseline of information, in the hope that this effort would catalyze actions to improve the health of the watershed.

A New Wprs Profiling Model For Michigan, Randall W. Eberts, Christopher J. O'Leary
A New Wprs Profiling Model For Michigan, Randall W. Eberts, Christopher J. O'Leary
Upjohn Institute Working Papers
The Worker Profiling and Reemployment Services (WPRS) system was established nationwide following the 1993 enactment of Public Law 103-152. The law requires state employment security agencies to profile new claimants for regular unemployment insurance (UI) benefits to identify those most likely to exhaust their regular benefits, and refer them to reemployment services to promote a faster transition to new employment. In November 1994, the Michigan Employment Security Commission (MESC) began profiling new UI claimants with technical assistance from the W. E. Upjohn Institute for Employment Research Since WPRS profiling was introduced in Michigan much has changed, but the same model …

Perceptions Of Minorities' Criminal Involvement In Grand Rapids: Community And Media Dialogue, Rafael E. Castanon
Perceptions Of Minorities' Criminal Involvement In Grand Rapids: Community And Media Dialogue, Rafael E. Castanon
McNair Scholars Journal
This study examines media overrepresentation and its effects on community perception. The research examines the perception of racial/ethnic involvement in violent crimes in Grand Rapids, Michigan. Grand Rapids Police Department arrest reports for violent crime were dichotomized by race/ethnicity and compared to news articles reporting violent crimes found in the Grand Rapids Press to determine if a disparity exists between those data sets. To measure public perceptions, questionnaires were administered concerning racial/ethnic groups and their likelihood to commit violent crimes. The overall intention is to provide a better understanding of root causes of minority disparity within the Criminal Justice System.
Understanding Prehistoric Ceramic Technology From The Grand River Valley, Jeff Chivis
Understanding Prehistoric Ceramic Technology From The Grand River Valley, Jeff Chivis
McNair Scholars Journal
This research focused on understanding the production process of ceramic construction (technological choices of potters) during the Woodland Period in western Michigan. This ultimately provided information regarding choices not only pertaining to style but also to material choices and firing strategies of early societies. The research involved the replication of pottery sherds, which were then compared to a sample of Early Woodland, Middle Woodland, and Late Woodland sherds from sites in the Grand River valley by using petrographic analysis. These sherds were extracted from the Prison Farm (20IA58), Norton Mounds (20KT1), Spoonville (20OT1), and the Converse Mounds sites (20KT2). Technological …

Sand Creek Watershed Project / Sand Creek Watershed Management Plan, Annis Water Research Institute
Watershed Management Plans and Reports
The overall goal of the Sand Creek Watershed Project is to improve and protect the designated uses of the watershed. In order to achieve this overall goal and attain compliance with the TMDL established in Sand Creek, four goals have been established and prioritized. The primary goal of the Sand Creek Watershed Project is to restore or improve the cold water fishery. The secondary goal of the project is to protect and improve the habitats of native aquatic life and wildlife. Both goals can be achieved by reducing the amount of known pollutants affecting both of these uses. Pollutant reduction …

Do Temporary Help Jobs Improve Labor Market Outcomes? A Pilot Analysis With Welfare Clients, David H. Autor, Susan N. Houseman
Do Temporary Help Jobs Improve Labor Market Outcomes? A Pilot Analysis With Welfare Clients, David H. Autor, Susan N. Houseman
Reports
We draw upon administrative data from an unusual policy experiment in the state of Michigan to study the effects of temporary agency employment among welfare-to-work clients on job retention, program recidivism, and earnings. To identify these effects, we exploit the fact that welfare-to-work clients in one Michigan county were randomly assigned to service providers who had substantially different placement rates in temporary agencies but otherwise similar policies. Our findings indicate that moving welfare clients who otherwise would have been unemployed into temporary agency jobs provides some benefits to these workers, primarily by increasing their short-term earnings. Temporary agency jobs also …

On-Site Sewage Disposal Systems & Septage Management For Individual Homes And Small Communities, James R. Hegarty
Watershed Management Plans and Reports
The purpose of this paper is two-fold:
To identify alternatives and/or improvements to conventional septic systems for residential sewage collection and treatment for small communities and residential developments.
To research existing ordinances that require on-going management of residential and community septic systems, disposal of septage, and develop a model septic system and septage management ordinance that can apply to Kent County communities.
It is hoped that this study’s recommendations will be adopted in Kent County. Eventually, Kent County’s model program can be used to effect statewide implementation of responsible environmental policies that will improve our environment and public health. The …

