Workplace Education Programs In Small- And Medium-Sized Michigan Firms, Kevin Hollenbeck, William Anderson
Upjohn Institute Working Papers
This paper presents a systematic, baseline picture of workplace education programs in small and medium-sized businesses (less than 500 employees) in Michigan. Specifically, it addresses why some firms are offering and other firms are not offering workplace education programs, what are the characteristics of the programs being provided, and what are the impacts of these programs on firms and employees. The paper draws upon two data sources. Case studies of 28 Michigan businesses were undertaken between May 1991 and July 1992 and a combination mail/telephone survey of small businesses in Michigan was conducted in early 1992. The traditional American concept of criminal sentencing is that
prisons exist for rehabilitation and release as much as for incarceration.
1 However, in recent years Congress and state legislatures have
enacted a series of stringent anti-drug laws, which have largely abandoned
the concept of rehabilitating prisoners2 and instead, focused on
keeping inmates locked up for longer periods of time.'

Michigan's Teacher Certification Requirement As Applied To Religiously Motivated Home Schools, Donald D. Dorman
University of Michigan Journal of Law Reform
This Note defends the thesis that the teacher-certification requirement of Michigan's compulsory attendance statute is unconstitutional as applied to people who, for sincere religious reasons, believe they must teach their children at home. Michigan courts have incorrectly applied a rational-basis test in regulating religiously motivated home schools, rather than the strict scrutiny required by the U.S. Supreme Court for cases involving both the free exercise of religion and parents' interest in directing their children's education.

House Of Judah: The Problem Of Child Abuse And Neglect In Communes And Cults, Gregory M. Gochanour

This Note argues that although some modifications were appropriate, state intervention and removal of children, even from a commune or cult, should be handled through examination of each individual parent/child relationship. Part I examines the statutory and case law framework for state intervention and removal of children from the custody of abusive parents in Michigan, and discusses the policies supporting these laws. Part II examines the circumstances present in the House of Judah and notes the state's departures from the statutes and rules.
