Essays In Applied Labor Economics: Immigrant Earnings And Welfare Reform: Dissertation Summary, Darren H. Lubotsky
Dissertation Awards
In this dissertation, I analyze two distinct issues. In the first part, I use a new data source to address an old and rather controversial topic in labor economics: how well immigrants fare in the U.S. labor market. The second part is motivated by the recent overhaul of the federal welfare system and examines whether increased labor market participation by welfare recipients will displace employment or reduce the earnings of other low-skilled workers in the labor market. This is investigated through a study of the 1991 elimination of the General Assistance program in Michigan.

Be Careful What You Wish For: An Examination Of Arrest And Prosecution Patterns Of Domestic Violence Cases In Two Cities In Michigan, Andrea D. Lyon

This Article will examine six months of data on arrests for domestic violence in the cities of Ypsilanti and Ann Arbor. In order to be able to interpret what the data means Lyon did some other research. The results were surprising- for example, although women tend to be injured most severely by domestic violence, they use violence in intimate relationships a little more often than men. Part I of this Article traces a brief history of domestic violence and discusses the issue of who commits domestic violence, Part II discusses the "must arrest" and "should arrest" policies and their history, …

The ongoing Indian fishing rights debate in northern Michigan is intensifying as a 1985 court ordered consent agreement nears its year 2000 expiration date. Many of the local citizenry are concerned that the debate may turn violent as it did in the 1970s. In the 1970s there was fierce competition between Indians and non-Indians over a fish resource that was becoming depleted at an alarming rate. While pollution of the Great Lakes and the presence of non-native parasites were more likely the cause of the depleted stocks, the sport fishermen blamed Indian gill netting for the problem. Concentrations And Isotope Ratios Of Dissolved Inorganic Carbon In Denitrifying Environments, C. Nascimento, Eliot A. Atekwana, R. V. Krishnamurthy

We measured the concentration and isotope ratio of dissolved inorganic carbon (DIC) in groundwater associated with denitrification (Corg + NO3- = CO2 + N2) in an agriculturally impacted site in southwestern Michigan. Samples with the lowest nitrate levels also had low dissolved oxygen content and were more depleted in δ13C than background groundwater. All the samples had DIC concentrations in excess of titratable alkalinity. The magnitude of this DIC in excess of alkalinity correlated with a decreasing δ13C attesting to the presence of CO2 derived from organic carbon. Carbon …

Innocents Beware: Has Bennis V. Michigan Made Asset Forfeiture Too Easy?, Ronald F. Labedz
Northern Illinois University Law Review
This note examines the historical justifications of asset forfeiture as well as the justifications behind its more recent uses. The note begins by analyzing the rationale of precedents that have upheld asset forfeiture then that rationale is applied to the facts of Bennis v. Michigan. After establishing that the exigencies historically thought necessary to justify asset forfeiture are not present in Bennis, the author determines the Supreme Court improperly applied precedent and instead should have conducted a due process analysis. The author argues that had the Supreme Court conducted that analysis, the Court would have held Michigan's asset forfeiture scheme …

Problem
It would appear that the problem of school truancy, retention, and subsequent academic failure is a major educational crisis which puts most of the African American students at risk in the Benton Harbor area schools.
Purpose
The purpose of this study has been to determine the concomitant educational problems facing the "at-risk" African American students in the Benton Harbor Elementary School System and to suggest positive changes through an alternative model.
Results
The results of the survey indicated that approximately 90-95% of Benton Harbor educators agreed to changes. Administrators and teachers strongly agreed that the recommendations, based on the …

Seniority, External Labor Markets, And Faculty Pay, Byron W. Brown, Stephen A. Woodbury

We estimate the returns to seniority (the wage-tenure profile) for university faculty, and the degree to which these returns respond to entry-level salaries (or opportunity wages) a relationship unexplored in work to date. Using data on faculty at a Big Ten university (ours), we estimate elasticities of senior-faculty salaries with respect to entry-level salaries, and find that these elasticities decline with seniority. The evidence both provides an explanation of faculty salary compression and suggests the importance of controlling for entry-level salaries in obtaining estimates of the returns to seniority.

CDCUs and CDLFs may outnumber CDBs, but their scope of lending activity pales in comparison. Despite CDBs' relatively small number, their impact on their respective communities warrants an in-depth discussion of their structures and formulas for success. This Article will provide an overview of the CDBs in the United States. Part I first sets forth the legal structure and purpose of CDBs, and then reviews the history and current status of mature CDBs and emerging CDBs. The Fifth and Fourteenth Amendments to the U.S. Constitution protect a parent's custodial rights. However, such rights are not absolute and may be terminated. There is no substantive due-process right to live together as a family. Doe v Oettle, 97 Mich App 183, 293 NW2d 760 (1980). Parents are not held to ideal standards in the care of their children but to minimum statutory standards. Fritts v Krugh, 354 Mich 97, 92 NW2d 604 (1958).

State Responses To Task Force Reports On Race And Ethnic Bias In The Courts, Suellyn Scarnecchia

While several states have embarked on studies of race and ethnic bias in their courts, Minnesota is only the sixth to publish its report to date. As Minnesota joins the ranks of states with published reports, it is worthwhile to assess the impact of the five earlier published reports from other states. Final reports have been published in Michigan (1989), Washington (1990), New York (1991), Florida (1991) and New Jersey (1992). The published reports make findings and provide several specific recommendations for change. This article will review the published findings and recommendations of the task forces and will discuss the …