A Background History Of Directional Drilling In Michigan, Christine A. Klein
A Background History Of Directional Drilling In Michigan, Christine A. Klein
UF Law Faculty Publications
Why should we care about directional drilling? A lot of people care, both at the federal and state levels. Many politicans have weighed in on this issue of whether or not directional drilling should be permitted. Beyond state politics, an interesting legal debate has begun over whether the federal or state government has primary regulatory authority over this amphibious sort of drilling, which starts on the land but ends up under the Great Lakes.
Impact Of Charter School Attendance On Student Achievement In Michigan, Randall W. Eberts, Kevin Hollenbeck
Impact Of Charter School Attendance On Student Achievement In Michigan, Randall W. Eberts, Kevin Hollenbeck
Upjohn Institute Working Papers
Proponents of school reform have argued that charter schools and vouchers can provide adequate market pressure to improve the performance of traditional public schools. While the number of charter schools and student enrollment have burgeoned, relatively little attention has been paid to their effects on student achievement. Proponents of charter schools suggest a direct effect on student achievement through the restructuring of teaching and learning processes and an indirect effect through peer effects on learning and through the market forces of competition. Of course, competitive pressures may result in higher achievement in traditional public schools as well. This paper focuses …

Design, Implementation, And Evaluation Of The Work First Profiling Pilot Project, Randall W. Eberts
External Papers and Reports
This report describes a new assessment and referral system that was designed to assist local welfare-to-work program staff in targeting employment services more effectively in order to help welfare recipients find jobs. The motivation for the development of this system was the potential effects of targeting services to meet the specific needs of customers. The system is based on statistical methods and uses administrative data typically collected by welfare-to-work agencies. The Kalamazoo-St. Joseph Workforce Development Board piloted the new system by integrating it within the existing Work First program that it administers for the local workforce development area. The pilot …

The Children Left Behind: How Zero Tolerance Impacts Our Most Vulnerable Youth, Ruth Zweifler, Julia De Beers
Michigan Journal of Race and Law
The Michigan Journal of Race & Law Symposium, February 8th and 9th, 2002, at the University of Michigan examined the issue: Separate but Unequal: The Status of America's Public Schools. In the past, children of color were expressly denied an equal education on the basis of their race. Today's policies deny many children of color access to educational programs and supports, for reasons that are neutral on their face, with devastating consequences to the students, their families and their communities. The following article explores the concerns and experiences of a public service agency with the growing application of "Zero Tolerance" …

Dial-In Testimony, Richard D. Friedman, Bridget Mary Mccormack
Articles
For several hundred years, one of the great glories of the common law system of criminal justice has been the requirement that prosecution witnesses give their testimony in the presence of the accused" face to face," in the time-honored phrase-under oath, subject to cross-examination, and, unless unfeasible, in open court. In the United States, this principle is enshrined in the Confrontation Clause of the Sixth Amendment, which provides that "[i]n all criminal prosecutions, the accused shall enjoy the right ... to be confronted with the witnesses against him." But now a new way is developing for witnesses for the prosecution …

Justice Frank Murphy And American Labor Law, Theodore J. St. Antoine
Articles
Working people and disfavored groups were central concerns of Frank Murphy, the last Michigan Law School graduate to sit on the United States Supreme Court. In the pages of this Review, just over a half century ago, Archibald Cox wrote of him: "It was natural ...th at his judicial work should be most significant in these two fields [labor law and civil rights] and especially in the areas where they coalesce."' In this Essay, after a brief overview of Murphy the man, his days at the University of Michigan, and his career prior to the Court appointment, I shall review …

The Grand Rapids Civil Rights Movement From 1954-1969: A Sociological Study, Philip J. Bostic
McNair Scholars Journal
Although advancements have been achieved over the past 30 years, many experts would argue that the problems that plague the African-American community have not changed much. The American Civil Rights Movement has been credited with improving the quality of life of under-represented minorities. The purpose of this study is to examine whether or not the Civil Rights Movement helped to improve the status of the African-American community in Grand Rapids, Michigan. A thorough analysis of the local newspaper, the Grand Rapids Press, from 1954-1969, supplies the empirical data utilized as the foundation of this research. The local data was applied …
Typing The Type Site: Analysis And Comparison Of Chipped Stone Projectiles From The Norton Mounds Site With Other Middle Woodland Archaeological Sites, Jeff Chivis
McNair Scholars Journal
In archaeology, projectile points and other chipped stone tools are important for identification and interpretation of site chronology (dates of occupation), site function (subsistence practices for example), and establishing relationships with other sites and regions. The morphometric and raw material attributes of projectile points from the Norton Mounds (20KT1) site are described and compared to tools from other sites in Michigan and the Midwest dating to the same time period. The outcome of this analysis is the first in-depth documentation of these materials.
